IN THE MATTER OF A PROPOSED LOCAL LAW ENTITLED, "A LOCAL LAW TO REPEAL THE HOME IMPROVEMENT CONTRACTORS LAW OF THE TOWN OF SOUTHOLD". Present: Supervisor Francis J. Murphy Justice Raymond W. Tasker SUPERVISOR MURPHY: This is a public hearing on a proposed"Local Law to repeal the Home Improvement Contractors Law fo the Town of Southold", to be read by Councilman Jay Schondebare. COUNCILMAN SCHONDEBARE: "Public Notice is hereby given that there has been presented to the Town Board of the Town of Southold, Suffolk County, New York, on the 29th day of July, 1986, a Local Law entitled, "A Local Law to repeal the Home Improvement Contractors Law of the Town of Southold." Notice is further given that the Town Board of the Town of Southold will hold a public hearing on the aforesaid Local Law at the Southold Town Hall, Main Road, Southold, New York, on the 12th day of August, 1986, at 8:05 o'clock P.M., at which time all interested persons will be heard. This proposed Local Law reads as follows, to wit: BE IT ENACTED by the Town Board of the Town of Southold, as follows: I. The Home Improvement Contractors Law of the Town of Southold, constituting Chapter 50 of the Code of the Town of Southold is hereby repealed. II. This Local Law shall take effect upon its filing with the Secretary of State. Copies of said Local Law are available in the Office of the Town Clerk to any interested persons during business hours. SUPERVISOR MURPHY: Thank you, Jay. You've heard the official reading of this proposed Local Law. Is there anyone here would like to address the Town Board on this? (No response.) One of the reasons this is being done is that we have a very small fee, and for local contractors, and it's very easy to get a license. What we found that people have lost their County license, and the County does an excellent Page 2- Local Law HIC aw job of licensing and policing this, and they've lost their County license and come out here and apply for the local one and we have no knowledge of it, and plus we don't have the ability to do the background check on these people, and so now what's going to be asked of any contractor working in the Town is that you have to have your County license, that you can't operate just on the Town license. That's basically the idea. Is there anyone would like to address the Town Board on this matter? (No response.) Any comments at all? Jack (Lademann) do you want to say something? JOHN LADEMANN, Suffolk County Consumer Affairs: Not unless I can answer questions. SUPERVISOR MURPHY: Okay. COUNCILMAN SCHONDEBARE: I would like to thank, on the record, Jack Lademann, from the County of Suffolk Department of Consumer Affairs, who came to our Code Committee, met with us and discussed the area, and was a great help to the Code Committee members and it's our Local Law and I want to thank him for giving us the assistance and explaining to us the County provisions and the County's help. SUPERVISOR MURPHY: Again, this is another example of cooperation between the County and the Town departments. We appreciate it. And bring the message back, please, to your boss.
