THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION WAS ADOPTED BY THE
SOUTHOLD TOWN BOARD AT A REGULAR MEETING HELD ON JUNE 4, 1991 :
RESOLVED that the Town Board of the Town of Southold hereby accepts
the bids of Eastern L. I . Electronics Inc. , Quogue, New York, for supplying
and installing radio equipment to Upgrade the police and fire emergency
medical services communication systems for the Town of Southold, all in
accordance with the bid specifications, as follows:
Site #1 - Southold Town Police Headquarters - $11 ,099.00
Site #2 - Old Country Road, Jamesport - $5,080.50
Site #3 - Orient Fire House, Main Road, Orient - $4,871 .17
AND BE IT FURTHER RESOLVED that the low bid for Site #1 of Lakeland
Communications, Inc. is hereby rejected whereas Lakeland specified the use
of 1 /211 cable rather than the accepted industry standard of 7/8" for the
site which would not be acceptable, and is the major cause for the
difference in price.

Southold Town Board JUN 31991
Town Clerk Judith Terry T.....- rt--L
After reviewing the Bids on the proposed 3 site Communication improvement project
with Chief of Police Droskoski , the following recommendations are respectfully
submitted;
SITE #2 - Low bid of ELI Electronics be accepted.
SITE #3 - Low bid of ELI Electronics be accepted.
SITE #1 - Low bid of Lakeland Electronics be rejected. Bid of ELI Electronics be accepted.
We suggest rejection of low bid on Site #1 on the following points;
CABLE - While the Town did not indicate size of cable in the Bid Specifications, we
aid not see the need to do so because 7/8" cable is the accepted industry standard for
the type of site we are proposing. fie fact that the low bidder would suggest use of
a smaller size cable that would not perform at this site is of great concern to us .
The major difference in price between 7/8 & 1/2 cable accounts for Lakeland being the low
bidder on Site 1.
*Note- 1/2 cable was speced at other sites because they are "receive" only.
COMPONENT PRICES - There is a very good possibility that Metro-One will supply brackets
and cost of installation at Site 1. As ELI presented itemized component prices in their
bid the Town can see exactly how much will be saved with the Metro-One offer. The bid
of lakeland only gives a "lump-sum price".
INTEREST IN SITE & PROJECT- Our proposed 3 site project is of a rather complex and
customized nature. The low bidder has never visited the site, inquired of the Town as to
scope & intent of project, nor consulted with Metro-One as to design & specifications
of the tower. ELI Electronics has in fact done all of above.
COMMENTS-Site 1 is the critical element in our proposed project. We have major concerns
in away ing the bid to a vendor who has shown a lack of experience and expertise in
the submitted bid. In checking out the experience and reputation of Lakeland Communications
we are not impressed with the quality of work.
ELI Electronics has always offered our Depar, tment. with the type of. efficent & rapid service
that is demanded of a emergency communications facility.

INTERNAL CORRESPONDENCE
TO: Town Supervisor Scott Harris DATE: 06 May 91
FROM: PSD2 John Raynor COPY TO: Chief of Police
SUBJECT: Radio Upgrade Bid Specification
Droskoski
Attatched are 3 seperate bid specifications for upgrade of the Police & Fire/EMS
Communications System with the "Metro-One" Tower & rental funds.
I have broken the project into 3 seperate bids to reflect the 3 parts of the
upgrade Bid # 1 - Police Hqs. Site
Bid # 2 - Jamesport LILCO Tower Site
Bid # 3 - Orient FD Firehouse Site
I have only listed the parts of the bid that I am familiar with such as technical
aspects, any legal additions such as bidder requirements, etc. will have to be
included.
To help defray the cost of the project the Orient Fire District has stated their
desire to pay for the 50 foot tower & installation of same at the Orient site. They
have already selected a vendor and tower, awaiting our awarding of the bids to start
construction.
Because of the constant failure of the present systems, a condition that is becoming
more severe with each passing day, I hope that we can start this project as soon as
possible.
As always, thank you for your support with this.
Respectfully submitted,
John F Raynor
