A meeting of the Southold Town Conservation Advisory Council was held Wed., May 14, 2014 at
Down's Farm Preserve.

CALL TO ORDER
Chairman Peter Young called the meeting to order at 4:35PM.
REPORTS
Chairman Peter Young attended the last meeting of the Board of Trustees held on April 23, 2014.
Doug Hardy questioned the outcome of the proposed shoreline projects on Oregon Road. He
stressed the seriousness of the matter and feels the whole area should be regulated. Chairman
Young informed him that the projects were approved by the Board of Trustees.
Chairman Young attended the Volunteer Recognition Celebration on Tues., April 29th. He
presented the certificates to the members who did not attend.

DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION
PERMIT APPLICATIONS
Moved by Keith McCamy, seconded by John Stein, it was
RESOLVED to SUPPORT the application of GEORGE CURIS to construct a 16'X 36' in-ground
swimming pool with surrounding pool enclosure fence on the seaward side of the dwelling and 68'
from the top of the bluff. Install a 4'X 4' drywell for the pool backwash and necessary pool
equipment will be located along the western side of the dwelling.

Moved by Doug Hardy, seconded by John Stein, it was
RESOLVED to SUPPORT the application of ROBERT & MARYANN AMABILE to install a 16'X
36' swimming pool with surrounding patio and 4' high fence, 3'X 8' equipment pad, 4'X 8' drywell
and 2' high retaining wall on east side.

The CAC Supports the application subject to the review of the 8'X 8' shed and the retaining walls
on the bluff should be depicted on the plan. It was observed that the location of the swimming pool
requires a variance from the Zoning Board of Appeals.

Moved by John Stein, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of PETER NEYLAND for a ten-year maintenance permit
to dredge existing basin with upland disposal of spoil, approx. 200 cy. of material. Drying area to
be filtered with hay bale barrier.

RESOLVED to SUPPORT the application of VINCENT & BARBARA CLAPS for the removal of
the existing timber bulkhead and concrete boat ramp. Construction of a 100' long vinyl bulkhead
with 12' and 20' returns. Bulkhead to be placed in same location and raised height of 1' above
existing. Construct 4'X 6' platform and new 3' wide X 14' long aluminum ramp to existing 6'X 20'
floating dock. Provide 35' cy. of clean sand fill from upland source to fill void of removed boat ramp
landward of proposed bulkhead.

RESOLVED to SUPPORT the application of STEVE FLOTTERON to lift an existing seasonal
cottage up using cement block piers to the floor elevation of 9'. Existing side entry deck to be
enclosed and a 2'X 10' addition to the cottage's footprint. Construct code-required landings and
steps at both doors as needed for egress to the new elevation, and install a landward drywell to
collect roof run-off.

RESOLVED to SUPPORT the application of KEVIN GALLAGHER for the pre-existing 3' wide
timber bluff stairway consisting of a 4'X 4' concrete pad on grade; four sections of steps with
lengths of 23', 8', 21' and 43'; two triangular landings; and a trapezoidal deck (2'X10'X12'X15').

The CAC Supports the application with the following recommendations:
• The requirement of an engineered plan;
• No hardening of the shoreline as this area is a source of sediment for
replenishment of the beach;
• Flo-thru materials on the trapezoidal decks; and
• The requirement of a bluff stabilization management plan.

RESOLVED to SUPPORT the application of ESTATE OF FRED ADLER to construct a 24'X 40'
two story single-family dwelling with a 15'X 20' attached deck, gravel driveway, septic system and
to connect to public water.

The CAC Supports the application, however, recommends the removal of the debris along the
edge of the canal and the septic system should comply with Dept. of Health requirements as there
is a concern with groundwater seepage into the creek.

RESOLVED to SUPPORT the application of JOSHUA KELINSON to remove existing 4'X 33'
wood catwalk, replace with new 4'X 52' catwalk with flow through decking, new 4'X 10' ramp and
6'X 20' floating dock.

The CAC Supports the application, however, the project wasn't staked. The CAC recommends the
gutters are connected to drywells, the removal of old piles, the removal of the skiff and floating
dock from the shoreline and provisions are made for lateral access.

RESOLVED to SUPPORT the application of RONALD & THERESA FURMAN to construct a low-
profile 4'X 67' fixed dock with thru-flo deck 18" above grade and 6' steps to grade.

The CAC Supports the application with the Condition of a drywell for the pool because several
members observed the pool being emptied into the wetlands.

Moved by Doug Hardy, seconded by Peter Meeker, it was
RESOLVED to NOT SUPPORT the application of STEPHAN KALAIJIAN to install toe armor
along the northern shoreline to provide shoreline protection, which will consist of three (3) rows of
quarry stone and core stone. Filter cloth is proposed to wrap the base layer of quarry stone, add
clean fill and plant with Cape American Beach Grass. Construct a bluff stairway measuring 162' in
overall length and supported by 6"X 6" posts. The stairway will maintain an elevation of 3'-4' above
the bluff grade where applicable. Existing vegetation on the face of the bluff will be supplemented
with Cape American Beach Grass, where applicable.

The CAC does Not Support the application because there is a concern with the impacts of beach
replenishment of the shoreline to the east. The un-vegetated bluffs are a major source of sediment
to the properties downstream. These bluffs should be carefully managed in a broader scope.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND &
COASTAL EROSION PERMITS
Moved by Peter Meeker, seconded by John Stein, it was
RESOLVED to SUPPORT the application of ALVIN SCHEIN to Amend Wetland Permit#8372 to
allow for a landward catwalk extension 4'X 40' supported by twelve (12) additional pilings, and re-
positioning of the access steps 4'X 2' to the resultant landward terminus.

RESOLVED to SUPPORT the application of NEW SUFFOLK WATERFRONT FUND to Amend
Wetland Permit#8378 to repair pre-existing 352 If. stone jetty and add one large rock up to 30" in
height the top row of the jetty.

21, 2014 at 5:30 PM.
The next meeting of the Conservation Advisory Council has been set for Thurs. June 12, 2014 at
4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned at 6:15
PM.
