Wilcenski, Chairman ✓whi Members of the Planning Board Date: August 19, 2014 Re: Request for Comments: Filipkowski, Karol (revised plan) SCTM#1000-59-10-5 ZBA#6747 & #6748 The Planning Board has reviewed the revised plan submitted for a contractor's yard on the parcel referenced above. The subject parcel, at only 0.3 acres and 50' wide is very small for the Limited Business (LB) Zone. We appreciate the difficulties in developing a parcel with these challenges, and we strive to find ways to support local businesses. The Planning Board however, cannot support the, lication as submitted. In the previous memo the Planning Board noted that the building would need to be significantly smaller than proposed to be able to meet or at least bring the plan closer to meeting the Code requirements for lot coverage, landscaping and parking. The revised plan shows a building that is not significantly smaller (from 3900sf to 3400sf), with many of the same concerns remaining as in our previous letter. The application remains inconsistent with the Town's Comprehensive Plan in that it does not meet the purpose of the Limited Business District. The Limited Business District's purpose states that the "uses must...be designed to protect the residential and rural character of the area", with an emphasis on design features to accomplish this goal. This application must be re-designed with this purpose in mind. The main design issues that remain are the size and location of the building, and the lack of proposed screening and buffers. This parcel is situated next to an A-C zoned parcel, currently vacant, but with the potential to be farmed or developed residentially. Our Code requires a 20' transition buffer to lots in a residential district (this can be varied by the Planning Board at their Filipkowski Page 2 August_19,_2014 discretion). It is also within full view of CR 48 (especially from the westbound lane), a State-designated Scenic Corridor.
