Last paragraph looks clear to me that The Town acquired the easements with the intention to build the bulkheads to keep the fill in place. I see no indication that The Town transferred responsibility for upkeep of, or ceded ownership of these structures to the adjacent property owners. October 23, 1998 Mr. Dan Jennings 404628 th Street Long Island City, NY 11101 Dear Mr. Jennings: Pursuant to our phone conversation on October 22, 1998, please find enclosed records which we have on file pertaining to the bulkhead at your property at the south west corner of Jockey Cree'a Bridge. The two legal size photocopies are of a plan and the actual recorded easement given to the Town of Southold to construct the approach roadways to the bridge. These easements were given by Caroline L. Korn, a previous owner of your property. At that time, there were no bulkheads constructed yet. f'l , sheets No. 1 & No. 4 of 7 (1935) show the four bulkheads that were proposed to be built at the four corners of the bridge. However, the plan sheet showing the proposed approach roadway construction (1937) shows the four bulkheads having been built to the present day configuration, generally along the easement lines. To summarize, the Town of Southold acquired the easements to place fill and to construct the bulkheads to hold the fill in place. The County of Suffolk had their bridge 'contractor build the bulkheads for the Town of Southold. If you have any questions, please do not hesitate to call me. Very truly yours, Daniel J.
