Docks and Wharves BE IT ENACTED by the Town Board of the Town of Southold as follows: Chapter 32 (Boats, Docks and Wharves) of the Code of the Town of $outhold is hereby amended as follows: 1. Section 32-39.2. is hereby amended to read as follows: Section 32-39.2. Anchoring and Mooring in West Harbor and Hay Harbor. All boats temporarily anchored in West Harbor and Hay Harbor at Fishers Island shall anchor in an area assigned by the Harbormaster or Bay Constable. (1) Anchoring shall not be permitted for a continuous period of more than three (3) days unless authorized by the Harbormaster or Bay Constable, which authorization may only be granted for emergency situations. B. Permanent moorings in West Harbor and Hay Harbor at Fishers Island. II. This Local Law shall take effect upon its filing with the Secretary of State. Arnoff SUPERVISOR HARRIS: This is a public hearing on a Local Law in Relation to Boats, Docks, and Wharves. JUSTICE EDWARDS: "Public Notice is hereby given that there has been presented to the Town Board of the Town of Southold, Suffolk County, New York, on the 27th day of March, 1990, a Local Law entitled, "A Local Law in Relation to Boats, Docks and Wharves". Notice is further given that the Town Board of the Town of Southold will hold a public hearing on the aforesaid Local Law at the Southold Town Hall, Main Road, Southold, New York, on the 10th day of April, 1990, at 8:10 o'clock P.M., at which time all interested persons will be heard. This proposed "Local Law in Relation to Boats, Docks and Wharves" reads as follows: BE IT ENACTED by the Town Board of the Town of Southold as follows: I. Thank you, Scott. SUPERVISOR HARRIS: Is there anybody from Fishers Island here? Is there anyone in the audience who would like to speak for or against this public hearing? JUSTICE EDWARDS: I'll just make a comment on it. The reason for this public hearing is, we've added another harbor, West Harbor, is our main harbor on Fishers Island, and the anchoring and mooring plan, that we put into effect there, probably six or seven years ago, has been run very well, and excellently done. Now we have another harbor, Hay Harbor, which we are kind of afraid that the mainland in Connecticut. will come over and use Hay Harbor as they do West Harbor. Right now, probably, half of our assigned moorings are from people from Connecticut, and these people pay $100.00 for the right to put their own mooring down in West Harbor, and so we've just added Hay Harbor on to West Harbor.
