HomeMy WebLinkAboutTR-12/03/1973 MINUTES BOARD OF SOUTHOLD TOWN.TRUSTEES Meeting of December 3, 1973 A regular meeting of the Board of Southold Town Trustees was held at 7:30 P.M., Monday, December 3, 1973 a.t the Town Board~meetihg room, 16 South Street, Greenport, New York, with the following present: Alvah B. Goldsmith, Chairman Douglas M. Robertson Philip G. Horton Rudolph Johnson Frederick-E. Gordon~ Judith T. Boken, Secretary Also present: Loraine Terry, representing the N0~th Fork Environmental Council, Loretta Hess, representing the Long Island Traveler-Mattituck Watchman, Evelyn Gordon, representing the North Fork Taxpayers Association. Mr. William W. Esseks, counselor at law, appeared before the Board representing the Fleets Neck ProDerty Owners Association. Also in attendances,were: John Minerva, President of the_F~N.P.0.A., Mr. and Mrs.. William A. Kenne~y~ ~Car~ Buh!er, Robert ~anderbeck, and Vicki Nicol. . Mr. Ess~ks ,made_the following presentation to the Board, assisted, in part, by the Association members present: At the head of Eugene Creek (or East Creek), Cutchogue, is apieee of'Pland owned by the F.N.P.O.A. Off this piece of land was an island. This island no longer exists, as it was filled in by Leander Glover Jr. who claims he owns it. Mr. Glover filed a deed, but the deed refers to "an island", no particular island. The F.N.P.O.A. feel this island. belongs to the Southold Town Trustees and they wish to bring suit on behalf of the Town.Trustees. to claim title, and will provide money and counsel to do this, if the Trustees so desire. Each of the Association members present urged the Board to seriously consider this ~tep and reach an early determination. They also ~ited violations of the Building Zone Ordinance in connection with this pareel of land. The Board advised they would take immediate steps to c~nsutt-with the Town Attorney on this matter and advise Mr. Esseks of their final decision. 106 Mr. Jarv~s Verity, President of the Southold Town Baymen's Assoc- iation, Inc. appeare~b~0r? ~e/Bgard tg~make inquiry relative to the status of the application made by Stuart R. MacMillan for permission to lease land under water~ in Mattituck Creek for the purpose of experimenting with transplanting clams. Mr. Verity was advised the application was tabled pending the submission ~f supporting material ~or the project, and the Board has heard nothing further from him. Mr. Verity was further assured that no decision would be made on Mr. MacMillan's application without first,holding a public hear%ng to get the views of the~public on such a project. ~ Mr. Verity also addressed the Board by strongly recommending preservation of the wetlands,, stating that the wetlands are of vital importance to the fishing business of Southold Town, which he considers the Town's biggest business. Er. Verity also discussed pollution of Town waters and the Boa.rd asked that he keep them advised of any areas that need' to be checked. Mr. Edward Kruszeski of the Baymen's Association also addressed the Board with reference to Mr. MacMillan's application at Mattituck Creek, and regulation of mooring permits. He was advised that the mooring renewals wQuld correct the problem of identification of a mooring, as the holder of the permit would be required to put his mooring number on,both his mooring and boat. Mrs. Lor~iD~e ~erry inquired cf the Board as to their part in the proposed dredging operation at Con~lin~Point, Greenport. Mrs. Terry was advised that the Trustees have been aware of a need for dredging to restore and increase circulation of tidal waters at Conklin Point for a number of years, and in February the Town Board proposed such a project to .the ~Department of Rublic Works of Suffolk County and a he~ring will be held by the~ew ~rk State Department of Environmental Conme~ation on December 14, 197~ at Soton~ BroDk. On motion'of Mr. Robertson, seconded by Mr. Gordon, it was RESOLVED that %he mi~ut~eSo o~flthe Board of Southold Town Trustees for November 12, 1973 be approved as submitted. Vote of the Board: Ayes: Mr. Goldsmith, Mr.. Robertson, ~r. Horton, Mrs. Johnson, Mr. Gordon. On motion of Mr. Horton, seconded by Mr. Johnson, it was RESOLVED. that the next meeting of the Board of Southold Town Trustees will be held at 7:B0 P.M~, Monday, January 7, 1974 at the Town Board meeting room, 16 South Street, Greenport, ~ew York.
