RESOLUTION 2014-366 ADOPTED DOC ID: 9724 THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION NO. 2014-366 WAS ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON APRIL 22,2014: RESOLVED the Town Board of the Town of Southold hereby grants permission for the ALS Ride for Life: Road to a Cure event on Monday, May 6, 2014 from 10:00 AM to 3:00 PM, beginning in Greenport, arriving at the ferry and proceeding to Greenport High School; from the school, participants will travel by vehicle to Southold, to march along Wells Avenue, Jernick Lane, Oaklawn Avenue and Route 25; after leaving Southold, the event will travel by vehicle to Cutchogue East Elementary School. Approval is granted provided applicants submit a Certificate of Liability Insurance naming the Town of Southold as additional insured for a minimum of two million dollars and follow all the conditions in the Town's Policy for Special Events on Town Properties. Ruland, Councilman AYES: Ghosio, Dinizio Jr, Ruland, Doherty, Evans, Russell TOWN OF SOUTHOLD Policy for Special Events on Town Properties and Roads In addition to the criteria set forth in Chapter 204 of the Southold Town Code with respect to the review of events are proposed to utilize or be held on any land owned, leased or controlled by the Town of Southold and, in particular, special events on Town roads, and with the exception of community organized parades, the issuance of a Special Event Permit by the Town Board will be subject to the following guidelines: 1. All events must be sponsored by a not-for-profit organization or recognized charity and the applicant must verify that all proceeds generated by the event are wholly for the benefit of said organization or recognized charity. 2. Events that require the closing of a road shall not be held on a holiday or at the same time or location of previously approved community or special events absent the authorization from the Chief or Captain of the Police Department. 3. All bicycle or motorcycle events shall be limited to 600 participants. 4. Applicants may only receive approval for one event in each calendar year. 5. The prior issuance of an approval does not bind the Town Board to approve the same or a similar event in the future. All special event approvals shall be subject to the compliance with the following conditions: 1. They file with the Town Clerk a Two Million dollar Certificate of Insurance naming the Town of Southold as an additional insured; a $100 filing fee; a remuneration of determined by the Chief or Captain of the Police for traffic control; $500 deposit for clean-up (deposit to be returned after event upon recommendation of Southold Town Police Chief); 2. Make every effort to control noise; 3. Comply with Chapter 205 of the Southold Town Code to notify neighbors in advance of the event; 4. Coordinate traffic control upon notification of the adoption of this resolution with Police Captain; 5. No permanent markings be placed on Town, County or State roads or property for the event; and 6. Any road markings or signs for the event be removed within twenty-four (24) hours of the completion of the event. Sorry for the delay, we were awaiting to get final confirmation from the schools. We will be starting the day in East Hampton. From there we will take Route 114 to the Shelter Island Ferry. We will then arrive on Shelter Island and travel to the ferry to go to Greenport. We anticipate arriving in Greenport from the ferry around 10:40am. We will then travel Route 114 west to Greenport HS via Front St/Main Rd/25. Once we depart the HS, we will travel in vehicles. We will make a left at Wells Ave and a right at ]errick Lane where we will meet and stage with students (max 125 people total between patients, volunteers and students/faculty). We will then all walk to the ES off Oaklawn Ave. After a brief welcoming there, we will depart and head west on Main Rd. Shortly after on Main Rd there is a path that leads back to the school. The students will depart us and head back to school via that path. At that point we will enter our vehicles and drive to a staging area between Skunk Lane and Bridge Lane where we will get out and walk to Cutchogue ES arriving around 2:30pm. This is when our day ends. I have been in contact with Linda Cooper at the Southold Town Clerk's office as well. She has the same information and the application for our permit. We are a non-profit organization to raise awareness and funds for ALS. Each year we conduct a 12-day power wheelchair journey across Long Island called The Ride For Life. We start out east and travel into Manhattan. Last year, The Ride began it's journey in Southold and ended at Central Park in Manhattan. This year, we would like to incorporate Southold in our route. We have already spoken with Chief Flatley and he has agreed to assist us again this year. We would be in your Town on Monday, May 5.
