SUPERVISOR RUSSELL: Please rise and join in the Pledge of Allegiance to the Flag. Thank
you. Before we start with the regular business of the Town Board meeting, we are going to have
some special presentations. As we all know, it is Arbor Day and each year the Tree Committee
hosts a poster contest. David Cichanowicz is chairman and is going to come up and present
some awards.

DAVID CICHANOWICZ: Good afternoon everyone, this is our annual Arbor Day poster
contest that we hold every year. We pass out to the schools in Southold Town this criteria of
doing a nice poster for Arbor Day which is coming up this week on Friday and we select winners
throughout the Town of Southold as well as individual schools. And today we are honored to
present the top prize winner to Elizabeth Borzilleri, this poster right here is the contest winner.
Along with this we take the winning poster and convert it into a bookmark that is handed out
throughout the schools in Southold Town. It is a pretty big deal. Along with that, she will get a
tree planted in her behalf at the school she attends. Which will also be happening this Friday. So
it is a big deal and she deserves a lot of credit, so well done.
SUPERVISOR RUSSELL: On behalf of the entire Town Board, congratulations.
MR. CICHANOWICZ: Great job. Now, the second contest winner here we have is Maria Perez
from Southold Elementary. Here you go, thank you, you did a great job.

SUPERVISOR RUSSELL: I would ask everybody to take some time after the meeting to look at
all the posters because I think all the kids did a wonderful job, we are going to have them up for
a few days, so come in at any time and check them out. It is really quite amazing. This is the
point where we have an awkward pause and you can all sneak out. I would ask anybody in the
audience that would like to comment on any of the agenda items to please feel free at this time?

Permit Worship Services at Beach
RESOLVED the Town Board of the Town of Southold hereby grants permission to the North
Fork Reform Synagogue to hold picnics followed by worship services at Kenney's Beach,
Southold on the following Fridays: July 11, July 25, August 8 and August 22,2014 from 6:30
PM to approximately 8:00 PM; parking permit requirements shall be waived for participants who
do not have Southold Town Beach Parking Permits; placards to place on the vehicle's dashboard
should be provided by the synagogue to those participants who do not have parking permits. All
fees are waived except the $250 clean-up deposit, which will be returned to the applicant
provided the area is deemed clean following inspections by a town representative. The required
certificate of liability insurance has been filed with the Town Clerk's office.

Retirement Resolution for Elected Officials
WHEREAS,the State of New York has set additional reporting requirements in Section 315.4 of the
New York Codes, Rules and Regulations which requires all elected and appointed officials whose terms
start on or after August 12, 2009, who are members of the New York State and Local Retirement System
and who do not participate in their employer's time keeping system to prepare a log of their work-related
activities for three consecutive months and submit their logs to the clerk or secretary of the governing
body within 150 days of the start of their term;
NOW THEREFORE, BE IT
RESOLVED that the Town Board of the Town of Southold hereby establishes the following as standard
workdays for elected and appointed officials and will report the following days worked to the New York
State and the Local Employees' Retirement System based on the record of activities maintained and

Training Service Agreement, all fees associated therewith shall be a legal charge to the

SUPERVISOR RUSSELL: That would conclude the regular business, I would invite anybody
that would like to address the Town Board on any issue to please feel free.
Peter Terranova
PETER TERRANOVA: Peter Terranova, Peconic. Representative of Peconic Sound Shores
association. Mr. Supervisor, you and the Town Board displayed an incredible amount of
leadership on the cull issue. By presenting the facts and informing the public of these facts. We
need to do the same on this jetty shortening controversy at Goldsmiths. So let us review some of
the recent history facts surrounding this issue. There have been many good studies over the
years. One show that the jetty at Goldsmiths is responsible for the erosion 2 % miles to the east
and beyond, what we have learned though is that due to the geological makeup of Long Island
and natural processes, the average historical shoreline erosion is in the range of one to two feet
per year and this is due to an imbalance of sediments supply versus the losses to the east and
offshore. While average these losses are not uniform. Hot spots develop often in certain areas
for no apparent reason. Wind direction, severe storms, waves, tides all have an impact. Peconic
Sound Shores was such a hotspot in the late 50's and early 60's and led to the erection of the
jetty. Kenney's beach became a hotspot some years later. Town beach and Hashomomaque
Cove got hit hard in the 90's and the early 2000's. No one who lives at the beach is immune,
now the erosion rates may also have increased over the historical average due to a reduction in
the sediment supply due to the bulkheading and armoring of bluffs all along the north shore of
Long Island, we are all aware of that. Rising sea levels may also have contributed. Just in the
last three years, we at Peconic Sound Shores have lost at least 30 feet of protective dune. The
most comprehensive study was the Goldsmiths Inlet workshop conducted in 1996. Led by the
Town of Southold under Jean Cochran and the New York Department of State, nationally
recognized coastal experts including Stephen Leatherman, Robert Dean, Tim (inaudible) and
Fred Anders from the New York Department of State as well as local residents were invited to
this workshop and actively participated. What was unique about this workshop was that for the
first and only time, expert researchers looked at the entire littoral cell from Duck Pond point in
the west to Horton's Point in the east. Now after many presentations, site inspections and

contentious discussion, the workshop produced a set of five inter-related elements for addressing
the beach erosion in this littoral cell. Does anyone here recall what they were? Okay. One,
replenish the Kenney's beach area by pumping sand from offshore. Double the groin about 150
long at McCabe's beach to hold the dredged sand in place. Build a terminal groin or jetty at
Horton's Point to hold the sand in the littoral cell. Shorten the jetty at Goldsmiths. But also then
build another groin west of Goldsmiths to protect the homes on the bluff that would immediately
be vulnerable by shortening the jetty. Now the cost of the was, obviously could not be justified
so there it died. The results of this comprehensive study though did not deter the folks who do
not like the jetty so then, Supervisor Horton decided just to pursue shortening the jetty. Now the
assessment of jetty shortening alternatives by OCTI which was dated September 30, 2005 was
not a study, it was an assignment to determine the effects of shortening the jetty by one third or
one half. It should also be noted that OCTI made no recommendation but by making unfounded
and erroneous assumptions in their computer model, they tried to maximize the benefits to the
east and minimize the negative impacts on the west. After all, that's what Supervisor Horton
wanted. However, the summary findings on page 39 of that report and I have it with me said,
says it all, `beach width change 3,900 feet east of the jetty just beyond the Bittner groin (which
was in existence at that time) zero accretion after 10 years under any jetty shortening scenario.
Zero. None, nada. In other words, changing the length of the jetty has no impact. Disarmed by
the facts at that time, the justification for jetty shortening became the jetty is in disrepair. Safety
and to reduce inlet dredging and we know those all to be false. The town then proceeds to write
or have written all of its project proposals, requests for funds, for reasons that have no bearing on
the problems at Kenney's beach. The last Town Board meeting, however well-orchestrated, has
backfired because it finally shows everyone what this is all about: Kenney's beach. And your
own assessment shows no benefit, zero, none, nada. Now to the good folks at Kenney's beach,
for those that will see this, I am not happy over the shoreline losses that you and other beach
property communities have endured. I remember how deep your beach was and water-skiing
with friends off that beach. I also fondly remember the deep beach at Town beach where Jack's
shack used to be. Our community at Peconic would not exist today if it were not for the jetty.
And I do now know what the ultimate answer is to replenish the beach at Kenney's, short of
pumping in sand off-shore and then find a way to keep it there. But I do know that shortening
the jetty will not help you and you have an absolute and unequivocal right to know the truth of
what the scientific experts have said. Now the Town is now contemplating spending $27,000 to
have the same people who originally wrote the DEIS to re-write it. That is just trying to put
lipstick on a pig. Mr. Supervisor, if you want to replenish the beaches east of Goldsmiths up to
Horton's Point and shorten the jetty, then you need to greatly expand the scope of your project to
include all of the steps documented in the 1996 workshop because this whole littoral cell is a
system. Enough on that. Two weeks ago, on April 8, 2014 at the Town Board open discussion
session, I was accused by a member of the community of breaking protocol by speaking to the
Town Board during that days work session, you may recall. Let me point out for the Town
Board that two weeks prior, at the work session on March 25th, the supervisor asked select
people in attendance to comment on revisiting the DEIS. You remember? I might add that this
was a last minute addition to the agenda. I did not know about it until I arrived at Town Hall that
morning to listen to the proceedings as I sometimes do when my schedule permits, unlike others
who were apparently pre-notified that this would be an item for discussion, I was not pre-
notified. At the end of the discussion, the Supervisor indicated that the discussion would

continue in two weeks. That evening, at the regular Town Board session, I did address the Board
and gave some of the Town Board members a copy of some prior communication from 2012 on
the DEIS subject. Two weeks ago, the Town Board meeting agenda was not posted to the
website until Monday. The DEIS was again listed as a discussion item only. Just before the
meeting I came across some additional information that was part of prior public meetings that I
thought would be helpful to the new Town Board members. As I and others were asked to
comment on the issue at the prior Town Board work session, I assumed it would be permissible
to re-introduce this information at the session. In fact, I asked for permission to speak before
doing so. Now since the subject of protocol has been brought up, topics for work session
discussion and resolutions should be website posted on the prior Friday so residents have time to
review and adjust their schedules accordingly. The practice of issuing the agenda on Monday or
adding items late Monday or Tuesday is not supporting the level of transparency and citizen
involvement in town business that the residents expect and deserve. Now there will always be
emergency situations that arise. But these should be the exception not the rule. But of greater
concern is the advance notice some special interest groups are receiving before the general public
regarding agenda items. In the case of the jetty DEIS, Peconic Sound Shores was not pre-
notified and we are the group that would be most affected by the decision. it also did not go on
notice that this very important topic is being brought to discussion at a time when the majority of
homeowners in our small community are not here. To substantiate what I am saying, I was sent
an email on Saturday, April 6th, I did not open that email unfortunately until Monday the 7th, the
night before the regular town meeting. I opened it when I got home from work. But it reads,
`next Tuesday the Board will vote to approve or not approve hiring the consultants Nelson, Pope
and Vorhees and Off Shore Coastal Technologies to update the DEIS. I received that email from
someone. Now how is this possible? If the only reference to the DEIS discussion was first put
out on Monday the 7th? So two days before, somebody was tipped off that there was in that
original agenda, there is no mention of hiring consultants, all it said was DEIS discussion. It
would appear that decisions are being made before the actual discussion. So the person in town
government responsible and my accuser of breaking protocol, shame on you. Now, the dog and
pony show that was orchestrated at the Town Board meeting on April 8th was a travesty of
leadership on the part of the town and the Kenney's beach civic association. The good residents
of Kenney's beach and other beachfront communities have legitimate shoreline erosion
problems. They look toward their elected leaders to provide solutions if there are any but most
of all, they deserve the truth. In the back and forth dialogue that evening, there was a subtle
implication that the prior Town Board did not do its job in not accepting the draft DEIS in 2009.
In fact, they did exactly what their job is, to review the data presented and make a decision on
the facts. To besmirch them because they did their job is just a terrible thing to do. The job that
wasn't done, Mr. Supervisor and Mr. Kenney's beach civic association president, was to explain
to the good folks at Kenney's beach that the town's own study as biased as it was, could not
show any shoreline accretion at Kenney's beach under any jetty shortening scenario, even after
10 years. Now understanding all the technical and scientific issues can be difficult, but you Mr.
Supervisor and the Kenney's beach civic association leadership certainly should and you should
have used your communication skills to explain why the DEIS was not accepted. So what have
we now accomplished? We stoked the emotions of loss, both financial and quality of life for the
folks at Kenney's beach. The folks at Peconic Sound Shores are being publicly vilified as selfish
and caring mean people who only wish to covet every grain of sand that passes in front of our

community. And you have Kenney's beach nothing but false hopes that shortening the jetty
would solve their problems. You know (inaudible), I know (inaudible). Politics though being
what it is may well prevail here. And you may succeed in shortening the jetty at the end of the
day but it will be a very long and expensive day and in the end you will have succeeded in
destroying the protection from storms and rising sea levels that we are most fortunate and lucky
to have at Peconic Sound Shores and all for the benefit of no one. We should have realized
something was afoot when this so-called special report of 12/12/13 appeared in the Suffolk
Times and this was brought up in the last Town Board meeting and that is why I reference it, it
was brought up as an authoritative document. Now I am not against the press reporting on the
views and opinions of citizens. Everyone has a right, an unequivocal right to speak their mind
but to report these views and opinions as facts is a disservice to the community, especially when
it is used to potentially influence the deliberations of the Town Board. I personally feel that
journalistic malpractice is not too strong a word to describe this level of reporting. I mean
nobody bothers to research the facts that the gristmill owner built a windmill because he couldn't
keep the tidal channel at Goldsmiths open to run the mill. Nobody pays attention the Department
of Commerce coast pilot report in 1918 which states Goldsmiths inlet is dry at low water and
generally has a depth of 3 feet at high water and it is closed at times by northwest winds but is
dug out by clam diggers every spring. Nobody looks at the 1938 photo,just a few years after the
end of prohibition that shows an inlet channel you could barely get a kayak through let alone
large power boats to deliver the hooch. Nobody sees the affidavit from the builder of the jetty
and the resolution of the Southold Town Board that states the jetty was built for west side
erosion control and not a marina. Nobody will recognize that every grain of sand and debris
entering the inlet pond will never flush out on its own because it is a flood dominant system and
has gradually been filling up for hundreds of years. Nobody acknowledges that the recent DNA
testing shows the inlet to be pretty clean and that the state ban on shell fishing is because they do
not regularly test it. Nobody publishes the results of the Town's own assessment that shows no
beach accretion at Kenney's beach from shortening the jetty. Nobody explains to the public that
a DEIS re-write, it's not a new study, it's nothing more than a re-written statement of
environmental impacts of the proposed project. And why? Because these facts do not fit the
narrative put forth by local special interest groups who have their own agenda and that agenda is
not to preserve the previous gains in shoreline erosion control. You know, however well
intentioned, doing the wrong thing hardly ever works out especially when the act is irreversible.
But in this day and age, it seems most people are judged by the sanctity of the professed
intentions and not by the results of their actions. The Town was misguided into high impact
dredging of the inlet channel in the mistaken belief it would better flush the inlet, resulting only
in more sand entering the pond and increased erosion on the eastern and western banks. The
proposal for shortening the jetty is another example of good intentions that will in no way change
the dynamics at Kenney's beach but will jeopardize the community for which this jetty was
designed as erosion control feature. Thank you very much.
SUPERVISOR RUSSELL: Thank you. Peter, do you mind if I address some of your issues?
Okay, first and foremost, the agenda doesn't always come out on Fridays. Sometimes it comes
out on Monday, we do the best we can. There is no obligation under the law to produce it on
Friday. We do that as a public service. I made it perfectly clear at the work session that
Tuesday, which quickly got out of process and I took responsibility for that, I invited you up to

the work session to address the Town Board, the fact that another member of the community
chastised your presentation, I am sorry he did that because he had that same opportunity to
present to the Board. I then made it perfectly clear that there would be no action for at least two
weeks so all parties had due notice, okay? There was no secret to that. You were there, you
knew what I said. Do we sit here again tonight because some of the people on one side of the
jetty said, wait a second, we haven't been notified and there is a secret missive to notify the other
side, we sit here tonight with no action on this very agenda for that very reason. So we can hold
it open for at least another two weeks so all parties are aware of the town's intention to put
money in place and then to simply vote on whether we want to do an EIS or not. Thirdly, the
EIS simply the studies the impacts of actions. It does not recommend, it does not discount, it
doesn't do anything about presenting a roadmap of what we should do at Goldsmiths Inlet and
with that jetty. It is simply a study, an environmental impact statement, it's a study.
MR. TERRANOVA: I believe I just said that.
SUPERVISOR RUSSELL: Right, the previous Board, that I served on, voted to spend over
$70,000 to do an EIS and then didn't vote, didn't do anything with it. To spend over $70,000 of
taxpayer money and not even accept the study and by the way, like we both know, the EIS does
not recommend anything. It simply evaluates impacts. To spend over $70,000 and not to even
accept the study seems fiscally irresponsible. I was on that Board at that time, I am entitled to
my opinions of the actions of the Board at the time. It doesn't besmirch anybody. We had a
difference of opinion in those days. There is no effort to reduce the jetty right now. It is simply
to complete an EIS that was started years ago. The EIS, even if it moves forward and it is
adopted does not compel the town to any action and you know that.
MR. TERRANOVA: Inaudible.
SUPERVISOR RUSSELL: One last point, the Goldsmiths inlet focus that was a local news
article, the town engineers reviewed that article, found many inconsistencies and forwarded all
those concerns to the editor at that local paper. So it is not that the town isn't paying attention.
We are.
MR. TERRANOVA: I just wanted to go on record, okay, in commenting on the article as it
appeared to me since it was brought up by another member of the community as an authoritative
document in an attempt to influence the Town Board, that I needed to respond to that.
SUPERVISOR RUSSELL: I would agree with you.
MR. TERRANOVA: As far as your statement regarding the draft environmental impact
statement, you are absolutely correct. The Suffolk Times again, in their latest issue says it is a
new study. These people get the facts wrong all the time, okay, and it just appears to me that in
this day and age when all these publications are put on the internet, okay, it speaks to that
commercial, oh, you believe everything you hear on the internet? It must be true. and it appears
that that's their modus operandi, okay, just to get the point of view on the internet, so when
someone googles Goldsmiths inlet, this is the information they get. Nobody reviews the facts. I

certainly hope the Town Board does review the facts of the case, okay, as I have outlined some
of the pertinent facts in my presentation this evening, okay? as far as the actions of the prior
Town Board, I don't know all the deliberations that was discussed in your own executive
session, whether or not you would vote for it, against it or table by not bringing it up for a vote, I
don't know what those particulars were and why the Town Board elected at that time not to take
action on it. It may have been for legal reasons, I don't know. Okay? That's something the
Town Board has to, you know, discuss. Why that was done. But the fact that they didn't accept
it indicates to me and as expressed by a number of Town Board members at that time, is that they
felt it was inadequate. And it was inadequate not only in its content of the statement itself but
that the so-called study that it was based on was not a study, it was an assignment by Josh
Horton. Josh Horton assigned those folks to a specific task. You don't conduct a study that way.
The way a study is conducted is the way it was done in 1996 under Jean Cochran and the
Department of State and the Town of Southold, they brought all the experts together and said,
hey, look at the problem and tell us what you think. That is a study. So, when you go back to
your DEIS which is based on a problematic assessment which people call a study, and it wasn't,
it was an assignment, okay, you begin to see, you are trying to build a house on a rotten
foundation. So I suggest that if the Town is serious about addressing the Kenney's beach, the
littoral cell, let's call it that, okay, you need to go back to that 1996 study. And you need to look
at those elements, look at the dialogue that went on and there was compromise involved there
because there was emotions on both sides and these coastal experts tried to balance the emotional
aspect of you know, give and take, so on and so forth and come up with something that in their
best judgment, okay, was going to help. They also recommended some things which the town
has never done, which is set up a beach monitoring program. I mean, I put stakes on the beach
now to try and monitor what is happening to our dunes. Back in forth, you know, over the
course of the winter. The town has never done that, okay, so we don't know. People walk out
there at high tide and say, oh my god, there is no beach. People walk out there on low tide and
say, oh my god, look at all that beach. Like I mean, nobody knows. So everybody is looking at
what they see.
SUPERVISOR RUSSELL: If this Board votes to appropriate the funds to update the EIS, all of
the concerns that you have raised, it is a public process. You would participate in that process.
Every one of your concerns including your concerns about the validity of the original Offshore
Coastal Technologies report, assignment, whatever you want to call it, they have to be part of the
EIS and they have to be responded to by the consultant. So you are part of this process. And I
think you really need to understand and I think you need to, well, you don't need to, I can't make
you but you need to know that I have been trying to be as inclusive as I can for everybody and
we have delayed and we have delayed, you know, I did everything I can to include you in this
process and I will try and include your neighbors as best I can.
MR. TERRANOVA: All I am saying here is that, you know, I just lost my train of thought.
Going back to the DEIS, I don't know if you recall but back one of the presentations that I had
made, as you know, I am an educated engineer, I am used to writing technical reports, done so
many times in my career. Multi-million dollar reports, multi-million dollar appropriations,
request for funds. I sat down and tried to re-write that DEIS based on the evidence that was
presented in the OCTI assessment based on everything that had, you know, that's in the

documented literature. And I couldn't do it, because there was so much contradiction and I
pointed these things out. So you are going to spend $27,000 to have the same people who wrote
it the first time trying to re-write it? Good luck. Thank you. Thank you Town Board, I
appreciate the opportunity to speak.
COUNCILWOMAN DOHERTY: I just want to clarify that no matter what the Town Board
does, we cannot take any action until we finish the SEQRA process and we have, the DEIS is 5,
6 years old, we have to update it in order to continue the SEQRA process. And whatever
decision we make, whatever that is going to be, we can't make a decision until this process is
done. So we are forced to either update what we have or maybe go out and spend another
something $100,000 to do a new one and to us, that was not fiscally responsible. So we want to
update the DEIS that is out there and then we can move on with the SEQRA process and then we
can move on with the process to try to make the best decision possible for everyone involved.
MR. TERRANOVA: I understand what you are saying, Jill.
COUNCILWOMAN DOHERTY: That gets lost because people...
MR. TERRANOVA: And you are saying it within the context of a very narrow focus. And that
narrow focus is shortening the jetty. Okay? And what I am trying to say which is not included
in any of the reports, is not included in the DEIS, it was not included in the request for funds to
New York State. It was not included in the contract you had originally signed with New York
State, okay, to assess the impact that what you are talking about over the littoral cell. For
example, you shorten the jetty, you are putting a number of homes that are on the bluff, okay,
which are now benefitting from dunes that are in front of that bluff, natural dunes in front of that
bluff, that is going to be gone. Okay? That was not addressed in the study, it wasn't addressed
in the DEIS, these things were pointed out as to why you couldn't even make the leap from the
assessment to the DEIS. Okay? That is what I tried to say before, maybe I wasn't clear. I tried
to rewrite that DEIS. Put my town hat on as somebody, as an advocate for the project and I
couldn't do it without tripping over my shoelaces referencing the facts and trying to translate that
into action, couldn't justify it. That's all I am saying. Thank you.
SUPERVISOR RUSSELL: I would invite anybody else that would like to address the Town
Board to please feel free?

ROBERT DUNN: I have a question. Robert Dunn, Peconic. This week I got an email from one
of your local media regarding a press release on some funds that were going out for potholes.
Did you read that?
SUPERVISOR RUSSELL: I am sorry, I ....
MR. DUNN: They allocated for potholes and there is a list of east end towns and the village of
Southold got (inaudible), there is no village of Southold, correct?
SUPERVISOR RUSSELL: No, there is a hamlet. No formal designation, you are right. Town
of Southold.

MR. DUNN: Okay. On the south fork Town of East Hampton, Town of Southampton, Village
of East Hampton, Village of Southampton, Village of North Haven, Village of Sag Harbor,
Village of Sagaponack, Village of Quogue, on and on and on, up to and including the Village of
West Hampton Dunes. Which is one end of Dune Road, three quarters of a mile long, they got
$570. I dare say Fishers Island has a lot more road work than they do yet there is nothing here
from them. In any case, if you added all this up, it's probably $250,000 going to the south shore
and $49 to the north fork. And this was from Assemblyman Thiele...
SUPERVISOR RUSSELL: Fred Thiele.
MR. DUNN: Thiele. The man that got that (inaudible), he represents us also?
SUPERVISOR RUSSELL: He does not. He represents what is now considered the first
assembly district. Our representative was just recently elected to a term.
MR. DUNN: Okay. But do we just, I mean, I would like to see us go to war with the south fork.
What they get is what they get but I mean, if we get so much less (inaudible).
SUPERVISOR RUSSELL: Well, first you have to remember that there was a vacancy when a
gentleman who held the seat for the assembly was elected highway superintendent for
Brookhaven. The governor did not fill the seat, he did not call for a special election. We had to
wait to fill the seat for a special election which just recently took place. This is very difficult
with a brand new junior assemblyman trying to compete for funds with a seasoned south fork
and also you don't want to go to war with the south fork, wait until the helicopters get here. I am
about ready to, so...
MR. DUNN: Okay, well, no, I just, Anna...
SUPERVISOR RUSSELL: Throne Holst.
MR. DUNN: She has been really nice about trying to get along and working together....
SUPERVISOR RUSSELL: Yes, she has been cooperative.
MR. DUNN: I am not suggesting that we should try and get something that they have because
we want it.
SUPERVISOR RUSSELL: Anna has been very cooperative.
MR. DUNN: I am just trying to say why couldn't they give all (inaudible)
SUPERVISOR RUSSELL: I would agree.
MR. DUNN: And I was just wondering if you had any answers.

SUPERVISOR RUSSELL: No. I would, again, speak to the issue of the representative who had
secured that kind of funds for his home district.
COUNCILMAN GHOSIO: This is for pot holes you said?
MR. DUNN: This is pot hole work. Yeah.
COUNCILMAN GHOSIO: Some of it could just be square mileage.
MR. DUNN: That's what I thought. (inaudible)
COUNCILMAN GHOSIO: Based upon the numbers you said, 250 for down on the south shore
and $49,000 for us.
MR. DUNN: That's what, yeah and the Village of Riverhead got $41,000. You know, I just
thought it was a little weird.
COUNCILMAN GHOSIO: Can I just...
MR. DUNN: Especially when, like I said, they specifically allocated money for Westhampton
Dunes which is one street.
SUPERVISOR RUSSELL: Yes. A couple of houses, I know.
MR. DUNN: A couple of houses. The second part I was going to mention (inaudible) as you
know, I only (inaudible) but I really hope that we can, as we move along with this we can put it
to bed finally. I think that the failure to act last time, up or down and now we find ourselves
spending more money. I kind of feel like I live between the Hatfield's and McCoy's and
wouldn't it just be nice to see this thing resolved. I know it is going to be hard for you people
because you can't make everybody happy. But it would just be nice to end it at some point.
SUPERVISOR RUSSELL: The previous board had three options. They could have voted to
reject the EIS, they could have voted to send it back to the consultant to have them perfect it or
they could have voted to adopt it. Three options come and gone. They chose option four, put it
on a shelf and walk away. Despite spending a substantial amount of money on it.
MR. DUNN: Inaudible. There are other avenues, I mean, if in the end whatever you guys
decide, if people aren't happy with it, they have the right to appeal to you once again based upon
whatever criteria, they have the right to go to the courts if they want to and try to get past you but
they (inaudible) it's not good, let's get it done. Let's get it done and then at least then everybody
has had a fair shot, win or lose, it's done. Thank you.

COUNCILMAN GHOSIO: And to that, I will say, as eloquent as Mr. Terranova is, was in
giving his presentation, you know, I don't know about nefarious dealings in telling people that
we were going to address this or not. I for one don't know any of those nefarious dealings that
have been bandied about but as you know, I did say at that meeting that I value everybody's
input, that I as a new Town Board member didn't agree with what had happened in the past and
that I don't want to see the issue, the can getting kicked down the street again. And I do want us
as a Board to address it. I appreciated the fact that you brought that information, information I
didn't have. And you know, there's an awful lot of reading going into this. I spend the better
part of the weekend just reading information on Goldsmith's inlet and some of the history. And I
plan on continuing to do that as the topics come up but in my estimation to sit and not do
anything, knowing that there was interest on both sides of the issue, for us to address it, is not a
good thing. I just don't think that it is good for us to abdicate that responsibility. Let's read
everything and discuss it and see if we can't come up with some kind of solution, one way or the
other but I don't want to ignore it.
