Dear James ,
In reference to the installation of the _standby unit
which we are installing at the Town Hall I recomend that
the day tank for the fuel supply be eliminated.The 300 gal
fuel tank is mounted above ground which will cause a siphon
effect on the day tank. I spoke to Simplex the manufacturer
of the day tank and they agree with me that the day tank is
not needed because the main fuel supply is mounted above
ground level .A day tank is used when the fuel supply is
mounted below ground level or far away from the generator.
The fuel supply for the Town Hall generator is ;mounted next
to ,the generator . If the Town decides to eliminate the day
tank I will credit them $745 .00 .P'lease review and let me
know if you want to eliminate the day tank.Everything else
on bothprojectsis moving along on schedule .All equipment
has been ordered and as it arrives we will install it .

Dear Scott and Board Members,
I find myself wondering how the Engineer hired by the town can in good faith tell the
Board that Generac meets or exceeds the bid for the unit specified (Kohler). Enclosed are
some engineering comparison sheets that show that Generac cannot possibly meet the
spec's that were presented for bid by the town. The five year warrantee alone does not
meet the spec., as it is for five years or 1500 hrs. when the spec. called for five years or
3000 hours and covers the full cost of parts during that time not 50% of the cost. Is 24
hr. emergency service available within one hour as per the spec. ? Can G.T. Electric be
reached 24 hours a day, 365 days a year, within one hour, as per spec.? Frohnhoefer
Electric has toll free emergency numbers and an extensive answering and paging system
that can get to myself anywhere in the country for questions that may arise from my
service staff. We have trained certified mechanics on 24 hour call. and back-up parts in
stock, not to mention back-up generators just in case of a major failure.
Generac is a brushless alternator not a Permanent Magnet Generator as called for in the
spec.. Generac does not give the deration factor in their specs for Natural Gas, and all
engines derate with natural gas. The motor starting load capacity for the Kohler much
exceeds the same for the Generac and is one of the first things an engineer should look for.
As per the sheets, Kohler has a capability of 225 KVA and Generac only 175 KVA.

The Max Rated Horse Power at 1800 R.P.M. for Kohler is 126 while Generac is 116.
Was an electronic governor included with the Generac unit? It was spec. and is standard
on the Kohler. When we come to the controller, there is no comparison unless all the
optional equipment was added to the Generac unit and some of the items are not even
available to be added, thus making it impossible to meet the spec. Again we have no way
of knowing from their spec. sheet the output of the Generac with natural gas as it is not
rated.
I could go on and on for many pages as this is only a sample of the discrepencies and can
provide more if necessary., However, this should show that the Generac does not
specifically meet the spec and who knows what is not to spec for the part of the job at
Town Hall. The Onan unit bid by Commander is closer than the Generac but also does
not meet the spec.
In the light of the above and the enclosed, I respectfully ask that you consider the bids and
take all factors into consideration and act accordingly. Remember that you always get
what you pay for and in this case I cannot , knowing all involved in the job, material
wise, see how the job can be done to spec. as quoted by G.T. Electric. With the best
interest of the Town and the taxpayers in mind, I remain.

Dear Ray:
In accordance with your authorization, we have reviewed and evaluated the bids and
specifications for the above refenced project. We have also interviewed the apparant low bidder,
G.T. Power Systems of Wainscott, New York to confirm the product and associated equipment
included in their bid. A copy of their followup letter to us, concerning the product which they intend
to provide the Town as part of their bid package, is enclosed for your records.
Upon thorough review of the documents submitted to us by your department and the Town
Engineer's Office, and the enclosed documentation from G.T. Power Systems, we find that the
"Generac" equipment equals and in cases exceeds the requirements of the bidding.documents.
The unit proposed by G.T. Power Systems is a more efficient unit, thereby requiring less engine
horsepower to provide 60 KW of emergency power on a continuous basis ( as opposed to the
specified amount of 57 KW ). This will result in associated gas fuel savings to produce emergency
energy during power outages and during testing cycles under load bank operation. The equipment
requirements under NFPA 110 will be met by G.T. Power since they propose to provide their "C"
option console, which exceeds the features of the specifications. In addition, their generator has
brushless exitation which meets NEMA standards in addition to specified performance.
Because of the duplication of key items of equipment on all Generac models, spare parts
are more readily available due to ease of interchange between all models. In addition, we are of the
opinion that G.T. Power Systems can respond within one-hour on all emergency calls due to their
close proximity across Peconic Bay via the Shelter Island Ferrys, or by the indirect road route via
Riverhead from their Wainscott hamlet location. It is our further opinion that, the Town of
Southold will be dealing directly with a certified manufacturer's representative for the entire

installation as opposed to a Contractor. We understand that G.T. Power Systems has a licensed
electrian on staff, as well as licensed and certified engine repairmen. Such staffing alone should
minimize restoration time and costs for emergency repairs either during or after the warranty period.
A Contractor, on the other hand,would need precious, additional time to summon the factory service
staff or his supplier to answer such service calls.
Based upon our review of the above documents and interview of the apparent low bidder,
it is our opinion that the award of this Contract should be made to G.T. Power Systems of
Wainscott, N.Y. in the total bid amount of $47,877.00, which is over $2,000 less than the second
bidder. If you have any questions concerning this matter or wish to have a meeting to discuss any
aspect of our report, please call us at your convenience.

reconectable which meets NEMA MG1-22 ,MG22 .4 and MG1-1 .65
standards .
The Town of East Hampton has purchased two SG070 ' s and
have installed them at their highway department and Police
garage with total satisfaction.They just ordered a third
SG070 to be installed in their new emergency medical unit
building which is under construction.

The Generac SG070 standby generator requires less
horsepower to produce its power because it is a more
efficient generator compared to its competitor and also
burns less fuel while producing more power.The engine on
the SG070 is a 454 cu. in.General motors engine which turns
at 180ORPM and has a 50 amp alternator and full flow spin
on oil filter compared to the Kohler 35 amp alternator
and cartridge type oil filter.Generac generators incorp-
orates thermal overload protection"and are Proto-Type
Tested.The SG070 produces 60kw/75kva continuous at 1800rpm
which is more power output than the kohler which only puts
out 57kw/71kva peak.Backed by a 5 year factory warranty
the Generac SG070 standby generator is a better choice
of equipment because it offers more machine for the dollar.
Generac automatic transfer switches are manufactured
by Generac in house .The GTS Logic System Control gives
you eleven adjustments for engine warmup,warmup bypass,
voltage set,frequency set ,return to utility delay,engine
cool down,minimum run,exercise load switch,exerciser clock,
utility voltage sensor/line failure sensing and utility
interrupt delay compared to kohler which gives you only
two adjustments .The big advantage to the GTS system is
that you can fine tune the generator and transfer switch
to the Police stations needs and not have to worry about
anything because it is done automatically.
The load bank and day tank for the Town Hall bid will
be manufactured by Simplex Corporation to bid specifications .
The fuel tank,vault and enclosure will be manufactured to
meet town bid specifications .The Detroit diesel generator
will be upgraded using Murphy control moduale and related
equipment .The block heater will be a Katz 110 volt heater.
Supply two 8D batteries with wiring.All equipment for the
Town Hall project will meet or exceed bid specifications .
All work will be completed by factory trained technicians ,
licensed plumbers and licensed electricans .

Upon inspection of the two low bids, I wish to call your attention to the fact
that neither one complies with the specifications set forth.
First, the advertisement for the two Gensets clearly states - the Bid responses
should comply with detailed specifications available from the Town Hall of
Southold. Neither G T Electric or Commander Electric were responsive to this,
due to the fact that - genset bid for the Town Police Project clearly does not
meet the specs.
Here is a list from the Manufacturer of Kohler Gensets that will further support
my objection to their Bid response:
1. No emergency stop light
2. No low battery light on controller
3. No charger fault light on controller
4. No ,alarm Horn and silencing switch
5. No isochronous governor
6. Gen is not natural gas
7. No pre alarms
8. Does not meet NFPA-110 level 1 specs
9. Does not have overvoltage shutdown
10. No block heater
11. No 10 AMP float charger
12. No safeguard breaker or circuit breaker
13. No 5 year warranty available
14. Unit has only 122 HP
Additionally, the other criteria which should be taken into consideration is the
fact that Frohnhoefer Electric proposes to utilize "LOCAL" contractors to do the
fuel piping and the electrical installation. Frohhoefer Electric has a factory
certified Diesel and Generator Technician to fulfilll the spec for a one hour
emergency response time in the case of power failure.

Secondly, we believe that the automation installation of the Town Hall Genset
will be installed by an outside contractor - again taking away from LOCAL East
End Contractors.
Thirdly, we cannot imagine how a company can supply a job with quality
materials, quality equipment and proper installation of the equipment with a price
that is approximately $14,000.00 less than the average low bid.

bids which were opened on "November 4, 1992 at 11 :00am.
Several of the bidders quoted prices on Generao Generator
sets, when the town specifications clearly call for a Bohlen
Generator set. Some of the bids were broken into two parts
as called for by the specifications, while others combined
the prices for one total number. Also, several bidders
included alternate or additional bids to qualify their base
bids which deviated from the detailed town specifications .
All of the bidders should be responsive to the
specifications provided as to maintain a uniformed bidding
process .

To Whom It May Concern:
We are protesting an irregularity that took place at the bid opening
for the generator system on November 4, 1992. The apparent low bidder,
GT Powers, failed to include the mandatory $.100.00 deposit with his
bid quotation. It was not until after the 11:00am deadline that he
requested, and was allowed at the time, to submit the required monies.
Because Commander Electric Maintenance was the lowest legitimate bid,
we feel that this issue should be addressed immediatly. We have brought
this matter to the attention of our attorney, Mr. Melvin Cannon of Bay
Shore,N.Y. in the hopes of finding some explanation to the above
concern.

We hereby submit our proposal for the following:
1) Emergency Generator System for Southold Town Police
Headquarters : The price includes all gasand electrical
connections as required. The unit specified is a Generac SG070KW
with a weatherproof enclosure, an automatic transfer switch'
control , and a 300 amp. , automatic transfer switch. (Cuts enclosed)
This unit will,, be installed and working as per ,the specifications'
at a cost of $28, 995 .00 .
2) Installation of one generator at the Southold Town Hall . I't is
not possible with. the 'specifications as written to meet them one
hundred percent . Therefore, we are submitting, an alternate to
using the existing diesel powered unit for Town Hall .
As an alternate, we are submitting specifications for a Generac
SD100 diesel generator complete with Day tank, weatherproof`
enclosure, automatic transfer' switch ' control and a 420 amp.
automatic transfer switch, this unit and.' all parts are brand new,
installation as outlined in `specifications , This is using existing;
fuel as presently, supplied for facilities and generator. The cost
for this is $45,000 .00.
Total bid $73, 995.00 .
Sky Electric Corp. shall furnish a Certificate of Insurance for the
work described above. We have also; enclosed specification sheets
for the above. Sky Electric Corp. is an' authorized Service Center
for Generac/,Dayton generator systems and we have a 24 hour,
emergency service

Below please find bid for installation of one new emergency generator system
for the Southold Town Police Headquarters and installation of Town owned
generator at Southold Town Hall. Both installations done in strict accordance
with the written specifications.
Police Station: We hereby submit specification estimate for installation of
60 kw Onan (Model 60ENA) generator set with 225 amp automatic transfer
switch by Onan. System installed in strict accordance with written specifications.
Job to be complete from start up, inspection and put on line.
Town Hall: We hereby submit specification estimate for installation of Town
owned used 100 kw generator with 400 amp auto transfer switch (Model #400 OT111
manufactured by Onan) and 50 kw load bank. All installed in strict accordance
with specifications. All fuel tanks, containment and piping done in
accordance with State, County and local codes and in accordance with
specifications. Job to be complete from start up, inspection and put
on line.
Town owned used 100 kw genset to be retrofit with new auto-stop start controls
with remote connections, new solid state voltage regulating system, new engine
systems monitors and engine tune up with rebuilding of injector pump and new
fluids.
For a detailed description of installation and hook up, please call me at
the above number.
Steve's Electric, Inc. not responsible if Town owned. used 100 kw generator
does not produce voltage when tested after new controls and tune up are
performed. Steve's Electric, Inc. would trouble shoot and determine problem
and give the Town an estimate to repair and carry out said repairs.
Total Cost of Both Jobs:
Police Department: $32,123.00 (Thirty two thousand one hundred twenty three and no/100)
Town Hall: 49,206.00 (Forty nine thousand two hundred six and no/100)
Total: $81,329.00 (Eighty one thousand three hundred twenty nine and no/100)

GENERAL
It is the intent of this specification to secure an emergency generator system
that has been prototype tested, factory built, production tested, site tested,
of the latest commercial design, together with all accessories necessary for a
complete installation as shown on the plans and drawings and specified herein.
The equipment supplied and installed shall meet the requirements of the
National Electric Code and all applicable local codes and regulations. All
equipment shall be new, of current production by a national firm which
manufactures the generator and controls, transfer switch, and assembles the
generator set as a matched unit so that there is one-source responsibility for
warranty, parts, and service through a local representative with .
factory-trained service personnel.
SUBMITTAL: Submittal shall include specification sheets showing all standard
and optional accessories to be supplied, schematic wiring diagrams, dimension
drawings, and interconnection diagrams identifying by terminal number each
required interconnection between the generator set, the transfer switch, and
other remote devices if included elsewhere in these specifications .
TESTING: To assure that the equipment has been designed and built to the t
highest reliability and quality standards, the manufacturer shall be
responsible for design prototype tests as described herein: components of the
emergency system, such as the engine/generator set, transfer switch, and
accessories shall not be subjected to prototype tests since the tests are
potentially damaging. Rather, similar design prototypes which will not be
sold, shall be used for these tests. Prototype test programs shall include
the requirements of NFPA-110 and the following:
1. Maximum power (kw) .
2 . Maximum starting (kva) at 35% instantaneous voltage dip.
3 . Alternator temperature rise by embedded thermocouple and by
resistance method per NEMA MGI-22 .40 and 16.40.
4 . Governor speed regulation under steady-state and transient
conditions .
5 . Voltage regulation and generator transient response .
6. Fuel consumption at 1/4 , 1/2, 3/4 , and full load.
7. Harmonic analysis, voltage waveform deviation, and telephone
influence factor.
8 . Three-phase line-to-line short circuit test.
9. Cooling air flow
10. Torsional analysis testing to verify that the generator set is
free of harmful torsional stresses.

Note: Engines requiring glow plugs will not be acceptable when NFPA-99 or
NFPA-110 Type 10 (ten-second) transfer requirement must be met.
The naturally aspirated or turbocharged engine shall be fueled with natural
gas, have 8 cylinders and be liquid cooled. A unit-mounted radiator, blower
fan, water pump, thermostat, and radiator duct flange (unhoused only) shall
properly cool the engine with up to 0. 5 inches H2O external static pressure on
the cooling system.
GENERATOR: The alternator shall be salient-pole, reconnectable 12 lead,
self-ventilated of drip--proof construction with amortisseur rotor windings and
skewed for smooth voltage waveform. The insulation material shall meet the
NEMA standard (MGI-22 . 40 and 16. 40) for Class H and be vacuum impregnated with t
epoxy varnish to be fungus resistant per MIL I-24092 . Temperature rise of the
rotor and stator shall be limited to NEMA class F. The excitation system
shall be of brushless construction controlled by a solid-state voltage E
regulator with adjustable Volts-per-Hertz operation capable of maintaining j
voltage within + or - 2% at any constant load from 0 to 100% of rating. The
regulator must be sealed from the environment and isolated from the load to

prevent tracking when connected to SCR loads.
On application of any load up to the rated load, the instantaneous voltage dip
shall not exceed 20% and shall recover to + or - 2% of rated voltage within
one second.
The generator shall be capable of sustaining at least 250% of rated current
for at least 10 seconds under a 3 phase symmetrical short by inherent design
or by the addition of an optional current boost system.
The generator shall be capable of delivering 51 KVA, 51 Kw with a maximum
instantaneous voltage dip of 7% when loads are started as specified elsewhere
or on the drawings.
A resettable line current sensing circuit breaker with inverse time versus
current response shall be furnished and shall not automatically reset
preventing restoration of voltage if maintenance is being performed. This
breaker shall protect the generator from damage due to its own high current
capability and shall not trip within the 10 seconds specified above to allow
selective tripping of down-stream fuses or circuit breakers under a fault
condition.
The generator, having a single maintenance free bearing, shall be directly
connected to the flywheel housing with a semiflexible coupling between the
rotor and the flywheel.
CONTROLLER: Set-mounted controller capable of facing right, left, or rear
shall be vibration isolated on the generator enclosure. The microprocessor
control board shall be moisture proof and capable of operation from -40c to
85c. Relays will only be acceptable in high current circuits.

Circuitry shall be of plug--in design for quick replacement. Controller shall
be equipped to accept a plug-in device capable of allowing maintenance
personnel to test controller performance without operating the engine. The
controller shall include:
1. Fused DC circuits.
2 . Complete two-wire start/stop control which shall operate on
closure of a remote contact.
3 . Speed sensing and a second independent starter motor disengagement
systems shall protect against the starter engaging with a moving
flywheel. Battery charging alternator voltage will not be
acceptable for this purpose.
4 . The starting system shall be designed for restarting in the
event of a false engine start, by permitting the engine to
completely stop and then reengage the starter.
5 . cranking cycler with 15-second ON and OFF cranking periods.
6 . Overcrank protection designed to open the cranking circuit
after 75 seconds if the engine fails to start.
7. Circuitry to shut down the engine when signal for high coolant
temperature, low oil pressure, or overspeed are received.
8 . Engine cool down timer factory set at five minutes to permit
unloaded running of the standby set after transfer of the load
to normal.
9. Three-position (Automatic - OFF - TEST) selector switch. In
the test position, the engine shall start and run regardless of
the position of the remote starting contacts. In the automatic
position, the engine shall start when contacts in the remote
control circuit close and stop five minutes after those
contacts ,open. In the off position, the engine shall not start
even though the remote start contacts close. This position
shall also provide for immediate shutdown in case of an
emergency. Reset of any fault lamp shall also be accomplished
by putting the switch to the off position.

controlled to maintain engine coolant at 90 degrees Fahrenheit
(32 degrees Celcius) to meet the start-up requirement of NFPA--99
or NFPA-110 Regulations.

constant voltage regulation from no load to full load over +- 10% AC ?
input line variation, current limited during engine cranking and short {
circuit conditions, temperature compensated for ambients from --40
degrees C to +60 degrees C, 5% accurate voltmeter and ammeter, fused,
reverse polarity and transient protected. Optional alarm circuit
board to meet the requirements of NFPA-110 for low battery
voltage, high battery voltage, and battery charger malfunction.
8 . Steel weather-protective enclosure with removable or hinged side
panels to allow inspection and maintenance. The enclosure shall be
coated with ASA gray primer and two coats of high-gloss, weather-
proof, sag resistant vinylac in the manufacturer's standard color
through an electrical bonding process. The specified exhaust
silencer shall be vibra-mounted on the roof of the enclosure.
9 . Safeguard breaker.
10 . Mold case circuit breaker - 225 Amps .
11. Five (5) year Warranty.

EXECUTION:
The equipment shall be installed as shown on the plans, in accordance with the
manufacturer' s recommendations and all applicable codes.
Site Tests: An installation check, start-up, and building load test shall be
performed by the manufacturer 's local representative. The engineer, regular
operators, and the maintenance staff shall be notified of the times and date of
the site test. The tests shall includes
1. Fuel, lubricating oil, and antifreeze (liquid cooled models) shall
be checked for conformity to the manufacturer's recommendations
under the environmental conditions present and expected.
2 . Accessories that normally function while the set is standing by
shall be checked prior to cranking the engine. This shall
include: engine heaters, battery charger, generator strip
heaters, remote- annunciator, etc.
3 . Start-up under test mode to cheoX for exhaust leaks, path of
exhaust gases outside the building, cooling air flow, movement
during starting and stopping, vibration during gunning, normal
and emergency line-to-line voltage and phase rotation.
4 . Automatic start-up by means of simulated power outage to test
remote-automatic starting, transfer of the load, and automatic
shutdown. Prior to this test, all transfer switch timers shall
be adjusted for proper systems coordination. Engine
temperature, oil pressure and battery charge level along with
generator voltage, amperes, and frequency shall be monitored
throughout the test.

GENERAL
It is the intent of this specification to secure an automatic transfer switch
that has been prototype tested, factory built, production tested, site
tested, together with all accessories necessary for a complete installation
as shown on the plans and drawings and specified herein. All equipment shall
be new, of current production by a national firm which manufactures the
generator and controls, transfer switch, and assembles the standby generator
sets as a matched unit so that there is one-source responsibility for
warranty, parts, and service through a local representative with
factory-trained service personnel. The automatic transfer Switch shall l
conform to the requirements of NEMA Standard ICS 2-447 and Underwriters'
Laboratories UL-1008 and shall be UL listed as follows:

For use in emergency systems in accordance with Articles 517
and 700 of the National Electric Code.
Rated in Amperes for total system transfer including control of
motors, electric-discharge lamps, electric-heating and tungsten-
filament lamp load. Switches rated above 400 Amperes shall be
suitable for 30% or 400 Amperes tungsten-filament lamp load,
whichever is higher.
SUBMITTAL: Submittal shall include specification sheets showing all standard
and optional accessories to be supplied, schematic wiring diagrams, dimension
drawings, and interconnection diagrams identifying by terminal number each
required interconnection between the generator set, the transfer switch, and
other remote devices if included elsewhere in these specifications.
TESTING: Certified laboratory test data on a switch of the same design and
rating shall be provided to confirm the following switching abilities :
Overload and endurance per Tables 21. 2 and 23 .2 of UL-1008 when
enclosed according to Paragraph 1. 6 .
Temperature rise tests after the overload and endurance tests to
confirm the ability of the transfer switches to carry their rated
current within the allowable temperature limits of the insulation
in contact with current carrying parts.
No welding of contacts. Transfer switch must be operable to alternate
source after the withstand current tests.
Dielectric tests at 1960 Volts, rms, minimum after the withstand
current test.
All production units should be subjected to the following factory tests:
The complete automatic transfer switch shall be tested to ensure
proper operation of the individual components and correct overall

time, voltage, frequency and time delay settings are in compliance
with the specification requirements.

The complete automatic transfer switch shall be subjected to a
dielectric strength test per NEMA Standard ICS 1-109. 05.

WARRANTY: The automatic transfer switch shall be warranted by the
manufacturer for one year from the date of installation. f

PRODUCT
The automatic transfer switch shall be rated to withstand the rms symmetrical
short circuit current available at the automatic transfer switch terminals,
with the type of over current protection, voltage and X/R ratio as shown on
the plans.
The automatic transfer switch shall consist of a power transfer module and a
control module, interconnected to provide complete automatic operation. The
automatic transfer switch shall be mechanically held and electrically
operated by a single-solenoid mechanism energized from the source to which
the load is to be transferred. The switch shall be rated for continuous duty
and be inherently double-throw. The switch shall be mechanically held and
interlocked to ensure only one of two possible positions - normal or
emergency. The automatic transfer switch shall be suitable for use with
emergency sources such as an engine or turbine generator source or another
utility source.
The control module shall be supplied with a protective cover and be mounted
separately from the transfer switch for ease of maintenance. Sensing and
control logic shall be solid-state and mounted on plug-in printed circuit
boards. Printed circuit boards shall be keyed to prevent incorrect
installation. Interfacing relays shall be industrial-control-grade, plug-in
type with dust covers and locking clips. The following shall also be
provided for the control module:
For single-phase switches, the normal source voltage across live .
lines shall be monitored, and for three-phase switches all phases
of the normal shall be monitored line-to-line. Close differential
voltage sensing shall be provided. The pickup voltage shall be
adjustable from 72% to l00% of nominal and the dropout voltage shall
be adjustable from 72% to 98% of the pickup value. The transfer to

emergency will be initiated upon reduction of the normal source to
85% of nominal voltage and retransfer tonormalshall occur when
normal source restores to 95% of nominal.
Neutral conductor terminal lugs as required for the system.
All movable parts of the operating mechanism shall remain in positive
mechanical contact with the main contacts during the transfer
operation without the use of seperate mechanical interlocks.
Automatic operation of the switch shall not require power from any
source other than the line-to-line voltage of the source to which
the switch is transferring.
Each automatic transfer switch shall include the following standard
accessories:
1 (TDNE) Time delay on transfer from Normal to Emergency
(adjustable 0 to Go seconds) .
1 (TDES)` Time delay on Engine Starting (factory set at 3 seconds) .
1 (TDEN) Time delay on transfer from Emergency to Normal
adjustable 0-30 minutes) .
1 Frequency/voltage relay for emergency source.
1 Test pushbutton to simulate a power failure on normal .
1 Disconnect plug on wiring harness to disconnect switch control
logic.
1 Main shaft auxiliary contact rated 10 ampere at 480V (one closed
on normal and one closed on emergency)

TRANSFER SWITCH SPECIFICATION
Plant exerciser adjustable over a 14 day period in 30 minute
increments .
EXECUTION:
The'transfer- switch shall be installed as shown ontheplans, in accordance
with the manufacturer ' s recommendations and all applicable codes
Site Tests: An installation check, and building load test shall be performed
,by the manufacturer' s local representative. The engineer, regular operators,
and the maintenance staff shall be notified of the time and date of the site
test. The tests shall include Automatic start-up by means of simulated power
, outage to test remote-automatic starting, transfer of the load, and automatic
shutdown. Prior to this test, all transfer switch timers shall be adjusted
for proper system coordination.

PLACEMENT: UNIT WILL BE PLACED ON THE WEST SIDE OF THE TOWN
HALL TO THE NORTHERN CORNER APPROX. 50 FEET FROM THE SIDEWALK
RUNNING IN A NORTH SOUTH DIRECTION. THIS WILL BOARDER ON THE
PARKING LOT AREA TO THE SOUTH OF SAME.
CONTRACTOR WILL PLACE ALL PIPING FOR ELECTRICAL AND PLUMBING
AS PER CODE IN THE AREA PRIOR TO POURING OF THE PAD BY TOWN.
CONTRACTOR WILL PROVIDE:
1. Assembly of the exhaust system to be mounted on the raintight enclosure. This will
include all piping and flex units necessary.
2. Supply, assembly, install a weather housing meeting the attached specifications.
3. Conversion of the 100kw. unit to automatic operation.
This is to include all necessary engine controls and wiring with proper safeties.
4. Supply and install 120 volt block heater to the cooling system.
5. Supply all necessary starting batteries.
6. Supply and install a 50 kw. automatic, rantight, free standing,,forced air cooled,
LOAD BANK Nema 3R housing with 25K step resolution. This unit will include
remote Auto-Control. See included spec. sheet.
7. Supply and install 25 gal. Day Tank. Black piping 1/2"min. with unit mounted by
generator, unit must have its own containment vault, see spec. sheet, supply and
return lines necessary V black pipe.
S. Supply and install 300 ga. fuel tank in containment vault as per attached spec. sheets.

9. Supply and install Auto Transfer switch, 400 Amp. 3 Phase 120 volt \ 208 volt, 60
hertz, 4 wire.
To include: Exerciser clock to be interfaced with load bank.

NFPA-110 Type 10 (ten-second) transfer requirement must be met.
The naturally aspirated or turbocharged engine shall be fueled with natural
gas, have a cylinders and be liquid cooled. A unit-mounted radiator, blower
fan, water pump, thermostat, and- radiator duct flange (unhoused only) shall
properly cool the engine with up to 0. 5 inches H2O external static pressure on
the cooling system.
GENERATOR: The alternator shall be salient-pole, reconnectable 12 lead,
self-ventilated of drip-proof construction with amortisseur rotor windings and

regulator with adjustable Volts-per-Hertz operation capable of maintaining
voltage within + or - 2% at any constant load from 0 to 100% of rating. The
regulator must be sealed from the environment and isolated from the load to
prevent tracking when connected to SCR loads.
On application of any load up to the rated load, the instantaneous voltage dip
shall not exceed 20% and shall recover to + or - 2% of rated voltage within
one second.
The generator shall be capable of sustaining at least 250% of rated current
for at least 10 seconds under a 3 phase symmetrical short by inherent design
or by the addition of an optional current boost system.
The generator shall be capable of delivering 51 KVA, 51 Kw with a maximum
instantaneous voltage dip of 7% when loads are started as specified elsewhere
or on the drawings.
A resettable line current sensing circuit breaker with inverse time versus
current response shall be furnished and shall not automatically reset
preventing restoration of voltage if maintenance is being performed. This
breaker shall protect the generator from damage due to its own high current
capability and shall not trip within the 10 seconds specified above to allow
selective tripping of down-stream fuses or circuit breakers under a fault
condition.
The generator, having a single maintenance free bearing, shall be directly
connected to the flywheel housing with a semiflexible coupling between the
rotor and the flywheel.
CONTROLLER: Set-mounted controller capable of facing right, left, or rear
shall be vibration isolated on' the generator enclosure. The microprocessor
control board shall be moisture proof and capable of operation from -40c to
85c. Relays will only be acceptable in high current circuits.

Circuitry shall be of plug-in design for quick replacement. Controller shall `
be equipped to accept a plug-in device capable of allowing maintenance
personnel to test controller performance without operating the engine. The
controller shall include:
1. Fused DC circuits.
2 . Complete two-wire start/stop control which shall operate on
closure of a remote contact.
3 . Speed sensing and a second independent starter motor disengagement
systems shall protect against the starter engaging with a moving
flywheel. Battery charging alternator voltage will not be
acceptable for this purpose.
4 . The starting system shall be designed for restarting in the
event of a false engine start, by permitting the engine to
completely stop and then reengage the starter.
5 . cranking cycler with 15-second ON and OFF cranking periods.
6. Overcrank protection designed to open the cranking circuit
after 75 seconds if the engine fails to start.
7 . Circuitry to shut down the engine when signal for high coolant
temperature, low oil pressure, or overspeed are received.

unloaded running of the standby set after transfer of the load
to normal.
9. Three-position (Automatic - OFF - TEST) selector switch. In -
the test position, the engine shall start and run regardless of
the position of the remote starting contacts. In the automatic
position, the engine shall start when contacts in the remote
control circuit close and stop five minutes after those
contacts open. In the off position, the engine shall not start
even though the remote start contacts close. This position
shall also provide for immediate shutdown in case of an
emergency. Reset of any fault lamp shall also be accomplished
by putting the switch to the off position.

EXECUTION:
The equipment shall be installed as shown on the plans, in accordance with the
manufacturer's recommendations and all applicable codes.
Site Tests: An installation check, start-up, and building load test shall be
performed by the manufacturer's local representative. The engineer, regular
operators, and the maintenance staff shall be notified of the time and date of
the site test. The tests shall include:
1. Fuel, lubricating oil, and antifreeze (liquid cooled models) shall
be checked for conformity to the manufacturer's recommendations
under the environmental conditions present and expected.
2 . Accessories that normally function while the set is standing by
shall be checked prior to cranking the engine. This shall
include: engine heaters, battery charger, generator strip
heaters, remote annunciator, etc.
3 . Start-up under test mode to check for exhaust leaks, path of
exhaust gases outside the building, cooling air flow, movement
during starting and stopping, vibration during running, normal
and emergency line-to-line voltage and phase rotation.
4 . Automatic start-up by means of simulated power outage to test
remote-automatic starting, transfer of the load, and automatic
shutdown. Prior to this test, all transfer switch timers shall
be adjusted for proper systems coordination. Engine
temperature, oil pressure and battery charge level along with
generator voltage, amperes, and frequency shall be monitored

TRANSFER SWITCH SPECIFICATION
** TRANSFER SWITCH - 1
GENERAL
It is the intent of this specification to secure an automatic transfer switch
that has been prototype tested, factory built, production tested, site
tested, together with all accessories necessary for a complete installation
as shown on the plans and drawings and specified herein. All equipment shall
be new, of current production by a national firm which manufactures the
generator and controls, transfer switch, and assembles the standby generator
sets as a matched unit so that there is one-source responsibility for
warranty, parts, and service through a local representative with
factory-trained service personnel. The automatic transfer switch shall
conform to the requirements of NEMA Standard ICS 2-447 and Underwriters'
Laboratories UL-1008 and shall be UL listed as follows:
For use in emergency systems in accordance with Articles 517
and 700 of the National Electric Code.
Rated in Amperes for total system transfer including control of
motors, electric-discharge lamps, electric-heating and tungsten-
filament lamp load. Switches rated above 400 Amperes shall be
suitable for 30% or 400 Amperes tungsten-filament lamp load,
whichever is higher.
SUBMITTAL: Submittal shall include specification sheets showing all standard
and optional accessories to be supplied, schematic wiring diagrams, dimension
drawings, and interconnection diagrams identifying by terminal number each
required interconnection between the generator set, the transfer switch, and
other remote devices if included elsewhere in these specifications.
TESTING: Certified laboratory test data on a switch of the same design and
rating shall be provided to confirm the following switching abilities:
Overload and endurance per Tables 21. 2 and 23 .2 of UL-1008 when
enclosed according to Paragraph 1. 6 .
Temperature rise tests after the overload and endurance tests to
confirm the ability of the transfer switches to carry their rated
current within the allowable temperature limits of the insulation
in contact with current carrying parts.
No welding of contacts. Transfer switch must be operable to alternate
source after the withstand current tests.
Dielectric tests at 1960 volts, rms, minimum after the withstand
current test.
All production units should be subjected to the following factory tests:
The complete automatic transfer switch shall be tested to ensure
proper operation of the individual components and correct overall

sequence of operation and to ensure that the operating transfer
time, voltage, frequency and time delay settings are in compliance
with the specification requirements.
The complete automatic transfer switch shall be subjected to a
dielectric strength test per NEMA Standard ICS 1-109. 05.
The control panel shall meet or exceed the voltage surge withstand capability
in accordance with IEEE Standard 472-1974 (ANSI C37 .90a-1974) and the impulse
withstand voltage test in accordance with NEMA Standard ICS 1-109.

WARRANTY: The automatic transfer switch shall be warranted by the {
manufacturer for one year from the date of installation.

The automatic transfer switch shall be rated to withstand the rms symmetrical
short circuit current available at the automatic transfer switch terminals,
with the type of over current protection, voltage and X/R ratio as shown on
the plans.
The automatic transfer switch shall consist of a power transfer module and a
control module, interconnected to provide complete automatic operation. The
automatic transfer switch shall be mechanically held and electrically
operated by a single-solenoid mechanism energized from the source to which
the load is to be transferred. The switch shall be rated for continuous duty
and be inherently double-throw. The switch shall be mechanically held and
interlocked to ensure only one of two possible positions - normal or
emergency. The automatic transfer switch shall be suitable for use with
emergency sources such as an engine or turbine generator source or another
utility source.
The control module shall be supplied with a protective cover and be mounted
separately from the transfer switch for ease of maintenance. Sensing and
control logic shall be solid-state and mounted on plug-in printed circuit
boards. Printed circuit boards shall be keyed to prevent incorrect
installation. Interfacing relays shall be industrial-control-grade, plug-in
type with dust covers and locking clips. The following shall also be
provided for the control module:
For single-phase switches, the normal source voltage across live
lines shall be monitored, and for three-phase switches all phases
of the normal shall be monitored line-to-line. Close differential
voltage sensing shall, be provided. The pickup voltage shall be

record. - Teats are to include the following:
Check fuel supply, lubricating oil , and antifreeze in liquid
cooled models for conformity to the manufacturer's
recommendations under environmental conditions present.
Jest prior to cranking engine- for proper operation,
accessories that normally function while the net is in a
standby mode.
Check, during aturt-up teat mode, for exhaust leoka, path of
exhaust gases outaide the building, coaling coir flow, movement
during starting and stopping, vibration during running, normal
and emergency line-to-line voltage and phase rotation.
Test, by mcann o�:f aimulated power outage, automatic ataxrt-up
by remote-automatic starting, transfer of load, and automatic
ahut-down. Prior to this teat adjust, for proper system
coordination, transfer switch timers. Monitor throughout the
teat, engine temperature, oil pressure-, battery charge level ,
generator voltage, amperes, and frequency.
Upon completion of installation demonstrate capability and
compliances of system with requirements. Where possible,
correct malfunctioning units at site, then retest to
demonstrate: compliance; otherwise, remove and replace with new
units, and proceed with retesting.
