HomeMy WebLinkAbout04/01/2014 RECEIVED Southold Transportation Commission Southold Town Hall MAY 1 3 2014 April 1, 2014 Meeting Called to Order: 9:59 AM by Chairman Neb Brashich. Southold Town Clerk Members Present: Councilman Bill Ruland, Frank Field, Highway Superintendent Vincent Orlando, Town Engineers Jamie Richter and Michael Collins, Margaret Brown, Planning Dep't Director Heather Lanza, Chief Martin Flatley, Rona Smith, Jim Baker and Tom Fox. Also Present: Three of the eight local high school students involved in Project Bus Stop and their adult coordinator, Ms. Regan Batuello. Minutes of January 27, 2014 A motion to approve the minutes was made, seconded and was carried. (There were no meetings of the Commission in February and March 2014). Current Transportation Issues (Also see below Handicapped Parking Request—Southold Pharmacy, Route 25, Southold Michael Collins reported that Town Board approval of a budget line would be required for the implementation work to be done and a drawing showing the placement of that parking space was provided. He advised that there would be a $50 permit fee and that signage costs would be about$250 for each sign. Therefore, a request for a $500 authorization should be adequate to complete the project. Mr. Collins departed the meeting immediately upon the conclusion of his remarks. Proiect Bus Stop After Neb brought those attendees up to date concerning the history of the bus shelter issue in the Town, Ms. Batuello and the students provided a very descriptive slide presentation covering photos of the six prioritized proposed shelter sites at locations in Mattituck, Greenport, Cutchogue, Peconic and Southold. The group also provided very informative handouts explaining the rationale for the six sites proposed, as well as a copy of the January 24, 2014 article in the Suffolk Times describing its efforts to that date. The Commission applauded the efforts of these highly motivated students and encouraged them to maintain their enthusiasm for the bus shelter issue and other issues of public interest. After agreeing to provide the Commission with a memo concerning the selected sites and the public's reaction its proposals, the group departed the meeting at 10:45 AM after a discussion of S-92 ridership issues (see below). EETC Update S-92 Heather Lanza and Margaret Brown reported that Sunday and holiday ridership on that route had increased dramatically in the May October 2013 period over the same period in 2012. That trend continued in the first quarter of 2014. SCDPW Heather also reported that the SCDPW representative advised that funding for certain projects was available, subject to the timely submission of requests. LIRR Although the MTA has budgeted $37,000,000 for the proposed "scoot train" shuttle service for the North and South Forks, an RFP published in the fall of 2013 had drawn little response. Signalization ("positive train control") is proceeding on the Montauk line, while it is understood that a "survey" covering the possibility of signals on the line from Ronkonkoma to Greenport would be undertaken. Weekend service to Greenport will resume on May 3rd and will continue until November 30th. In anticipation of a strike by LIRR employees in July 2014, the NYSDOT has inquired about parking availability at LIRR stations. Public Requests None Supervisor&Town Board Requests Traffic Light at Westphalia Ave. & CR 48, Mattituck An email from the Supervisor's office dated f March 17th reported that a local resident had complained that the signal change interval at that intersection is too slow. Chief Flatley reported that the turn signal requires resetting and that the matter would be referred to the SCDPW for attention. Southold Bus Shelter As requested in Neb's memo of February 3rd to the Supervisor, which reported on the history of attempts to place a bus shelter in Southold hamlet, the Town Board has registered no objection to the proposed placement of a bus shelter in way of the entrance to Town Hall, as depicted in a drawing provide by the Engineering Department. Planning Board Requests Town Comprehensive Plan Heather Lanza reported that issuance of the Transportation & Infrastructure Chapter has now been delayed to the end of 2014. All work on that chapter will be done in-house by the Planning Department. Parking in Southold hamlet also remains as an issue to be considered. Current Transportation Issues Orientation / Interpretive Signage Proiect— RBA Phase II In its letter of February 13, 2014 to Jamie Richter, Royal Guard Fence has now advised that it will not be able to sign the contract for the placement of the signs and kiosks due to "personal reasons". Accordingly, RBA's email of March 31st to Neb advised that it will resume work on soliciting a new Bid Analysis Package from another contractor, as required by NYSDOT.
