HomeMy WebLinkAbout06/11/2014 Town of Southold Housing advisory commisSion MEETING MINUTES MEETING #95 June 11, 2014 Present: Jeanne Kelley, Fred Andrews, Dan Sarnowski, Rona Smith, LeRoy Heyliger, Excused: Michael Herbert, Eric Dantes and Phillip Beltz. Beth Motschenbacher, John Vahey, William Dougherty and Councilman Jim Dinizio. Meeting began at 5:34 p.m. Approval of Minutes: The minutes of May 14th were approved. Follow-up Discussion of Frank Scavola Condominiums: Phillip reported that Mr. Scavola met with the Building and Planning departments to further his concept to build 16 affordable condo units. The number is uncertain as he needs to clarify what exactly he wants to build on the site (commercial with apartments, agricultural, etc.) Suggestion to provide Mr. Scavola with contact information regarding partnerships with non-profits who would be able to submit grants towards subsidies. Follow-Up Discussion of Philip Monticciolo Rental Apartments: Phillip informed him that Office of Mental Health funding for veterans would be difficult to market. He also informed him that their proposed rents exceed that of the Town’s affordable housing policy. He said he will continue to explore opportunities. Dan suggested discussion with the Town Board for reissue of RFP if there is no concrete movement by the July meeting. Follow-up Discussion Code Revisions: After discussion at code committee, it was decided not to make any revisions to code regarding fostering affordable apartments in hamlet business districts or accessory structures as neither have actually stimulated interest with the public. Instead, revisions to the Affordable Housing District code will provide greater number of units. HAC will be notified of next meeting discussion. CPF Tax Exemption: The Town Board passed a resolution of Home Rule request for the New York State Assembly to add the Town of Southold to those towns within Peconic Bay region for first-time homeowners exemption. Habitat for Humanity: Habitat acquired demolition permit and is bidding to contractors. The architect is developing plans as they continue to vet two applicants. 745 Cottage Way: This resale took place at the end of April. Review of Goals and Objectives: Outstanding items requiring action:  Utilize social media to market affordable housing programs – assigned to Beth  Sponsor educational forum from topics raised at senior forum - topic to be decided  Host Habitat volunteer forum – when applicant is selected  Meet with Town Board to discuss impediments to creating affordable housing- Fred will meet with Town Board in July  Host forum with realtors to discuss impediments (done by the Planning Dept. in June relevant to the Comprehensive Plan land use and zoning chapter)  Re-issue RFP for apartments- July  Set 2014 sales price, rental amounts, income limits and sanitary flow credits – awaiting documentation from HUD Other: Dan queried outcome of conversation with the Catholic Church regarding possible development of affordable housing. Councilman Dinizio reported that the Town Board will discuss uses of churches in the near future.
