Melissa Spiro, Land Preservation Coordinator July 15, 2014 Page 24 Southold Town Board Meeting MELISSA SPIRO, LAND PRESERVATION COORDINATOR: Melissa Spiro. The landowners have offered a development rights easement on just under 54 acres of land. The two areas that have been excluded from the easement, one up on the north side that's about 5 acres and it has the potential to be subdivided for one additional residential lot. There's another on the south side that's about 2.6 acres down by Wickham Avenue. The project not only meets but exceeds the goals of the town's preservation program. The landowners are preserving over 88% of the farm. The soils are all prime agricultural soils with all in active agricultural production. Preservation of the farm completes a large block of preserved farmland, over 180 acres from Oregon Road south over to Wickham Avenue and from Mill Lane east to Elijah's Lane. There's a whole block of preserved land. The preserved active farmland that spans outside that block to the north to the south and to the east and the west, if you look at that map every farm that has a white label on it, it's preserved. So it really expands the block. The town was awarded a grant for the project under the federal farm and ranchland protection program in the amount of $1,898,000. Assuming the project is eligible, we will receive reimbursement of that amount. That will allow us to leverage our preservation funding and allow us to preserve more farmland once we receive that reimbursement. I thank the landowners for offering this farm for preservation and I am glad that our program is here to help farm families stay in the business of farming. You know, this is, I am in a difficult situation now Jill because you had FOIL'd for the list of specific names, we gave you that list and I am not going to sit here and talk about the qualifications or the credentials of people that we reviewed in the past. July 15, 2014 Page 25 Southold Town Board Meeting MS. FRANKE: No, you had said at the meeting when Mrs. Goldsmith asked you that you believe that you had two responses, two affirmative responses to interview and that they didn't have the qualifications in the municipal level to work, to run a justice court as a director. SUPERVISOR RUSSELL: Yes. But again, now you are asking me to comment on specific people that are already been put into public realm but in our review, we are allowed to establish criteria for what we are looking for in a position. We have every right to, we have a responsibility to do that. MS. FRANK: Well, if they are qualified to take the civil service test I would think that they would be qualified for the position, isn't that what the civil service test is for? SUPERVISOR RUSSELL: No, it establishes baseline qualifications but I think we have a responsibility to look beyond that, we have the right to look for credentials that we think will, our needs are for that position. We have no obligation to use the civil service minimum guidelines as the standard. I think that would be irresponsible. MS. FRANKE: So you can appoint anyone who you want in there provisionally? SUPERVISOR RUSSELL: No, we still have to hire off the civil service list. What they gave us was a list of people who showed a willingness to work in zone 1. The list has not been established yet, I don't believe the scores are even out. They had given us a list of the people that had expressed a willingness to work in zone 1 which is Southold. We would still have to go through the list, we are still going to have to hire from that list. At any time, if the entire list of Suffolk County is declared unworkable, we could hire provisionally. It is a very unlikely scenario. Many, many people sign up to take those tests. MS. FRANKE: Civil service told me 71 people signed up to take that specific test, 16 of them were qualified to take that test. Out of that 16, you don't know how many passed yet or whatever, it's not out yet. And starting the salary at $80,000, I am assuming that does not include medical benefits for family or individual? SUPERVISOR RUSSELL: I think it's a full-time position that would eventually include medical benefits. I think there is a 90 day wait window right now, I am not certain because of how Obamacare might have affected that but generally there is a 90 day wait for medical benefits by any new employee. MS. FRANKE: Okay and you also said that it has to be a comparable position with other towns and.... SUPERVISOR RUSSELL: No, what I said is the salary, we have looked at the salaries of other towns and we think $80,000 was a level we needed to get to. Based on the salaries of people who are working as court directors in other towns. We have canvassed the landscape. July 15, 2014 Page 26 Southold Town Board Meeting MS. FRANKE: Well, I also looked and I found the Riverhead justice court director is making $66,292.94, so that's a big jump from $80,000. The justice court director in the town of East Hampton is making $59,771. The village of Westhampton, the court director is making $44,924.95 and the town of Southampton does not have a justice court director but they have senior justice court clerks and they have cashiers and their salaries are in the $40's and $50,000. So $80,000 is an awful lot of money to start a position that my mother did for 52 years for less than $60,000. SUPERVISOR RUSSELL: Would anybody else like to address the Town Board on any issue? Linda Goldsmith,East Marion LINDA GOLDSMITH: Linda Goldsmith. I just wanted you to be cognizant of the fact that agriculture is booming in East Marion. In the last three weekends, the Lavender farm traffic has parked all the way down the road. I frankly have no objection to it, it's a short season but just be cognizant of the fact that you may get some complaints because when I say that it was lined up, it was lined from the end of Shipyard Lane all the way to the beginning by Bay Avenue on both sides of the road. I mean, honestly, it is a shore season. You see it at Harbes, you know, but parking may at some point because of the ferry there is no other place for the traffic to go. You may at some point getting complaints and you might want to be ready for that and maybe ready to work with the owner on some sort of short term solution. I personally don't have a problem with it. You know, I think it is kind of nice that somebody that takes a shot at growing lavender and who really thinks that that's going to be a big cash crop? It's nice to see that they are making a living out of it. SUPERVISOR RUSSELL: Thank you. The, we have already received quite a few on the traffic. We have referred them to the Planning Board. I am sure Planning will work with the Transportation Commission to try to bring some resolution there. Thank you. Councilman Bob Ghosio COUNCILMAN GHOSIO: A lot of the complaints that I have heard with living out there, have been to that tenant. Where you know, I am complaining about it but you know, it's actually not a bad thing so you know, they are recognizing the fact that it is good that we have a business thriving out there.
