HomeMy WebLinkAbout08/13/2014 Town of Southold Housing advisory commisSion MEETING MINUTES MEETING #96 August 13, 2014 Present: Rona Smith, Michael Herbert, Dan Sarnowski, LeRoy Heyliger, Jeanne Kelley and Excused: Phillip Beltz. Fred Andrews, Eric Dantes, Beth Motschenbacher, John Vahey, William Dougherty and Councilman Jim Dinizio. Meeting began at 5:35 p.m. Approval of Minutes: The minutes of July 9th were approved. Report of Discussion with the Town Board: Dan and Rona reported that their discussion with the Town Board was very productive and will continue (Fred also attended the meeting.) Four noteworthy items were discussed for future consideration: 1. Provision of tax credits for households who develop affordable apartments. The Supervisor stated that this will likely need approval from NY state legislators. 2. Re-issue of RFP. Supervisor indicated that number of units should likely exceed the amount originally proposed. Dan provided document that articulates some proposed changes, HAC will develop ideas throughout the next several months and look to reissue an RFP in early spring. 3. Engage non-profit to redevelop blighted properties for resale as affordable. Possibly inquire if the North Fork Housing Alliance would be interested in pursuing as they already work with contractors for rehabilitation. 4. Seek funding assistance from Town and Suffolk County for development of affordable housing. Affordable Housing District (AHD) Public Hearing: Phillip reported that the hearing is th scheduled for Tuesday, August 26 at 7:32 p.m. Rona agreed to write a letter of support of proposed changes on behalf of HAC. First-time Homebuyer CPF Tax Exemption: Still awaiting signature of the Governor. Habitat for Humanity Volunteer Forum: Dan will provide introduction of Habitat at forum. He also will invite Green Acres Homeowners Association and Phillip will invite realtors who supported project as well as coordinate with Habitat staff. Fishers Island Annual Meeting: There was significant support for the proposed changes in the AHD legislation. In addition, Phillip attended meeting with residents about “Land Use” chapter of Comp Plan. Fishers Island residents perceive that the need for affordable housing is critical issue that must be addressed to sustain the island. Community Land Trust of Southold: Phillip attended meeting with their board. They are seeking to develop 3 affordable units outside the Village of Greenport with an additional rental unit. While they have identified a site they are requesting funding from Suffolk County and the Town of Southold. Meeting with Jill Rosen-Nikoloff: Phillip invited Ms. Rosen-Nikoloff (Suffolk County Director of Community Development, Affordable Housing and Real Estate) to attend the next HAC meeting and specifically address Suffolk County resources that could assist the Town towards the development of affordable housing (e.g. RFP.) Other: Discussion of elements of RFP that would be most likely embraced by the community (to be further discussed with Ms. Rosen-Nikoloff): Several ideas presented were development with 50 apartments, mix of 60% Area-Median Income, 80% AMI, 120% AMI, target set aside amount of units for seniors and veterans, explore SC pilot for sewer treatment, etc. th Meeting Ended at 6:42 p.m. - Next Meeting Date:Tuesday, September 16 at 5:30 p.m. @ Town Hall meeting room.
