RESOLUTION 2014-367 +''f~ ADOPTED DOC ID: 9725 THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION NO. 2014-367 WAS ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON APRIL 22,2014: RESOLVED that the Town Board of the Town of Southold hereby grants permission to the Group for the East End to park vehicles of three staff members for the Summer Field Ecology Program: Bay Beach Exploration, at the end of Indian Neck Lane, Peconic, on Wednesday, August 27, 2014 (r/d 8/28/14), and these vehicles shall be exempt from Southold Town parking fees for that day; also grants permission for use of the Indian Neck Lane Beach for the program; and grants permission for the Group for the East End have a portable toilet delivered and picked up from the site, provided: 1. They file with the Town Clerk a Two Million Dollar Certificate of Insurance naming the Town of Southold as an additional insured; 2. Staff members must display a placard in the car; 3. Applicant contact Captain Kruszeski of the Southold Police Department with a sample of placards and instructions for proper placement of the placards; and 4.' Evans, Justice AYES: Ghosio, Dinizio Jr, Ruland, Doherty, Evans, Russell TOWN OF SOUTHOLD Policy for Special Events on Town Properties and Roads In addition to the criteria set forth in Chapter 204 of the Southold Town Code with respect to the review of events are proposed to utilize or be held on any land owned, leased or controlled by the Town of Southold and, in particular, special events on Town roads, and with the exception of community organized parades, the issuance of a Special Event Permit by the Town Board will be subject to the following guidelines: 1. All events must be sponsored by a not-for-profit organization or recognized charity and the applicant must verify that all proceeds generated by the event are wholly for the benefit of said organization or recognized charity. 2. Events that require the closing of a road shall not be held on a holiday or at the same time or location of previously approved community or special events absent the authorization from the Chief or Captain of the Police Department. 3. All bicycle or motorcycle events shall be limited to 600 participants. 4. Applicants may only receive approval for one event in each calendar year. 5. The prior issuance of an approval does not bind the Town Board to approve the same or a similar event in the future. All special event approvals shall be subject to the compliance with the following conditions: 1. They file with the Town Clerk a Two Million dollar Certificate of Insurance naming the Town of Southold as an additional insured; a $100 filing fee; a remuneration of determined by the Chief or Captain of the Police for traffic control; $500 deposit for clean-up (deposit to be returned after event upon recommendation of Southold Town Police Chief); 2. Make every effort to control noise; 3. Comply with Chapter 205 of the Southold Town Code to notify neighbors in advance of the event; 4. Coordinate traffic control upon notification of the adoption of this resolution with Police Captain; 5. No permanent markings be placed on Town, County or State roads or property for the event; and 6. Any road markings or signs for the event be removed within twenty-four (24) hours of the completion of the event. I will place on my calendar to remind officers of special parking at this location, but a parking placard is still recommended. Signature Date Special Requirements: Group for the East End is requesting access to the beach at the road ending of Indian Neck Lane on August 27, 2014 for our Summer Field Ecology Program. There are two special requirements needed for this day. 1. There will be 3 staff members that will require Southold Town parking permits for the day 2. Due to the lack of facilities; Group for the East End will arrange for a portable toilet delivered and picked up from the site. We are also asking that the $100 processing fee be waived due to our non-profit status.
