SPECIFICATIONS FOR POLICE DEPARTMENT UNIFORM CLOTHING
I. GENERAL CONDITIONS AND REQUIREMENTS:
A. No bids will be considered from individuals, firms or corporations in bank-
ruptcy or in the hands of a receiver.
B. A substitute for the product specified will be considered when the terms
"or equal" are used. The bidder must submit with the bid satisfactory
proof that any substitute offered is equal to the standard specified.
C. All bids will be F.O.B. destination and include inside delivery.
D. No charge shall be made for boxing or packing.
E. If any bidder does not fully understand the specifications or conditions
here, or is in doubt as to the intentions of the same, he shall satisfy
himself by inquiry in writing before bidding. After the contract has
been entered into, the interpretations of the specifications by the Town
of Southold shall be binding.
I1. SUBMITTAL OF BID:
A. The bidder shall furnish all the. data required on the quantity and
specification sheets.
B. The bid shall be submitted sealed, clearly marked, "POLICE UNIFORM
BID" on the outside of the container.
III . A. The Town Board of the Town of Southold reserves the right to reject
any or all bids which do not comply with the invitation to bidders, the
specifications, instructions to bidders, or other herein-;'contained require-
ments to waive any informality in bids, and to accept the bid which it
deems most favorable to the interests of the Town of Southold, New York.
B. it is understood and agreed that the acceptance of the foregoing bid by
the Town of Southold shall thereby constitute a contract between the Town
of Southold and the bidder, comprising in its entirety the invitation to
bidders, the specifications, the requirements, the instructions to bidders,
the terms and conditions, the bid and the acceptance of the bid by the
Town of Southold.
IV. A. The prices herein should not include any excise taxes and/or sales taxes
imposed by any state or municipal government.
B. The bidder hereby proposes to furnish all the necessary uniforms, clothes,
linings, buttons, braids and all other materials and labor to complete the
uniform requirements at and for the price named, according to the specifi-
cations that are contained herein a.nd as required by the Town of Southold,
New York. .
C. All bids will be submitted as per "Unit Price", per shirt, trousers, etc.
D. All garments shall be tailored to each individual to insure proper fit. The
necessary measurements and fittings as required are to be made at a time
and place as designated by the Chief of Police.
E. Any and all necessary adjustments and alterations shallbe made within one
week as not to inconvenience the Town of Southold Police Department.
F. Delivery of all items shall be made within 30 days after receipt of the
measurements.
G. The finished garment shall be clean, well made and tailored, pressed, and
be free of any defect which may affect appearance or serviceability.
H. The contractor shall thoroughly inspect the finished garment, etc. , for
compliance with the Town of Southold specifications prior to inspection
by the Chief of Police, and prior to delivery to the Town of Southold
Police Department for final inspection.
I . All materials and workmanship contracted for and ordered under this bid
will be subject to acceptance or rjection by the Town of Southold after
inspection and/or tests to determine whether or not the materials and
work performed by the contractor. meet the requirements set forth in the
invitation and specifications.
J. The Town of Southold will furnish an official emblem to be sewn on both
shoulders of each winter shirt, summer shirt, blouses, jackets, etc. Rank
insignia, when required, will be furnished and sewn on by the successful
bidder.
K. Delivery will be a major factor as consideration in award of this bid.
L. Failure of the contractor to supply uniforms as stated within the conditions
herein shall result in procurement of items ..from another source with the
additional monies incurred by the Town of Southold charged back to the
contractor.
M. Primary consideration to awards will be given to bidders"-ability to complete
all orders within specified time periods. Vendors are cautioned to note the
conditions herein and their ability to fulfill this contract.
N. Period of contract: January 1, 1992 to December 31 , 1992.
O. Female garments must be made on a female pattern for shirts and trousers.
Male trousers altered to fit females will not be acceptable.
V. A. Failure to submit samples of all items with bid proposal shall be cause for
rejection.

GENERAL TRIM INSTRUCTIONS
GENERAL
The following emblems, braid, insignia, chevrons, etc. , shall be attached to all
uniform coats, shirts and trousers as indicated. They shall conform in style and
quality as described in detailed specifications or be equal in all respects to those in
use. They shall be furnished at the bidder's expense except for embroidered Depart-
mental Shoulder emblem, which will be funished by the Police Department.
CHEVRONS
LIEUTENANT - shall wear on the prescribed uniform the prescribed band
of lustrous black mohair braid, 1 inch wide, placed with
its lower edge 32" above the bottom sleeve and on outside
seam of trousers from cuff to waistband ligne 4.
SERGEANT -- shall wear on each sleeve six (6) inches below the shoulder
seam a three (3) stripe prescribed chevron on both sleeves
to be in line with the center lower part of the Departmental
insignia.
On the trousers on the outside vertical seam, a black mohair
braid, 3/811 wide from cuff to waistband ligne 4.
POLICE
OFFICER -- trousers to have a black soutache cord on the vertical seam
from cuffs to bottom of pocket 12 ligne.

and bottom edges. Said cane to be natural or black color. Front

in front and three in back of each shirt must incorporate a perma-
nent modified silicone crease produced by the "Lintrak System".
FRONT: Left front to have a self fabric center pleat 1-12" wide extending
from collar band to bottom of shirt. It shall have 2 rows of stitch-
ing 7/8" apart. The center pleat to be lined with 100% Polyester.
A self lined button stand 7/8" wide shall be placed on the right
side and extend from collar band to bottom of shirt. There shall
be six front and one collar button.
COLLAR: To be die cut. The back' of the stand is to measure 1-12". The
points are to be 2-7/8" in length and top stitched 4" from edge.
the interlinings are to be 100% Polyester, 250 Denier.. The inside
collar band body fabric shall be Polyester satin lined with crease
'n' tack interlining. Permanent collar stays of proper length are-
to be sewn inside collar so that no stitches are made through the
bottom leaf. The stand shall fasten with one button.
YOKE: Two ply yoke lined on the inside with Polyester satin. Yoke shall
measure approximately 2-3/411 at bottom center of band and 22" at
outside edge of yoke.
SLEEVES: Each sleeve shall have 2 plackets, 14" wide both top and bottom,
with one button placed on the placket approximately 22" above the
top of the cuff. Sleeve ,setting and closing shall be done with an
overedge and safety stitch. Cuffs to close with 2 buttons and
buttonholes„ be 2-7/8" wide and have 4" topstitching on the edge.
They shall be lined with woven, unbleached 100% cotton interlining.
POCKETS: Two breast pockets finishing 5-3/8" wide and 5-3/4" long to have
mitered corners. Both pockets shall have a 12" box pleat stitched
top and bottom to prevent spreading. Left pocket to have a sewn
through pencil opening 1-3/8" wide. Velcro 3/8" wide and 1" long
to be placed on each pocket to secure Velcro placed on each flap.
FLAPS To be die cut, creased and scalloped, finishing 51" in width, 2-3/4"
in length at the center and 22" at each side. Flaps to be placed 4"
above the top of each pocket and have one centered buttonhole with
button. The left flap to have a pencil opening 1-3/8" in width.
Velcro 3/8" wide and 1" long to be placed on edges of each flap to
secure Velcro placed on pockets. Flaps to be lined with crease 'n'
tack interlining.

approximately 1" from the collar seam. They shall be box
stitched to shoulders with a row of cross stitching 2" from

to the sleeve. Shoulder straps are to be die cut, creased
and lined with crease 'n' tack.
STAMPING
AND CARE
INSTRUCTIONS: Neck size and sleeve length to be stamped in collar with style
and cut number. A permanent size tap is to be sewn in with
label to the inside yoke. Care instructions to be attached to
the tail of the shirt.
BUTTONS: To be a melamine button dyed to match the fabric color. 20 ligne.

METAL BUTTON
FEATURE: Dark Navy Blue and Navy Blue shirts are made to accept metal
buttons on the shoulder straps, fronts, pocket flaps and cuffs.

collar stays of proper length are to be sewn inside collar so that
no stitches are made through the bottom leaf. The stand shall
fasten with one button.
YOKE: Two piece yoke of self goods to measure approximately 2-3/4" at
outside edge of yoke.
SLEEVE: Each sleeve shall have 2 plackets with one button placed on the
right placket approximately 22" above the top of the cuff. Sleeve
setting and closing shall be done with an everedge and safety
stitch. Cuffs to close with 2 buttons, to be 2-7/8" wide and have
4" topstitching on the edge. They shall be lined with wove, un-
bleached 100% Cotton interlining.
POCKETS: Two breast pockets finishing 5-3/8" wide and 5-3/4" long to have
mitered corners. Both pockets to have a 12" box pleat stitched
top and bottom to prevent spreading. Left pocket to have a sewn
through pencil opening 1-3/8" wide. Button centered on each pocket
to correspond with buttonhole on flap.
FLAPS: To be die cut, creased and mitered, finishing 52" in width and
2-3/8" in length at the center. Flaps to be placed -41" above the
top of each pocket and have one centered buttonhole. The left
flap to have a pencil opening 1-3/8" in width.
BADGE TAB: Inside sling type of self-goods approximately 12" wide to extend
from joining seam to pocket of left front. To have two small,
uncut, buttonholes 14" apart with the lower buttonhole approximately
3/4" above the flap.
SHOULDER
STRAPS: To be sewn into sleevehead seam and measure approximately 1-7/8"
tapering to 12" with end pointed. Straps to be set approximately
1" from the collar seam. They shall be box stitched to shoulders

SPECIFICATIONS
SHIRT -- SHORT SLEEVE -- COLOR - NAVY BLUE
FABRIC: Poplin, 65% Polyester/35% Combed Cotton, 4.0.-4.25 oz. per yard.
Permanent press, Soil-bar soil release finish.
CREASING: Pockets, pocket flaps and shoulder straps to be die creased to
give uniform shape and size.
FRONT: Each front shall have an approximate 3" turnback extending from
neckline to bottom of shirt. The left front shall have 7 button-
holes 3/4" from edge, 3'-z" apart. Buttons to be strongly attached
through two thicknesses of material forming right front and shall
correspond to each buttonhole.
COLLAR: To be die cut. Convertible collar is to measure approximately
3'-z" long at points and top stitched 2" from edge. The inter-
linings are to be 100% Polyester, 250 Denier. Permanent collar
stays of proper length are to be sewn inside collar so that no
stitches are made through the bottom leaf.
YOKE: Two piece yoke of self goods to measure approximately 2-3/4" at
bottom center of collar and 2-7/8" at outside edge of yoke.
SLEEVES: Sleeves are to be one piece, have a 7/8" hem and finish 9z" to -
9-3/4" long from the shoulder seam. Sleeve setting and closing
shall be done with an overedge and safety stitch. The sleeves
shall be bartacked at the hem.
POCKETS: To breast pockets finishing 5-3/8" wide and 5-3/4" long to have
mitered corners. Both pockets to have a 1 Z" box pleat stitched
top and bottom to prevent spreading. Left pocket to have a sewn
through pencil opening 1-3/8" wide. Button centered on each
pocket to correspond with buttonhole on flap.
FLAPS: To be die cut, creased and mitered, finishing 5'-z" in width and
2-3/8" in length at the center. Flaps to be placed 4" above the
top of each pocket and have one centered buttonhole. The left
flat to have a pencil opening 1-3/8" in width.
BADGE TAB: Inside sling type of self-goods approximately 1.2" wide to extend
from joining seam to pocket of left front. To have two small,
uncut buttonholes 14" apart with the lower buttonhole approx-
imately 3/4" above the flap.
SHOULDER
STRAPS: To be sewn into sleevehead seam and measure approximately
1-7/8" tapering to 12" with end pointed. Straps to be set
approximately 1-7/8" tapering to 12" with end pointed. Straps
to be set approximately 1" from the collar seam. They shall be
box stitched to shoulders with a row of cross stitching 2" from
sleeve head and diagonally sewn from each end of the seam to
the sleeve. Shoulder straps are to be die cut, creased and inter-
lined with crease 'n' tack.

AND CARE
INSTRUCTIONS: Neck size to be stamped in collar with stype. and cut number.
A permanent size tab is to be sewn in with label containing
care instructions to the inside yoke.
BUTTONS: To be made of thermosetting polyester material to match the
fabric color. 19 ligne.

UNIFORM TROUSERS -- COLOR - DARK NAVY BLUE -- ALL YEAR TROUSERS
FABRIC: Delta Mills Style 9769. 65% Dacron Polyester/35% Worsted Wool.
13-13.5 oz. per linear yard. 3 x 1 Left Hand Twill. Spun
warp and filling yarns.
DESIGN : Shall be made on a uniform pattern, having a plain front with
straight side pockets, a watch pocket, 1" belt loops and two
back pockets, with one billy pocket below rear hip pockets.
POCKETS: The front pocket opening will be a minimum 62" and be 6" deep
from the bottom of the opening. Pockets shall be stitched, turned,
and re-stitched. There shall be a non-woven interlining fused to
the front pocket facing to give additional stability and strength to
the pocket. The inside front pocket facing shall be a separate
piece of self material finishing no less than 14" wide. The back
pockets will have a minimum opening of 5.1" and be6" deep. They
shall be made with a Reese PW automatic machine and finished on
the outside with an exposed top and bottom cord. The left pocket
shall have a tab to button. The watch pocket, located approx-
imately 3" to the front of the right side seam at the waistband,
shall have an approximate opening of 2-3/4" and shall be 3" deep.
The front pockets and watch pocket shall each have a straight
bartack and each back pocket shall be bartacked with a triangular
bartacking machine.
POCKETING: All pocketing shall be black, 65% Polyester/35o Cotton with a
minimum thread count of 68 x 54. The weight shall be 2.60
yds. /lb.
WAISTBAND: The waistband shall be 2" wide and shall be closed with a crush-
proof hook and eye, the eye being bartacked for stability. The
waistband curtain, attached with a rocap machine, shall have
Snugtex and be made of black, 65% Polyester/35o Cotton. Banrol
waistband stiffener, 3/4"' in width, shall be sewn into the waist-
band on the front of the trouser from side seam to side seam.
The trousers are to be made with a continuous closed waistband.
The waistband shall be set on and shall be stitched below the
lower edge through the outer fabric and the waistband curtain.
INSIDE TRIM: The right fly and crotch linings shall be the same fabric and
color as the waistband curtain. There shall be a non-woven,
interlining fused to the fly facing to give additional stability
and strength to the pocket. The right fly lining shall be sewn
to the left fly below the zipper. The crotch lining shall be
serged to each front. A separate french fly made of the outer
fabric shall be sewn to the inside right fly.

BELT LOOPS: There should be a minimum of 5 belt loops on waist sizes 28,
29, 30, and a minimum of 7 on all sizes over 30. Each loop is
to be lined and 1" wide, with stitching on the face side 1 /8"
from each edge. Except for the back loop which shall be tacked
on, all loops shall be sewn into the bottom of the waistband and
into the rocap. They shall accommodate a 1-5/6" belt.
ZIPPER: The trousers shall be closed with a molded nylon memory lock
zipper and have a brass bottom stop at the base of the zipper
chain. A straight bartack shall be sewn through from the out-
side of the garment to the inside at the bottom of the fly. It
shall be sewn through the zipper tape, the right and left fly
and the right fly lining. The right and left fly shall be joined
by an additional bartack located below the bottom zipper stop
on the inside of the trouser.
CREASING: The front and rear crease in the trouser legs must incorporate
a permanent modified silicone crease produced by the "Lintrak
System".
SEAMING: The entire trouser is to be seamed with Polyester core or 1000
Polyester spun thread. The seat seam shall be stitched with a
tandem needle seat seaming machine.
SIZE TAG: The trouser shall have a sewn in label giving care instructions
and an outside waistband label which shall be marked with lot
number, size, fiber content and WPL number. A permanent size
label shall be sewn inside on the hip pocket.
FINISHING
AND PRESSING: All loose threads shall be removed. Trousers must be pressed
completely and properly with the side seam, inseam, and seat
seam pressed open. There must be a Texpak clip attached to
the top fly of the finished trousers.

TROUSERS -- ELASTIQUE
FABRIC: Solid: Worsterlon, A VISA fabric from Milliken & Company,
Style 7028, Dark Navy Blue, 13.25--13.75 oz. per linear yard.
100% Dacron Polyester Elastique. Warp: Dacton T-242, Textured
Octolobal, 150 Denier, 2-ply air entangled, fully oriented.
Filling: singles, supn 655 E. long staple.
DESIGN : Shall be made on a uniform pattern, having a plain front and
straight side pockets, drop watch pocket, 2 back pockets and
one right rear billy pocket.
POCKETS: The front pocket opening will be a minimum 6" and be 6" deep
from the bottom of the opening. They shall be stitched, turned,
and restitched. The inside front pocket facing shall be a separate
piece of self material finishing no less than 14" wide. The back
pockets will have a minimum opening of 52" and be 6" deep. They
shall be made with a Reese PW automatic machine and finished on
the outside with an exposed top and bottom cord. The left pocket
shall have a tab to button. The drop watch pocket, located approx-
imately 1-21" to the front of the right side seam and 14" below the
waistband shall have an approximate opening of 2-3/4" and shall be
3" deep. The front pockets and drop watch pocket shall each have
a straight bartack and each back pocket shall be bartacked with a
triangular bartacking machine.
POCKETING: All pocketing shall be black, 65% Polyester/35% Cotton with a minimum
threat count of 68 x 54. The weight shall be 2.60 yds. /lb,
WAISTBAND: The waistband shall be 2" wide and shall be closed with a crush-
proof hook and eye, the eye being bartacked for stability. The
waistband curtain, attached with a rocap machine, shall have Snug-
tex and be made of black, 65% Polyester/35% Cotton. No-roll waist-
band stiffener, 3/4" in width, shall be sewn into the waistband on
the front of the trouser from side seam to side seam. The trousers
are to be made with a continuous closed waistband. The waistband
shall be set on and shall be stitched below the lower edge through
the outer fabric and the waistband curtain.
INSIDE TRIM: The right fly and crotch linings shall be the same fabric and color
as the waistband curtain. The right fly lining shall be sewn to
the left fly below the zipper. The crotch lining shall be serged
to each front. A separate french fly made of the outer fabric
shall be sewn to the inside right fly.

lock zipper and have a brass bottom stop at the base of the zipper

of the garment to the inside at the bottom of the fly. It shall be
sewn through the zipper tape, the right and left fly and the right
fly lining. The right and left fly shall be joined by an additional
bartack located below the bottom zipper stop on the inside of the
trouser.
SEAMING: The entire trouser is to be seamed with Polyester core or 1000
Polyseter spun thread. The seat seam shall be stitched with a
tandem needle seat seaming machine.
