LAND PRESERVATION COMMITTEE MEETING
Minutes & Discussion Notes from Meeting held
Tuesday, March 18, 2014 at 7:00 p.m.

Commencement:
The meeting began at 7:05 p.m. with six LPC members present.
Adoption of Meeting Minutes:
Acceptance of LPC meeting minutes from March 4, 2014
MOTION
made by Sam McCullough, seconded by Lillian Ball, to accept the 3/4/2014 LPC meeting
minutes.
Motion carried: 5/0/1 (Eric Keil abstained as not present for 3/4/2014 LPC meeting)
Land Preservation Applications and Inquiries:
SCTM #1000-97.-1-12.8 (CALABRESE)
At February LPC meeting, LPC asked Melissa Spiro, Land Preservation Coordinator, to review an
alternative design concept with applicant which preserved a portion of the property. Melissa had
some questions about the alternative design and reviewed same with LPC. Discussion pertained to
whether the Town should pursue preservation of the area of the property not currently farmed and in
general area of existing residential dwelling. LPC concluded that they would pursue as long as
easement restricted the area from being used for turf grass. Agriculture or meadow area would be
allowed.
MOTION
made by Eric Keil, seconded by Maureen Cullinane, for Melissa Spiro, as Land Preservation
Coordinator, to continue review with applicant and if applicant in agreement, and funding available,
for Melissa to order an appraisal of the subject property (SCTM #1000-97.-1-12.8).

SCTM #1000-68.-4-18 (SEPENOSKI, JOHN B. JR.) (County PDR application)
Inquiry from County re: Town partnership
LPC discussed potential issues with partnering with the County of farmland applications. Town and
County have conflicts with Town Code/County Chapter 8 regulations and what is and is not allowed
within the easement area. In addition, Town and County each have review procedures and landowner
would be subject to both procedures. LPC would potentially recommend partnering if County would
allow Town easement and Town review procedure.
Melissa to continue discussion with County to explore all options.

Melissa scheduled to review with Town Attorney. LPC reviewed revised wording on two
paragraphs of template.
Applications & Inquiries for Uses or Structures on Preserved Property:
SCTM #1000-63.-1-25.4 (CHARNEWS FARMS – TOWN PDR)
Peconic Land Trust presented request for single day parking within easement area.
MOTION
made by Eric Keil, seconded by Sam McCullough, to approve request made by Peconic
Land Trust for single day parking within easement area for event.

SCTM #1001-7.-5-19 (WIDOW’S HOLE PRESERVE)
Peconic Land Trust present information pertaining to proposed plans for restoration at the property
f/k/a Exxon Mobil; purpose of initial proposal is to start dialog with LPC, surrounding community and
Village of Greenport. PLT will re-present proposal to LPC after meetings with community take place.
LPC’s initial comments included: making sure that on-street parking is not limited and using low
profile sign instead of kiosk.
