Local Law in Relation to Recycled Cardboard
BE IT ENACTED, by the Town Board of the Town of Southold as follows:
I. Chapter 48 (Garbage. Rubbish and Refuse) of the Code of the Town
of Southold is hereby amended as follows:
1. Section 48-1 lDefinitions) is hereby amended by addincj thereto

le) No newspaper, as defined herein, shall be deposited at any
Town of Southold disposal area unless such newspaper is
separated from any and all solid waste, trash, rubbish,
vegetative yard waste, cans, cardboard, glass or plastic.
Such newspaper is to be deposited only at designated areas
within such town disposal area.
This Local Law shall take effect upon its filing with the Secretary
of State.

SUPERVISOR HARRIS: The first public hearing is a "Local Law in Relation to
Recycled Cardboard", and Judge Edwards will read the publication and verification
of said Local Law.
JUSTICE EDWARDS: "Public Notice is hereby given that there has been presented
to the Town Board of the Town of Southold, Suffolk County, New York, on the
12th day of November, 1991, a Local Law entitled, "A Local Law in Relation to
Recycled Cardboard". Notice is further given that the Town Board of the Town
of Southold will hold a public hearing on the aforesaid Local Law at the Southold
Town Hall, Main Road, Southold, New York, on the 26th day of November, 1991,
at 4:30 P.M., at which time all interested persons will be heard. This proposed
"Local Law in Relation to Recycled Cardboard" reads as follows:

SUPERVISOR HARRIS: Basically, ladies and gentlemen, what we're doing is adding
a recyclable to our other list of recycled products, and are there any members
of the audience, that would like to comment either pro or con in relation to this
Local Law change? Yes, would you come forward and state your name, please?
PHILIP VANBOURGONDIEN: Phil VanBourgondien. I just would like a clarification.
In the case of commercial carters, that pick up at the homes, does that mean that
from now on we'll separate the cardboard.
COUNCILWOMAN OLIVA : Corrugated cardboard only, Phil.
PHILIP VANBOURGONDIEN: It has to be bundled and tied? Like if you have two
or three cardboard boxes, you have to tie them.
COUNCILWOMAN OLIVA: I would think it would be easier.
SUPERVISOR HARRIS: Whatever is easy for you to handle, and makes it easy
for the carters to handle.

PHILIP VANBOURGONDIEN: Commercial carters will have to pick it up at the home.
SUPERVISOR HARRIS: Yes, once we enact a mandate commercial recycling, which
will be January, we will then have the same applied to them. At the present time,
the Town of Southold received $10.00 a ton for cardboard once we bail it at the
landfill.
SUPERVISOR HARRIS: Okay, if there is no other comments, I'll close this public
hearing.
