Section 24-3 (Al is amended by deleting the wond "person". Section 24-3 (B)(2) is deleted. Section 24-3 (C1(3) is deleted. Section 2~-4 (B) is deleued. Section 24-6 is amended by deleting the term "alarm agent" from the third sentence. Seetioh 24-10 is a~end~d to read as follows: ~n¥ person, firm or corporation who dues not bky any charge or fee established in this chapter shall be subject uo a fine not in excess of two hundred fifty dollars ($250.00) for each offense. A separate offense shall be deemed co--it=ed upon each day during which a violation occurs or is committed, and such violation shall be construed as a violation against th~s Chapter. Public Notice is i~ereby given that there has been pr~,sented to the Town Board of the Town of Southold, Suffolk County, New York, on the 9th day of March, 199§, a Local Law entitled, "A Local Law in Relation to the Regulation and Control of Alarm Systems." Notice is further given that the Town Board of the Town of Southoid will hold a pubgc hearing on the aforesaid Local Law at the Southold Town Hall, Main Road, Southold, New Yo~k, on the 22nd day of March, 1989, at 8:00 o'clock P.M., at which time all interested persons will be heard. Please use the mike and identify yourself. BRUCE GOLDSMITH: My name is Bruce Goldsmith and:l would just like to know who is going to enfo/ce this law? SUPERVISOR MURPHY: Jay, the police? TOWN ATTORNEY SCHONDEBARE: The p~lice. Chief of Police. BRUCE GOLDSMITH: Okay. If an outsider comes in and installs a burgular alarm in a home out here--from the Bronx say--the house is built, the ~larm is put in, and maybe a year from now therels a problem. He hasn't paid ihs $24.00 a year, or whatever. Now, who i5 going to tell him he was supposed to pay that amount of money when he built this house? You know, I just think that--are they notified when a. new house goes ~J_p_ that there is an Alarm Law in effect? Does anybody tell these people that they have to have an alarm--that there i5, in the Town of Bouthold, a law prohibiting certain aspects of it? I mealU this Alarm Law was passed in Southold wilh a Ettle notice in the paper which a lot of tt~e laws are, which personally I don~t read--a lot of people don't read them, but I feel that-- I talked to Chief Winters about it and I agree with about 90% of this. I really do. There's got to be something done about it, but a lot of customers have put alarm dialers into the police station. Have. paid good money and now all of a sudden they can't use them, and now you have to go through a central ~tation. Now these people are going to have to come up with $200, $300, $400 more tQ'add to theh- systems to modify it. You know, I just think--I'm talking not just because of myself, but for a lot of people who have come to me and COmplained_ live also heard that people have written letters to the Town I don't know who in the Town, but have complained- their letters have not been answered, and I would like to see something done about this thing, because I think a let of it is really unfair- This thing was just pushed through, and it just seems like it was just pushed through and nothing is said about it. If I didn't come tonight--I have to take time out to COme to these meetinBs, 'which I don~t like--not just because of myself, but I get a Jot of people that are really upset with this law, and I'd just like to voice my opinion on behalf of a lot of these people that have come [o me--;'~e do have signatures that the people are up>et. I just came in from New York City so I didn't hi'lng them tonight to show you, which is ~oJng to make probably little difference at all now, I dol~lt ~eally know, but I appreciate you're letting me voice my opinion on it, but I really think this law really should be gone over a little bit further, because I don't see how it's going to be enforced. I really do*~t.i; Thank you. JUSTICE EDWARDS: Frank? SUPERVISOR MURPHY: Yes, Ray? JUSTICE EDWARDS: I think Mr. Goldsmith bi'ought up a very good point with a person having a house bui[t---a new house in Southold. I think the Building Department when they review the plans on that should have a stamp and they could stamp it right on the plan--on all copies of the plan so stating that if an alarm system is being installed out there, with remote possibilities, that there is a fee in¥olved. I think a stamp should be made up arid put right on one of those prints. TOWN CLERK TERRY: They will be notified tomorrow. SUPERVISOR MURPHY: That will be done. Bruce, your comment on answering letters. I don't know who the tatters were sent to,but I know Jf they were sent to the Town Clerk, the Police Chief, or my office, they were answered. A~[d the whole purpose of this law was brought about by the tremendously large amount of call5 going into the Police Department that we had no control of, and it was getting to be a very dangerous situation where police were not being able to respond to a rea~ enlergency. BRUCE GOLDSMITH: I can agree with you, FI-ar]k. I know what you're talking about, but it just seems to me that the people I install- I don't really do them any n~ore, ] maintain the ones that we have--I'm not really up here to complain for myself because I have to pay ~100- I don't kind that, but it'~ ali the people that coma to me and they're complaining, and I think a Jot of them do have valid points. I know for a fact just on my little company we say put in ten dialers this past 5Ulllmer--~300 and SZl00, and now the people can't use them. You know, maybe a grandfather clause for customer= of' mine are telling me would have been better, but just all of a sudden to come out and put this law in--no input from anybody. The dialers are out--you know? We have tried--some of the alarm installers along in Southold Town- we try ~to obey by the laws, we try to do the best job we can-- I mean, I go out at say midnight or one o'clock to an elderly lady Jn MatUtuck. The door is broken down--I don~t ~ind getting out of bed. My job is really the alarm. I board her door up for her--take care of it, signed, sealed and delivered. The only :trouble is now there is a problem. I know people come in from the we~t end and put the alarms in, [hey go on vacation and the thing is ringing for a week. There's got to be something done about it. I agree with that, but it's just certain aspects that the local people--a lot of tbem don~t have the money-- and now if they want to update their system to go into the police station, now they have to Jay out another $~00, $500~ and I'm sure if I was a homeowner and had the alarm I wouldn't like it. and it's unfortunate a lot of them can't get up here to get the meetings. Just like I'm working 12 34 hours a day. It's hard for me to come up here. Somebody told me about this me,ting tonight, about the amendments. I just think it's too bad, I feel sorry roF a lot of the customers. It's not myself, but it's the customers I'm here trying to stand up for.
