The Fronhoeffer Company did not state in its bid in writing or in person at the bid opening what equipment was being furnished, while I specified exactly what I would furnish to the Town. The representative of the Fronhoeffer Company stated that his company would furnish a 51 KVA generator for the Police Department. He stated this at the bid opening. However, the specifications called for a 57 KW 71 KVA generator for the Police Department project, and that is what I offered to the Town and stated in my bid. At the bid opening the representative of the Fron- hoeffer Company stated that automation of the generator set was not included in his bid for the Town Hall gene- rator project. Therefore, that firm did not meet the specifications because Fronhoeffer omitted that, but the specifications called for automation. The specifications did not specify brands on load banks or day tanks for the Town Hall generator. Neither of the other bidders mentioned brands which they proposed to supply, while I did, and neither submitted literature at the bid opening. To clarify my bid on the Town Hall generator pro- ject, galvanizdd fuel lines were specified. I propose to install either galvanized or black. No permits for any jurisdiction other than the Town of Southold were included in my proposal. Since the specifications did not address the question of where the re-work would be done, in the field or elsewhere, I wish to point out that automa- tion is a specialty. I quoted on removing the set to a manufacturer who regularly does this work. Tests must be performed that can only be done in a factory for automation work and enclosures. If the housing is incorrect, then the engine can shut down because of overheating, and there will be no power supplied to the building. I know that this is not what is desired for the Town Hall. Under my proposal I also included rigging to and from the factory, certified factory load tests, and new injectors. After the set had tested correctly in the factory, then I would return the set to the Town and set it upon the new foundation. I have done over $350,000 worth of automation work and rebuilding of Detroit-Diesel powered generator sets, and can offer references for this. This contractor also does bonded installations up to three million dollars. For the aforementioned reasons, I request that the Town reject the bids of the other two bidders on the Town Hall Project and of the Fronhoeffer Company on the Police Department project. The equipment supplied and installed shall meet the requirements of the National Electric Code and all applicable local codes and regulations. All equipment shall be new, of current production by a national firm which manufactures the generator and controls, transfer switch, and assembles the generator set as a matched unit so that there is one-source responsibility for warranty, parts, and service through a local representative with factory-trained service personnel. SUBMITTAL: Submittal shall include specification sheets showing all standard and optional accessories to be supplied, schematic wiring diagrams, dimension drawings, and interconnection diagrams identifying by terminal number each required interconnection between the generator set, the transfer switch, and other remote devices if included elsewhere in these specifications. TESTING: To assure that the equipment has been designed and built to the highest reliability and quality standards, the manufacturer shall be responsible for design prototype tests as described herein: Components of the emergency system, such as the engine/generator set, transfer switch, and accessories shall not be subjected to prototype tests since the tests are potentially damaging. bather, similar design prototypes which will not be sold, shall be used for these tests. Prototype test programs shall include the requirements of NFPA-110 and the following: 1. Maximum power (kw) . 2 . Maximum starting (kva) at 35% instantaneous voltage dip. 3 . Alternator temperature rise by embedded thermocouple and by resistance method per NEMA MG1-22 .40 and 16.40. 4 . Governor speed regulation under steady-state and transient conditions . 5. Voltage regulation and generator transient response. 6. Fuel consumption at 1/4 , 1/2 , 3/4 , and full load. 7 . Harmonic analysis, voltage waveform deviation, and telephone influence factor. 8 . Three-phase line-to-line short circuit test. 9 . Cooling air flow 10. Torsional analysis testing to verify that the generator set is free of harmful torsional stresses. PAGE: 2 GENERATOR SET SPECIFICATIONS 06/30/92 11. Endurance testing. WARRANTY: The emergency generator system shall be warrantied by the manufacturer for one year or 2,000 hours, whichever occurs first, from the date of the site start-up. PRODUCTS The standby generator set shall be rated continuous standby (defined as continuous for the duration of any power outage) 120/208 volts, 3 phase, 4 wire, . s powerfactor, 57. 0 kw, 71 kva, 198 amperes at 500 feet altitude, 85 degrees Fahrenheit as Kohler model 60RZ with a 4P10 generator frame. Vibration isolators shall be provided between the engine-generator and welded steel base or between the base and the floor. Final Production Tests: Each generator set shall be tested under varying loads with guards and exhaust system in place. Tests shall include: 1. Single-step load pickup. 2 . Transient and steady-state governing. 3 . Safety shutdown device testing. 4 . Voltage regulation. 5. Rated Power. 6. Maximum Power. Upon request, arrangements to 'witness this test will be made or a certified test record will be sent prior to shipment. ENGINE: The 460 cubic inch displacement engine shall deliver a minimum of 126 hp at a governed speed of 1800 rpm,. The engine shall be equipped with the following: A. Fuel filters and electric fuel shut-off valve. B. Isochronous governor capable of 0. 25% Steady State frequency regulation. C. 12 volt positive engagement solenoid shift-starting motor. D. 35-ampere minimum automatic battery charging alternator with solid-state voltage regulation. E. Positive displacement, full pressure lubrication oil pump, cartridge oil filters, dipstick, and oil drain. F. Drys-type replaceable air cleaner elements. PAGE: 3 GENERATOR SET SPECIFICATIONS 46/30/92 Note: Engines requiring glow plugs will not be acceptable when NFPA-99 or NFPA-110 Type 10 (ten-second) transfer requirement must be met. The naturally aspirated or turbocharged engine shall be fueled with natural gas, have 8 cylinders and be liquid cooled. A unit-mounted radiator, blower fan, water pump, thermostat, and radiator duct flange (unhoused only) shall properly cool the engine with up to 0. 5 inches H2O external static pressure on the cooling system. GENERATOR: The alternator shall be salient-pole, reconnectable 12 lead, self-ventilated of drip--proof construction with amortisseur rotor windings and skewed for smooth 4 voltage waveform. The insulation material shall meet the NEMA standard (MGT-22 . 40 and 16.40) for Class H and be vacuum impregnated with epoxy varnish to be fungus resistant per MIL I-24092 . Temperature rise of the rotor and stator shall be limited to NEMA class F. The excitation system shall be of brushless construction controlled by a solid-state voltage regulator with adjustable Volts-per-Hertz operation capable of maintaining voltage within + or - 2% at any constant load from 0 to 100% of rating. The regulator must be sealed from the environment and isolated from the load to prevent tracking when connected to SCR loads. On application of any lead up to the rated load, the instantaneous voltage dip shall not exceed 20% and shall recover to + or - 2% of rated voltage within one second. The generator shall be capable of sustaining at least 250% of rated current for at least 10 seconds under a 3 phase symmetrical short by inherent design or by the addition of an optional current boost system. The generator shall be capable of delivering 51 KVA, 51 Kw with a maximum instantaneous voltage dip of 7% when loads are started as specified elsewhere or on the drawings. A resettable line current sensing circuit breaker with inverse time versus current response shall be furnished and shall not automatically reset preventing restoration of voltage if maintenance is being performed. This breaker shall protect the generator from damage due to its own high current capability and shall not trip within the 10 seconds specified above to allow selective tripping of down-stream fuses or circuit breakers under a fault condition. The generator, having a single maintenance free bearing, shall be directly connected to the flywheel Housing with a semiflexible coupling between the rotor and the flywheel. CONTROLLER: Set-mounted controller capable of facing right, left, or rear shall be vibration isolated on the generator enclosure. This re-work price includes new injectors on the engine. Because galvanizing reacts chemically with the fuel and dislodges from within the pipe, the injectors can be damaged. Therefore, if galvanized piping is used, damage to the injectors can occur and that will not be warranted. Black pipe is correct for this. Black pipe is estimated so as not to void the warranty. The specifications did not state where the existing Detroit-Diesel generator set is located and where it might be seen. Because of the aforementioned vacation schedule, the manufacturers engineer could not view this set before the bid. Enclosure as specified is included, but this contractor recommends a sound-attenuated en- closure to keep the noise to a minimum. It is felt that the noise level will be high with the proposed aluminum enclosure. The specifications do not mention whether the De- troit Diesel set is a 12-volt system or a 24-volt system. Accordingly, one 12-volt battery is included in this quotation for the Town Hall generator. This contractor has 40 years experience in standby generator system installations and is a member of a national organization to be informed of changes and problems. The equipment supplied and installed shall meet the requirements of the National Electric Code and all applicable local codes and regulations. All equipment shall be new, of current production by a national firm which manufactures the generator and controls, transfer switch, and assembles the generator set as a matched unit so that there is one-source responsibility for warranty, parts, and service through a local representative with factory-trained service personnel. SUBMITTAL: Submittal shall include specification sheets showing all standard and optional accessories to be supplied, schematic wiring diagrams, dimension drawings, and interconnection diagrams identifying by terminal number each required interconnection between the generator set, the transfer switch, and other remote devices if included elsewhere in these specifications . TESTING: To assure that the equipment has been designed and built to the highost reliability and quality standards, the manufacturer shall be responsible for design prototype tests as described herein: Components of the emergency system, such as the engine/generator set, transfer switch, and accessories shall not be subjected to prototype tests since the tests are potentially damaging. Rather, similar design prototypes which will not be sold, shall be used for these tests. Prototype test programs shall include the requirements of NFPA-110 and the following: 1. This re-work price includes new injectors on the engine. Because galvanizing reacts chemically with the fuel and dislodges from within the pipe, the injectors can be damaged. Therefore, if galvanized piping is used, damage to the injectors can occur and that will not be warranted. Black pipe is correct for this. Black pipe is estimated so as not to void the -warranty. The specifications did not state where the existing Detroit-Diesel generator set is located and where it might be seen. Because of the aforementioned vacation schedule, the manufacturers engineer could not view this set before the bid. Enclosure as specified is included, but this contractor recommends a sound-attenuated en- closure to keep the noise to a minimum. It is felt that the noise level will be high with the proposed aluminum enclosure. The specifications do not mention whether the De- troit Diesel set is a 12-volt system or a 24-volt system. The equipment supplied and installed shall meet the requirements of the National Electric Code and all applicable local codes and regulations. All equipment shall be new, of 'current production by a national firm which manufactures the generator and controls, transfer switch, and assembles the generator set as a matched unit so that there is one-source responsibility for warranty, parts, and service through a local representative with factory-trained service personnel. The naturally aspirated or turbocharged engine shall be fueled with natural gas, have 8 cylinders and be liquid cooled. Controller shall be equipped to accept a plug-in' device capable of allowing maintenance personnel to test controller performance without operating the engine. The controller shall include: 1.
