HomeMy WebLinkAboutLL-1975 #01 LOCAL LAW NO. 1 - 1975 A Local Law to amend Chapter 65 (Parking at Beaches) of the Code of the Town of Sou[hold in relation to resident parking permit fees. Be it enacted by the Town Board of the Town of Southold as follows: I. The first sentence of Sec[ion 65-3 A. (1) of Chapter 65 of the Code of the Town of Southold is hereby amended to read as follows: (1) A resident parking permit shall be issued by the Town Clerk or a person designated by him to all persons who are qualified residents of the Town of Southold. II. The last sentence of Section 65-3 A. (2) of Chap[er 65 of [he Code of [he Town of Southold is hereby amended to read as follows: Upon the payment of the permit fee, a resident shall be entitled to a permit for each vehicle owned by him if such vehicle is registered to an address within the Town of Southold. III. Section 65-3 A. of Chapter 65 of the Code of the Town of Southold is hereby amended to add a new paragraph thereto, to be paragraph (4), to read as follows: (4) The fee for the issuance of a resident parking permit shall be such fee as shall be prescribed by a resolution of the Southold Town Board. PLEASE TA_~E NOTICE that proposed Local Law No. 1-1975, entitled "A Local Law to amend Chapter 65 (Parking at Beaches) o£ the Code of the Tow~ of Southold in relation to resident parking permit fees", was introduced at a meeting o£ the Board o£ the Town o£ Southold held on the 25th day of Februaryj 1975. Said proposed Local Law amends Section 65-3A. of Chapter 65 of the Code of the Town o£ Southold to provide for the payment of parking permit fees upon the issuance of resident parking permits in such amount as shall be presoribed by a resolution o£ the Southold Town Board. IV. This local law shall take ef£ect immediately. Supervisor: You have heard the reading of the notice for the hearing describing the changes that are requested. Is there anyone who wishes to oppose this change. Gentleman: I am not opposed but I would suggest an additional paragraph where you would oharge people more from out of town. It should be ~2 instead of $1.50. Supervisor: That we will be able to do. Ms. Csa~ko: What were you going to charge the people? Super¥isor: $1. Ms. Csa~ko: I object strongly. We are paying £or the parks and beaches already. In the 1975 budget there was almost $50,000 for parks and beaches. You have part of the Town Clerk's budget going towards that. I don't think we should have to pay again. I think you should up the fee considerably £or non-residents with possibly working out something where these people that come out and walk on the beach from busses pay. I don't think it is fair where we are already paying taxes to maintain our beaches. Why should we pay £or some- thing that belongs to us. You should raise your non-resident fees. I am sure something vould be worked out where a person Public Heari -3- March 11, 1975 could receive a permit £or one week at a certain amount and it would be renewable. You could have diff£erent types o£ per- mits but t do not think that the people who are residing mad paying already nearly $50,000 £or these beaches and parks should have to pay to use their ow~ property. Gentleman: How about people that own boats that go o££ the ramps? Supervisor: We have authorization to make those charges. One public beach where we spent alot o£ money is at Gull Pond where the good ramp is. You just can't do what you would like to do. I can't let you go in flor a dollar and charge the other guy £ive dollars. You can charge a dif£erence but not a wide dif£erence. M~r. Chudiak: Is that going to include the Mattituck Park properties, too? Supervisor: No. Mr. Geodale: I am appearing as a member of the New Suffolk Civic Association. So far the question has been answered by you as to any di££erences as far as the parking privileges £or the ramp are concerned. The dif£erence would not be significant. Supervisor: It is ffree to our people versus $3. to an out- sider. It is $1.50 to come in for each tuait. As it exists today it would be zero versus $3. Under the new provision iff we charge ~1. £or the beach stickers there would be an adjustment on the other end. Mr. Goodale: The one dollar would apply to the local residents. I£ they don't park they will not pay the dollar. Councilman Homart: Ail this has to do with is flor parking only. We do not have regulation over the beaches. Mr. Goodale: Now we are engaged in the passing of a local law which I assume is to be, where we have a public notice. I missed the reading of the minutes certifying that it had been so advertised. There was a date? Cou~cilmma Homan: The 25th day o£ February, 1975. Mr. Goodale: In comaectmon with the actual passing o£ it in terms o£ the public hearing, this is the public hearing on Public Heari -4- March 11, 1975 the matter? There is no further hearing on it? The reason I am asking is under Municipal Home Rule where you have this type o£ gouernment where it is passed and referred to the Town Superuisor, then a public hearing is held subsequent. This constitutes the public hearing? Supervisor: Yes. Mr. Goodale: In your procedure, this would be £ollowing the same procedure? Supervisor: Correct.
