HomeMy WebLinkAbout2nd Qtr FISHERS ISLAND SEWER DISTRICT QUARTERLY STATUS REPORT (Apr-Jun, 2014) ___________________________________________________________________ SEWER DISTRICT DESCRIPTION AND PERMIT REQUIREMENTS The Fishers Island Sewer District (FISD) operates three septic systems under NYSDEC SPDES Permit No. NY-0199214: Community System Includes approximately 7,000 linear feet of gravity fed, vitrified o clay sewer pipe, a pumping station, a force main sewer pipe, three 10,000 gallon septic tanks and a leaching field with fourteen leaching galleys Cinema System Includes one 1,500 gallon septic tank and two leaching galleys serving o a seasonally operated movie theater Cluster System Includes one 2,000 gallon septic tank and four leaching pools serving o three cottages NYSDEC SPDES Permit Requirements: Community System septic tanks must be inspected every six months and the sludge o levels must be reported to NYSDEC and SCDHS The Cinema and Cluster systems must be inspected each year and a report must be sent o to NYSDEC and SCDHS The septic tanks for all three systems must be pumped at least once every five years and o as required An annual Discharge Monitoring Report (DMR) must be submitted to NYSDEC o An annual compliance certification must be submitted to NYSDEC o COMMUNITY SYSTEM STATUS Community System NYSDEC Compliance Status o The 2014 Septic Tank and On-Site Disposal System Inspection Report was submitted to the agency on June 3, 2014. None of the septic tanks need to be pumped based on measured scum and sludge levels. The NYSDEC-approved Flow Management Plan requires that a camera investigation of the sewer infrastructure be completed this year. 7/9/2014 Gravity Sewer Lines o All visible sewer and stormwater infrastructure within the district is in the process of being digitally mapped. The map will be used as the basis for soliciting quotes to have the entire sewer system inspected by camera. Pumping Station o The propane fired backup generator was serviced on April 24, 2014. In addition to completing a routine Level 1 service, the technician replaced the battery, terminals, block heater, thermostat (with gasket), radiator cap, coolant and all belts, hoses and clamps. During the servicing of the generator, the technician noted that the permanent magnet is broken and needs to be replaced. This work will be completed during the Level 2 service visit in October of 2014. The sewage pumps were serviced on June 5, 2014. Vegetation is encroaching along the borders of the pumping station and needs to be cut back. Septic Tanks o The septic tanks were inspected on May 29, 2014 Leaching Field o Vegetation is encroaching along the borders of the leaching field and needs to be cut back. CINEMA SYSTEM STATUS The cinema is currently closed. The cinema system was inspected on May 29, 2014. The septic tank does not need to be pumped based on measured scum and sludge levels. The leaching galleys were dry at the time of inspection. CLUSTER SYSTEM STATUS The cluster system was inspected on May 29, 2014. The septic tank does not need to be pumped based on measured scum and sludge levels. The primary leaching pool was less than half full of liquid at the time of inspection.
