A meeting of the Southold Town Conservation Advisory Council was held Wed., March 12, 2014 at
Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:35 PM by Chairman Peter Young.
REPORTS
Chairman Peter Young recently attended a meeting with the Supervisor and the department heads
at Town Hall. The topic of conversation was to implement a code of conduct and procedures
guideline for all department and committees. The Zoning Board of Appeals has developed their
own set of guidelines which will be used to develop a more uniform guideline for all departments to
follow.
REPORTS-STUDENT INTERNS
Hunter Hedges stated that Marratooka Lake is frozen over making it difficult to take water samples
to test the algae. In the meantime, he's going begin researching the Monarch butterflies and how

to go about bringing back Milkweed to the area. Leah Santacroce will also participate in this
project. Leah is continuing her research on the mold growing on the American Beach trees.
APPROVAL OF MINUTES
Moved by John Stein, seconded by Keith McCamy, to Approve the Minutes of February 12, 2014.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION
PERMIT APPLICATIONS
Moved by John Stein, seconded by William McDermott, it was
RESOLVED to SUPPORT the application of HULSMANN LIVING TRUST/ROBERT & ANN
HULSMANN for the existing 132' bulkhead; to excavate existing bulkhead on the landward side,
132' long, add vinyl sheathing, replace all deadmen, lay logs and tie rods, add new face piles
adjacent to the existing face piles, 4"X 6" clamp timber, 2" timber cap to cover entire wall, and to
maintain 15' wide non-turf buffer.

The CAC Supports the application with the Condition the bulkhead remains at the same height,
the removable stairs are depicted on the plans, the project includes a drainage plan, and a 15'
non-turf buffer is installed along the landward side of the bulkhead.

Moved by William McDermott, seconded by John Stein, it was
RESOLVED to SUPPORT the application of SOUNA KOOLIK to partially reconstruct, renovate,
and expand an existing one-story dwelling located partially within Ch. 275 jurisdiction as follows:
remove existing dwelling down to existing foundation and construct partial 24.3'X 39.8' second-
story addition, 5.8'X 10.1' two-story addition, 2'X 9.75' two-story addition, 5. VX 22.3' one-story
addition, 22'X 24.2' one-story attached garage addition, 14'X 4.7' front porch addition with 14'X
2.8' steps, 16'X 40' attached deck with 2.8'X 12' steps, 4'X 8.4' cellar entrance/steps within
existing footprint, and 23.8'X 6.7' outdoor shower; install drainage system of leaders, gutters and
drywells; remove existing concrete walkway located less than 100' from wetlands; remove existing
nonconforming sanitary system located less than 100' from wetlands and install new, upgraded
sanitary system and public water service line more than 100' from wetlands; and remove existing
impervious concrete driveway and install new pervious gravel driveway more than 100' from
wetlands.

RESOLVED to SUPPORT the application of HENRY KELLY to remove existing storm damaged
stairs, to construct a 40'X 20.5' walkway to a 4'X 4.5' stairway leading to a 4'X 12' walkway, a 4'X
4' landing leading to 4'X 12' steps to beach. All decking will be untreated.

and the stairs are retractable.

Moved by John Stein, seconded by William McDermott, it was
RESOLVED to SUPPORT the application of BONNIE JEAN ROBERTSON to maintain two
irregularly shaped decks and steps attached to existing single-family dwelling, irregularly shaped
on-grade walkways (including pedestrian "bridges" over bounded stream, and an 8.2'X 145 shed.

Moved by Peter Meeker, seconded by Doug Hardy, it was
RESOLVED to SUPPORT the application of NEW SUFFOLK WATERFRONT FUND for the
existing 352 If. of 48" wide fixed dock, which includes 60 If. of new dock; 10 finger docks at 30"
wide (8-19' long (1 of which is new), 1-16' long, 1-15' long); 352 If. of stone jetty. In-kind
repair/replacement due to storm damage to all of the above. Add one large rock up to 30" in height
to the top row of 352' of stone jetty. Existing free standing pilings that are structurally unsound to
be replaced in-place, in-kind.

The CAC Supports the application, however questions whether the proposed 30" increase in
height of the stone jetty is necessary.

Moved by Peter Meeker, seconded by Doug Hardy, it was
RESOLVED to SUPPORT the application of DIANE & DENNIS HARKOFF to reconstruct an
existing 4'X 130' fixed dock, replace piles, reconstruct existing 3'X 16' ramp, reconstruct existing
6'X 24' float, replace existing dolphins (2) and reconstruct a 4'X 24' ramp at the landward end of
the fixed dock.

The CAC Supports the application with the Condition the docking facility is reconstructed using
best management practices and the floating dock is no larger than 6'X 20', in accordance with Ch.
275 of the Town Code.

Moved by Doug Hardy, seconded by Peter Meeker, it was
RESOLVED to NOT SUPPORT the application of ROGER PRAETORIUS to install a recreational
docking facility consisting of a fixed walkway and landward ramp with open-grate decking 4'X 90'
supported by 6" dia. marine piles seaward of the high water line and 4X 4 timbers landward of the
high water line, hinged ramp 3'X 20', and floating dock 6'X 20', and the float secured by two 8" dia.
marine spiles.

The CAC does Not Support the application because the dock was not staked. The CAC made an
observation that there is potential for serious drainage problems if the property is developed.

JOHN F. MCGILLIAN to stabilize approx. 660' of storm-damaged bluff. Excavate area approx. 20'
wide to a depth of 6' and temporarily stockpile material, install geo-textile filter fabric, install a 6"-1'
filter layer of crushed stone, and construct a rip-rap slope of two layers of armor stone, a bedding
layer of crushed stone will be installed and several layers of 9" lifts of granular fill will be installed
and galvanized wire forms with filter fabric will be installed. The forms will then be filled with
plantable soils and then planted forming a reinforced vegetated slope.
Located: 1177 Old Mallory Rd., Fishers Island. SCTM#11-1-11
The CAC did not make an inspection, therefore no recommendation was made.
W. LUKE BOSWELL to stabilize approx. 660' of storm-damaged bluff. Excavate area approx. 20'
wide to a depth of 6' and temporarily stockpile material, install geo-textile filter fabric, install a 6"-1'

WILLEM KOOYKER & JUDITH ANN CORRENTE to remove the three accessory structures from
the property; a two-story garage, pool house and storage shed, as well as a swimming pool and
terracing. Three additions are proposed to the main house; a 191 sf. one-story addition on the
north side of the house; a two-story 2,200 sf. addition with garage on the south side of the house;
and a second-story addition to be built over a portion of the house's existing footprint totaling 693

sf. The proposed one-story addition on the north side of the existing house will be a distance of
63.75' from the bluff line.
Located: 7832 Claypoint Rd., Fishers Island. SCTM#3-1-5
The CAC did not make an inspection, therefore no recommendation was made.
HAY HARBOR GOLF CLUB to reconstruct approx. 270' of an existing rock revetment destroyed
by storm and to install approx. 800' of new revetment. Excavate area at the toe of the existing bluff
5', install compact fill as needed, install geotextile filter fabric and erosion control matting, install a
34" layer of crushed stone as a filter layer, install armor layer rip-rap at the top of the revetment
install 4-6" of topsoil, install stone slop (min. 2" dia.) to provide an interlocking mass and to fill
voids with topsoil and seed.
Located: Heathulie Ave., Fishers Island. SCTM#9-12-8.1
The CAC did not make an inspection, therefore no recommendation was made.
DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND &
COASTAL EROSION PERMITS
Moved by William McDermott, seconded by John Stein, it was
RESOLVED to SUPPORT the application of DAVID & MARY DESETTA to Amend Wetland
Permit #7779 to delete the proposed second-floor addition and construct a first-floor addition and
porch addition.
Located: 1325 Gull Pond Lane, Greenport. SCTM#35-4-10

RESOLVED to SUPPORT the application of NEIL J. & ANN M. COOPER to Amend Wetland
Permit #1869 previously administratively amended on December 12, 2012, to replace storm
damaged dock with 4'X 42' fixed catwalk (equipped with (2) 3'X 4' steps at landward end); a 3'X
16' ramp; and a 6'X 20' float secured by (4) 8" dia. piles (equipped with chocks to support float
above bottom at low tide).

The CAC Supports the application with the Condition all debris is removed from the wetland area.

Motion Carried
John Stein will attend the next regular meeting of the Board of Trustees scheduled for Wed.,
March 19, 2014 at 5:30 PM. Chairman Peter Young encouraged the student interns to attend as
well.

The next meeting of the Conservation Advisory Council has been set for Wed., April 16, 2014 at
4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned at 6:00
PM.
