Commencement:
The meeting began at 7:03 p.m. with five LPC members present.
Adoption of Meeting Minutes:
Acceptance of LPC meeting minutes from April 15, 2014, May 27, 2014 & June 24, 2014

made by Sam McCullough, seconded by Eric Keil, to accept the 4/15/2014 LPC meeting
minutes,
Motion carried: 4/0/3 (Maureen Cullinane and Anne Murray abstained as both were not in
attendance for the 4/15/2014 LPC meeting. Peggy Dickerson abstained as she was not an LPC
member at that time.)

Land Preservation Applications and Inquiries:
SCTM #1000-20.-3-6.2 (EDWARDS)
Review appraisal for PDR \[executive session\]
EXECUTIVE SESSION.
The members entered into
LPC reviewed and discussed appraisal report on the Edwards property.
END OF EXECUTIVE SESSION
Luke McKay and Tim Caufield of Peconic Land Trust are keeping track of progress of Sandy grant
that PLT submitted to provide funding towards the purchase of the Edwards property. Application
made the first cut and is now being reviewed in Washington DC. Luke expects awards announcement
to be made within a month or two.
LPC will wait for adjacent Mason property appraisal completion and possible awards announcement
before approaching Edwards with any kind of acquisition offer.
SCTM #1000-115.-8-3.6 McCALL (f/k/a Elak)
Discuss PLT overlay easement / affirmative farming language
Landowner Russell McCall has accepted LPC purchase offer for an easement on this parcel. PLT has
been having discussion with Russ McCall regarding overlay easement and implementing additional
restrictions to which Mr. McCall has had no objections.
Luke McKay passed around hand-out to LPC members regarding Affirmative Farming Covenant
language that is currently being used for a current easement in the South Fork, including “must be
farmed”. Some LPC members found that placing this type of restriction within the easement language
could be detrimental to the farmland preservation program; however, since Mr. McCall is agreeable to
further restrictions, LPC is in agreement with using this language in the overlay easement to be
recorded for this acquisition.

Discuss County/Town join acquisition and status
John Sepenoski, Chairman, absent from any discussion on this proposed project due to family
relationship to landowner, John B. Sepenoski, Jr.
Landowner accepted County’s offer subject to Town partnering. Melissa Spiro exploring options with
County for potential future trail easement at north end of property, including option of Town purchase
of open space preservation easement at north end.
SCTM #1000-52.-5-60.3 (COLONY POND SUBDIVISION)
Letter campaign from neighboring property owners requesting preservation of property
LPC reviewed content of several letters received from neighboring property owners of proposed
subdivision known as “Colony Pond Subdivision”.
Melissa Spiro, as Land Preservation Coordinator, directed to respond to letters stating that
It is the Town’s goal, not specific to the Land Preservation Committee, to protect water
o
quality. In reviewing the proposed subdivision, LPC finds that the landowner and Planning
Board have done an excellent job in achieving a subdivision design preserving 60% of the
buildable area on this parcel and giving consideration to saving water quality in the
Hashamomuck Pond area.
As preservation funding is limited, LPC does not consider this property a priority for
o
acquisition.
SCTM #1000-59.-3-26.1 (VENETIS)
Review inquiry
The two Venetis brothers contacted Melissa Spiro regarding possible sale of development rights on
their property identified as SCTM #1000-59.-3-26.1 which is located adjacent to the Vitti property on
Route 48 in Southold. Vitti property currently before County for development rights easement
purchase.
LPC members reviewed inquiry and find that although this project is not high priority at this time, if
adjacent Vitti property is preserved, LPC will review this inquiry again.
Applications & Inquiries for Uses or Structures on Preserved Property:
SCTM #1000-108.-4-1.4 (SHOWALTER FARMS f/k/a PINDAR)
ZBA application
ZBA’s request for comments
LPC reviewed easement language which clearly states that “riding academy” as defined within the
recorded Easement on this parcel is a prohibited use within the easement area.
LPC directed Melissa Spiro to respond to ZBA request for comments with memo stating prohibited
use within the easement area yet reiterating list of uses/improvements the LPC approved for
Showalter Farms LLC in LPC approval letter dated January 8, 2014.
Stewardship and Management:
None
Addition to Agenda by John Sepenoski, Chairman
John Sepenoski would like LPC members consider making a policy concerning outside projects (e.g.
Eagle Scout projects) on Town open space lands.
General Land Preservation Items:
2015 LAND PRESERVATION DEPARTMENT AND CPF BUDGET
Melissa Spiro requested input from Committee members regarding any proposed projects that need
to be considered and included in the 2015 proposed Town or CPF budgets.
ANNUAL TOWN BOARD MEETING AT FISHERS ISLAND – August 6, 2014
Lillian Ball and Peggy Dickerson will not be attending. John Sepenoski will be attending. Anne Murray
may attend.
