LOCAL LAW NO. 4 , 1978. Local Law pro~,4ding for the Establishment and Operation Recreational Vehicle Parks in the Town of Southold. BE IT ENACTED BY THE TOWN BOARD OF T}IE TOWN OF SOUTHOLD AS FOLLOXVS: · I. Chapter 88 of the Code of the To~.vn of Southo!d is hereby amended by adding a new Article thereio, to be Article Ii to read as follo:~ s: ARTICLE I! R'ECREATiONAL VEHICLE PARKS Section 88-20. ]Definitions For the purposes of this Article, the terms used herein are defined as follows: RECtlEATIONAL VEHICLE - A portable vehicular unit designed and bu{!~ to be used for temporary living quarters for recreational, camping, or travel uses, which either has its mvn motive power or is mounted on or drawn by another po%ver driven vehicle, including travel trailers, motorized homes, pickup coaches and camping trailers, registered and licensed for normal use on the highways of the State of New York~ RECREATIONAL \rEIiiCLE PARK - A parcel of land under single ownership, designed and improved for the placement of tents and recreetional vehicles as teraporary living quarters for recreational or vacation ~_ses. RECREATIONAL ~-~HICLE SiTE -' A plot of ground within a recreational vehicle park intended for the acconamodation of a recreational vehicle. CAMPSITE - A plot of ground within a recreational vehiele park·intended for the accommodaMon of a tent for recreetional and vacation uses. Section 88-21. Site requirements recreat.ona, vehicle sile and can~psi'[e shall be %ye!l-defined and permanently marked and shall rneei tn~ ~ollo¥-,,~,!g req~airements: A. Each site shall have a minimum area of t~vo thousand five hundred (2, 500) square feet. B. Recreation vehicles and tents placed upon a site shai! have minimum front yard and side yard set backs of fifteen (15) feet and a minimum rear yard set back of ten (10) C. The area of each site w~thin five (5) feet of the street or road- way shall at all tin%es remain unoccupied and unobstructed. D. Each site shall have a n~_inimum of fifty (50) feet frontage on a street or roadway. E. A recreational vehicle or tent placed upon a site shall not occupy an area in excess of fifteen (i5) percent of the total area of the' site. Section 88-22. Road~vays and driveways A. All two-way roadways and driveways within the park shall be not less than twenty-four (24) feet in ~la~h, and all one-way roadways and drive- ways shall be not less than fifteen (15) feet in width, and shall be constructed in accordance with the Southold Toxc-n }Iighwzy Specifications as to base, surfacing and drainage facilities. B. There shall be at least one exierior two-~vay roadway or drive- %%~ay extending around the perimeter Section 88-23. Other' requirements A. Recreational %~ehicle Parks shall be L~ operation on a seasonal basis on]y, during the period from April !st to Novenlber 30th in e~ch year. B. I strongly oppose this proposal because it will generate a negative effect on the environment. I look to yo% as responsible people, to protect the purity of the North Fork and to support the interests of its residents. I thank you for your attention and concern. I greatly hope you decide against this proposal. Letter from Christopher Milonas~ 2400 Sound Drive, Greenport, New York 11944 dated April 10, 1978: Gentlemen, As a homeowner and taxpayer in Southold Township, I strongly protest the request by KOA for permission to downzone its sites from 5~000 square feet to 27500 square feet. I see no benefit for the Township, for Greenport~ or for the immediate area of the camp site. Furthermore, I think this proposal will have a nega- tive impact on the ecological and environmental aspects of the community. With great respect for your prudence~ I trust you will disapprove'this proposal. Thank you for your attention. SUPERVISOR MARTOCCHIA: I would like to point out that in two of those letters it indicates that everything is KOA. This particalar amendment is to whomever it applies; it does ~C s~l-I 0~f KOA £rgea~ df- o~r k{dCfces. SUPERVISOR MARTOCCHIA: You have heard Councilman Homart read for the purpose of this hearing the changes that are proposed, the legal.notice published in the official newspaper and the posting of same on the Town Bulletin Board. At this time~ is there anyone who!~ould like to speak supporting this change? RICHARD WILTON: I3~ the owner and operator of Eastern Long Island Camp- grounds. Members of the Board, as you recall~ sometime ago when you granted me the permit to operate the Campground~ alot of the people in the community voiced some objections based on several natural problems that they had sighted. We have watched these potential problem areas over the past couple of months while we have been open, and in particular Memorial Day Weekend. The more serious potential problem noted at that time was traffic. I am happy to report that there has been no traffic problems. On the Memorial Day period, which is probably one of the heaviest weekends that any of the tourist-related businesses will see out here, we had only a 4-camper wait to register~ and those campers were totally contained on our o~a property. There was only a few minutes incon- venience for them and no one else. On leaving the Campground, ~ar~e explained when we had our presentations~ one of the things the campers do is they dump their waste before they leave. In fact~ we have two dump stations times the people going out. The most campers we ever noted on Queens Street was like two campers, and there was never any wait time entering or leaving Queens Street~ which meant that there was a perfect and ideal flow of traffic both leaving the Campground and entering. On North Road I have not heard any complaints from any neighbors about slow-moving vehicles. Another consideration was noise from the Campground. After the Memorial Day Weekend, I spoke with Mrs. Bokina, who PUBLIC HEARING June 6, 1978 Page 5 ~OCAL LAW - RECREATIONAL VEHICLE PARKS is M~. and Mrs. Leo SZedjeski's daughter, and they spent most of that weekend home, and there was no utterable noise on their property which is one of the closest to the Campground. There were comments made at that hearing and some concern expressed about the environment in local community and what's geing to happen to Queens Street and Moores Woods~ etc. When you go down Queens Street today, it's a nice street that the people in Greenport can be proud of. It's a nice, quiet street; it's clean; the homeowners have improved their properties, and I thir~k that is a result of what I have done. I have added trees along Queens Street to make the place look quite a bit-nicer. I cited before I started construction the benefits that I would put into the community and what I am doing. Ail of my contracts for construction went to East End contractors, except for one~ which is a sewer contract and which no one out here was willing to bid on. That was a total of about a $400,000.00 impact into our Southold- Greenport areas. We projected at that time injecting something like the $300,000.00 impact to the local businesses. We have upped that to about a half-million dollars because we have notices in trends from the merchants, from the restaurants~ from the gas stations, from the fishing stations, that tell us that the campers are coming. Last weekend for example~ a group of 28 of them ate at the Soundview Restaurant. That times $10 or $15 is. quite a sum, and if that is repeated weekend after ~ekend in many restaurants and not just that one~ you can get to that half-million dollars pretty quickly. We cormnitted to hire ~eppt~ifrdm~o~tholdl~o~and we have deneh~h~t.O~:~ur local businesses now are coming in and asking us to advertise their products, their restaurant, their gas station, their fishing station, and we are doing that. In addition, ~]enever there is a bazaar or some charitable group organization, they have been coming around and say, "How about putting'up our sign so we can get some people do~n there?" And we have been doing that. We have been paying our taxes, and fortunately on time, and a good part of that are the school taxes, and we don't put any of our children through these schools. Numerous residents have visited the Campground, they have driven through, and I would say about half of them stop on their way out and 99% of the comments are vary favorable. Quite a few say, "Hey, I've got a~ aunt, uncle or friend who camps, and they haven't had a place to stay, and now we want them to come out here and visit us this sunm~er." Comments like t~esahave really picked our spirits up quite a bit. We were inspected by KOA about 3 weeks ago? What they do is, they come in several times a year unannounced and do spot inspections to make sure our standards are up t© snuff. We pulled a 96 score out of a 100 which is pretty high, and one of the things they knocked us on was our site design--in particular the 100- foot depth~ because as they pointed out even an experienced truck driver would have a hack of a job backing up a trailer especially with a short wheel base over a 100-foot distance. Other than that we have an excellent Campground. I think the Planning Board should continue to update ordinances from time to time as they have done over the past several months, and we really appreciate their picking the ball up on this and seeing an ordinance that was so early and needed improvement and doing it and presenting it to. the Town Board for their action. I wholeheartedly recommend approval of this. SUPERVISOR ~[A_RTOCCHIA: Is there anyone else who wishes to speak in favor of this change? I just wish to say that we were home all of last weekend, and on several occasions had actually sat on the porch of_Bars right on North Road and we did not notice any excessive traf- fic or any slowdowns, you know, other than what we would normally find on a big weekend. And I don't think there was any slow up of traffic. SUPERVISOR ~LARTOCCHIA: Is there anyone else would wish to speak in favor? ~ThE~Lw~s ~§pb~e.)
