HomeMy WebLinkAboutTR-11/01/1965-RECONVENEMEETING OF NOVEMBER 1, 1965 The Southold Town Tmustees reconvened at Goldsmith's Boat Shop at 5:45 P.M. after viewing property at 3:00 P.M. on the after noon of November 1, 1965. The Board made a very careful inspection of all areas of East Creek, Mud Creek, Broadwaters Cove and the entrance in Cutchogue Harbor. The locations of the dredged areas were followed to deter- mine the amount of meadow grass that would be effected and the probable effect on the shoreline. It was found that the channels followed the open water areas as much as was possible and relative- ly little of the grassy marsh would be removed. The disposal areas were examined as to the productivity of the area and as to whether or not the areas were under the jurisdiction of the Trustees. It was found that the area north of Eugene's Road was privately owned and that it was connected to the creek only by culverts under Eugene's Road. It was found that the dredged channels stopped short of the meadowland area in ~ast Creek and also in Mud Creek at their upper or northerly ends and therefore would not disturb the ecology of ~hose areas adversely. The entrance to these creeks from c~hogue Harbor can not longer be considered a channel but is a large flat extending several hundred fBet from the entrance out into Cutchogue Harbor. The sand from this area will be pumped across the easterly part of Broadwaters Cove to form a dike for the disposal area and also along the Bay shore line to the west of the inlet. From this study of the area the Trustees are convinced that there will be great benefit derived from this project and that the fears of those opposed to it are based on exaggerated and mistaken claims as to the extent of the operation that the Trustees will approve. At 6 P.M. on the same day, the Trustees also examined the Little Creek area but decided to postpone action on this application. Examination of other dredged creeks and the first hand experience of residents of th~se other areas bear out the fact that the recovery time from this operation will be short and the results truly beneficial to all concerned. The Trustees reconvened at the office of Goldsmith's Boat Shop, Mill Creek, $outhold, at 7:30 P.M. Monday, Nov. 8, 1965. Present: Alvah Goldsmith, John McNulty, Frank Bawson and George Simpson. The meeting was devoted to consideration of all the pros and cons of the dredging project and answers were sought to each objection aS ~o~it~ validity andits bearing on the future of the area to the limit of the ability of the Trustees to envision. A statement was worked up and the resulting memorandum was to be page 2. ~ ~ shown to the Town Attorney for his approval before publication. The attached resolution was adopted and a copy was to be delivered to the Supervisor on November 9th, 1965 so that action on the moving of clams would not be delayed. The following was moved by Frank Dawson; seconded by John McNulty; RESOLVED: That the proposed dredging in Cutchogue HarboN Broad- waters Cove, East Creek and Mud Creek as shown on the revised maps signed by the Commissioner of Public Works on September 9, 1965, be approved with the stipulation that the dredging be performed in strict accordance with the plans, and that the Town Board pro- vide for the removal of clams from the area of East Creek prior to the dredging operation, as suggested by the Fish and wildlife Service. Unanimously adopted. The following article was printed in the The L.I. Traveler-Mattituck Watchman and in the Suffolk Weekly Times, Nov. 1965: After careful inspection and open-minded and thorough consideration of all aspects of the revised plan of dredging in East Creek, Mud creek and Broadwaters Cove, the Southold Town Trustees have come to the conclusion that this project is necessary to the preservation of wild life in the area and is in the best interests of all the people of Southold Town. In arriving at this decision, the Trustees have determined: 1. That the natural shore lines of the Creeks (except for the dis- posal area parallel to the causeway on the easterly side of Broad- waters Cove) will not be disturbed; 2. That the salt marshes will not be destroyed because the channels will follow as closely as practical, the existing open water areas, and the upper reaches of both East Creek and Mud Creek will not be dredged; 3. That the disposal area in Broadwaters Cove is not a naturally productive area of marine life; 4. That this filled area will provide needed parking space for the New Suffolk-Cutchogue Park District bathing beach; 5. That this disposal area will be used to a maximum, and will be suitably diked by hydraulic sand fill to prevent runback of mud and silt. 6. That the reduced width of the channels to 75 feet dredged thru the approximate center line of East and Mud Creeks will not be excessive, but will allow for the run-off of mud and silt from either side into the channel thereby reducing the channel depth and forming a natural grade. These scavenged areas adjacent to the channels have proven very productive of shellfish in previously dredged creeks; 7. That the shallowing conditions in these creeks is rapidly accelerating with the reduced flow of water and action cannot be delayed without seriously jeopardizing the chances of survival of wild life in these waters; 8. That the resulting benefits to the small boat owners are import- ant to the overall attractiveness, usefulness and value of the area to people from all parts of the Town and cannot be ignored in any far-sighted program of improvement. 9. That the li~elyhood of our Baymen will not be jeopardized by this project, but will be augmented over the long term; 10. That the Trustees are grateful to the dedicated and sincere group of people who have contributed so much to the public aware- ness of the need for conservation, particularly in our wetlands areas. The Trustees have given and henceforth will continue to give care- ful attention to this need in so far as it is consistent with the local public interest as the Board sees it.
