Signature Title August 13, 1980 ~ly Town Page 3 MINUTES OF PUBLIC HEARING HELD JULY 22, 1980 PROPOSED LOCAL LAW IN RELATION TO TRAFFIC REGULATIONS A public hearing was held by the Southold Town Board. at the $outhold Town Hall, Main Road, Southold, New York at 3:48 o'clock p.m. in the matter of the proposed, local law to amend Chapter 92 of the Code of the Town of Southold in relation to traffic regulations. Present were: Supervisor William R. Pell, III Councilman Henry W. Drum Councilman John J. Nickles Councilman Lawrence Murdock, Jr. Councilman George R. Sullivan Justice Francis T. Doyen Town Clerk Judith T. Terry Town Attorney Robert W. Tasker SUPERVISOR PELL opened the hearing at 3:48 o'clock p.m. SUPERVISOR PELL: This second hearing will be read by Councilman Drum on the traffic ordinance of Southold Town. COUNCILMAN DRUM read the legal notice of hearing, as follows: ...PLEASE TAKE NOTICE that a Local Law - 1980, entitled ."A Local Law to Amend Chapter 92 of the Code of the Town of Southold in Relation to Traffic Regulations," was introduced at a meeting of the Town Board of the Town of Southold held on the 8th day of July, 1980. Said Local Law amends Chapter 92 of the Code of .the Town of Southold (Vehicles and Traffic) with respect to stop and yield intersections, and parking and stopping restrictions at various locations in the Town of Southold. Copies of said proposed Local Law are available for inspection and distribution at the Town Clerk's Office to any interested person during business hours. PLEASE TAKE FURTHER NOTICE that a public hearing with respect to said Local Law will be held at the Southold Town Hall, Main Road, Southold, New York on the 22nd day of July, 1980 at 3:45 o'clock p.m., at which time and place all inter- ested persons will be given an opportunity to be heard. Pa~e 2 Public Hearing - 7/22/80 (Local Law) COUNCILMAN DRUM: We have an affidavit of publication in the Long Island Traveler-Watchman; affidavit of publication in the Suffolk Weekly Times. This has been posted on the Town Clerk's Bulletin Board.. That completes the notification part. SUPERVISOR PELL: I feel a little bit uneasy with this. This was recommended to the Town Board two years ago. The County came in here and did an extensive study on the roads in Southold Town pertaining to stop signs, yield signs and all. The Town Board has since that time, I have been on it for two years now, have went around and reviewed many of the areas, and we go along with the County on some of their recommendations. This has been recommended to us, been reviewed by our police force. They went along with it. So therefore, at this time we are holding a hearing on this. It's sort of hard when you're supposed to know.what we're talking about. There are 29 stop signs throughout the Town. There are 10 yield signs involved. There are three yield signs in developments. There are no-parking zones involved from 10 P.M. at night until 7 A.M. in the morning; these are a lot of your dead-end streets. A lot of these signs are already up. There is no local law behind it to get the police the power to enforce them. By adopting this local law, it will give the police the authority and the power to issue tickets,' even though these signs somehow over the last few years got put up. But this will give them the power to enforce. Basically, this is what the hearing is about. Does anybody wish to speak in opposition to these changes? Judy, has anybody picked these up in your office? TOWN CLERK: Maybe one or two. COUNCILMAN DRUM: Of course, they have been reviewed. For safety-wise, we've all reviewed them and the various locations. And our safety officer in the township has reviewed these. They have been reviewed rather thoroughly. SUPERVISOR PELL: it up here.
