Findings: The project meets all the requirements for issuance of an Administrative Permit set forth in Chapter 170 of the Southold Town Code. The issuance of an Administrative Permit allows for the operations as described in the application received on March 9, 2012. The following is a report of the findings of that analysis. Based on your measurements of the framing for the dining room floor is framed with a mixture of 4 W x 4'/2",4"x 4%", 3'/2"x 4'/z", and 3'/z"x 5"full dimension joists installed with spacing varying from 22"to 29". The joists are supported mid span by concrete masonry unit piers resulting in an unsupported span of the joists of 7 feet. The structural analysis for the first floor assumed 3'/Z'wide joists with a fully supported depth of 4%"with spacing between the joists at 24". The New York State Building Code specifies a maximum floor framing deflection due to live load to be U360 and a total load deflection of U240 where L is the unsupported span of the joists,which equates to 0.23" live load and.35"total load for a 7-foot span.The structural analysis found the joists to be capable of handling a live load of 97.5 pounds per square foot(psf)with a live load deflection of 0.23"and a total load deflection of .27". The Code does not specifically identify a building of this type and use however most of the uses identified in the Code which are public access spaces require a live load capacity of 100 psf. The live load capacity of the dining room floor is very close to the Code specified load and in my professional opinion is adequate for the intended use. The floor framing of the second floor found most of the joists to be notched where they rest of the wall framing. If the dining room floor joists are also notched then their depth would be reduced to the depth resting atop the foundation sill.A structural analysis assuming a joist depth of 3" in lieu of 4'/2"found the live load capacity to be 28.3 psf.As discussed at the site, the installation of joist hangers below the bottom of these joists and fully secured to the sill will assure full depth bearing for the joists and the higher 97.5 psf live load capacity. Based on your measurements of the framing the chamber room floor is framed with a mixture of 2%"x 5'/z", 5%"x 3", and 3"x 5%"full dimension joists installed with spacing varying from 19 7/8"to 22". The joists have an unsupported span of 14 feet. The structural analysis of the second floor assumed 3"wide joists with a fully supported depth of 5%"with spacing between the joists at 21". The analysis found the joists capable of handling a u" L FEB 24 2014 ! I 1 r 1 live load of 24.9 pounds per square foot(psf)with an 0360 live load deflection of 0.47. However, in this particular case while the live load capacity was met the total load deflection was found to be.75"which exceeds the Code specified value of.70". The live load capacity which meets the total and live load deflection specification is 21.6 psf. As noted above, most of the chamber floor framing was found to be notched. A structural analysis assuming a joists depth of 4%"in lieu of 5%"found the live load capacity of 10 psf and the total deflection exceeds the Code specified deflection with 0 psf live load. As discussed at the site, the installation of joist hangers below the bottom of the joists and fully secured to the sill will assure full depth bearing for the joists and a higher live load capacity of 21.6 psf. An analysis assuming the existing joists sistered with 1.75"wide LVLs cut to match the depth of the existing joists found the joists to be capable of handling a live load of 37.1 psf with an 0360 live load deflection of 0.47". The Code specifies live load for Light Storage spaces to be 125 psf. The live load capacity of the chamber room floor is very much below the Code specified load. The weight of storage can vary greatly. The weight of paper for instance can be expected to be anywhere from 33 to 44 pounds per cubic foot. A stack of 8%"x 11"paper 12 inches high can weigh from 21.4 to 28.6 pounds. The use of the second floor chamber for densely packed materials such as paper is not recommended.
