HomeMy WebLinkAbout07/09/2014 Town of Southold Housing advisory commisSion MEETING MINUTES MEETING #95 July 09, 2014 Present: Jeanne Kelley, Fred Andrews, Dan Sarnowski, LeRoy Heyliger, Eric Dantes, Beth Motschenbacher, John Vahey, William Dougherty, Councilman Jim Dinizio and Phillip Beltz. Excused: Rona Smith and Michael Herbert. Meeting began at 5:35 p.m. Approval of Minutes: The minutes of June 11th were approved. Affordable Housing District (AHD) Legislation Changes: Phillip reported that discussion at code committee highlighted that the major change made to legislation will enable apartments to be built without requirement of homeowner’s primary residence. This minor change will allow for creation of affordable apartments such as Fishers Island’s “The Little Houses” as well as sole apartment structures. In addition, the AHD dictates the Consumer Price Index as indicator for resale of homes, possibly the HAC can make other recommendations for resale such as increase (or decrease) of median income, S&P Case- Shiller Indices, etc. This will be presented in the near future for HAC discussion but the other AHD changes will proceed forward. First-time Homebuyer CPF Tax Exemption: The New York State Assembly and Senate adopted bill to add the Town of Southold to provide exemption for the Peconic Bay region first-time homeowners CPF exemption. However, the bill has not been signed by the Governor and Phillip sent letter on behalf of the Supervisor requesting he sign it. In addition, Town will need to develop administration of program. The Town Attorney is in discussion with Southampton Town Attorney’s office. th Habitat for Humanity: Habitat demolition ceremony scheduled for July 14. A homeowner has been identified, Michael Bredemeyer from Orient who works at Orient State Park. Setting Sales Price, Rental and Inclusionary Zoning Buyout: A resolution will be proposed for Town Board to adopt 2014 affordable housing sales and rental prices. Tax Credits for Affordable Apartments: Fred proposed development of program to enable residents to create affordable apartments (accessory structures, above stores, etc.) that would qualify for tax abatement for a specific period of time providing units remain affordable. Jim noted that the Town taxes are minimal compared to school taxes and that may need to be addressed in moving concept forward. Discussion with Town Board: Fred, Rona and Dan will meet with the Town Board seeking direction to move forward with some proposed ideas to create affordable housing (tax credits, reissue of RFP, rehab to code and resell, sweat equity, etc.) In addition they will suggest the need for financial incentives including a budget line item in 2015 budget. All members of HAC are welcome to join in the discussion. North Fork Housing Alliance: They will be offering handicapped accessible rental units in the future and are accepting applications. Other: The Community Land Trust of Southold Town is seeking support for a proposed three unit “green homes” initiative in the hamlet of Greenport West.
