HomeMy WebLinkAboutLP-06/24/2014 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, June 24, 2014 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: John Sepenoski, Chairman Lillian Ball Peggy Dickerson Sam McCullough Members Absent: Anne Murray Maureen Cullinane Eric Keil Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Bob Ghosio, Town Board Liaison (7:08 p.m.) Tim Caufield, Peconic Land Trust (7:06 p.m.) Luke McKay, Peconic Land Trust (7:13 p.m.) Commencement:  The meeting began at 7:03 p.m. with four LPC members present. Adoption of Meeting Minutes:  Acceptance of LPC meeting minutes from April 15, 2014 and May 27, 2014 HOLD – no voting quorum Land Preservation Applications and Inquiries:  SCTM #1000-115.-8-3.6 McCALL (f/k/a Elak) Review appraisal for PDR \[executive session\] Walker/McCall, LLC purchased property on May 2, 2014. EXECUTIVE SESSION. The members entered into LPC reviewed and discussed appraisal report. END OF EXECUTIVE SESSION MOTION made by Sam McCullough, seconded by Lillian Ball, to direct Melissa Spiro to make an appointment to meet with the Town Board before offer is made to landowner. If Town Board approves the proposed purchase, Melissa is directed to present an offer to Walker/McCall, LLC for the purchase of a farmland development rights easement on SCTM #1000-115.-8-3.6 in the amount per buildable acre determined by the LPC and Town Board. This offer will be subject to the Peconic Land Trust, Incorporated’s existing easement on the subject area and the larger 24.5± acre farm already subject to the Town’s easement being amended so that the current restriction on the 24.5± acre farm are extended to the subject area and so that a provision prohibiting the subdivision of the 3.8863 acre subject area from the 24.5± acre farm is included. Motion carried: 4/0  SCTM #1000-68.-4-18 (SEPENOSKI, John B. Jr,) Update re: County/Town joint acquisition and status \[executive session\] Committee Chairman John Sepenoski absent from any discussion on this proposed project due to family relationship to landowner, John B. Sepenoski, Jr. EXECUTIVE SESSION. The members entered into County/Town joint acquisition of Sepenoski development rights easement were discussed. END OF EXECUTIVE SESSION Applications & Inquiries for Uses or Structures on Preserved Property:  SCTM #1000-109.-5-16.3 (CEDARS GOLF CLUB) Dike Rehabilitation Project – inquiry from Trustees Trustees inquiry seeks approval from the LPC for a dike rehabilitation engineering project to be performed within the Town’s easement area. LPC approved said project and a written approval will be sent to the Trustees. Stewardship and Management: None General Land Preservation Items:  FINANCIAL REPORT UPDATE Melissa Spiro, Land Preservation Coordinator, presented financial report update that included several contracted and proposed projects. Next Regular Meeting:  Tuesday, July 8, 2014(?). The next regular meeting will be on Adjournment:  The meeting was adjourned at 8:25 p.m. by the three remaining LPC members.
