HomeMy WebLinkAbout05/14/2014 Town of Southold Housing advisory commisSion MEETING MINUTES MEETING #94 May 14, 2014 Present: Fred Andrews, Dan Sarnowski, Rona Smith, Beth Motschenbacher, LeRoy Heyliger, Michael Herbert, Eric Dantes, William Dougherty, Councilman Jim Dinizio and Phillip Beltz. Also present, Frank Excused: Scarola. John Vahey and Jeanne Kelley Meeting began at 5:32 p.m. Approval of Minutes: The minutes of April 02 were approved. Affordable Housing Presentation and Discussion with Frank Scarola: Mr. Scarola presented preliminary concept plan for land that he owns in Southold hamlet that exceeds five acres. He proposed development of 16 two-bedroom condominiums in two buildings, each resembling one house. Agriculture encompasses a large part of the tract and the frontage consists of hamlet business that he would like to retain, most likely with market apartments above the business. Agricultural site could be utilized for a community garden for condo residents or partnership with Peconic Land Trust or Mr. Scarola will use it to grow grapes. He stated that he would be willing to consider partnering with a non-profit (e.g. CDCLI, LIHP, etc.) who could access grant subsidies. Follow-Up of Discussion Regarding Philip Monticciolo Apartment Rental Concept: General consensus that proposed project with funding from the Office of Mental Health for veterans would be exceedingly difficult to market. Also acknowledgement that the Town does not have necessary supports for veterans to ensure its success. Recommendation to inform Mr. Monticciolo that HAC would continue their support for apartment rental concept but not with OMH funding. In addition their proposed rents exceed that of the Town’s affordable housing policy. Follow-up Discussion : Fostering affordable apartments in business zones and review of apartments in accessory structures will be discussed at the Code Committee on Thursday, nd May 22 at 9:00 a.m. in the Annex board room. In addition, Heather Lanza will meet with the Town Board on Tuesday, June 3rd to discuss amendments to the Affordable Housing District code to accommodate rental units. . CPF Tax Exemption: Bill sponsored by Palumbo and co-sponsored by Thiele has been introduced to the New York State Assembly. Habitat for Humanity: No one from the public commented on the public notice that the Town is seeking to transfer funding to Habitat for demolition. Phillip sent necessary paperwork to Suffolk County who will release paperwork of environmental review before money is allocated. Two applicants remain in consideration. Alternatives for Convent of Sacred Heart Church: Phillip contacted the Director of Housing and Legal Affairs of Catholic Charities who stated that they are in discussion with several people regarding the sites and would reach out to the Town if warranted.
