TOWN OF SOUTHOLD HOUSING ADVISORY COMMISSION MEETING MINUTES r x*.4 t MEETING #93 April 02, 2014 Present: Fred Andrews, Dan Sarnowski, Rona Smith, Beth Motschenbacher, LeRoy Heyliger, Michael Herbert, Eric Dantes, William Dougherty, Jeanne Kelley, Councilman Jim Dinizio and Phillip Beltz. Also present, Philip Monticciolo, Executive Vice President of the Monticciolo Company. Excused: John Vahey. Meeting began at 5:32 p.m. Approval of Minutes: The minutes of March 12th were approved. Discussion with Philip Monticciolo on Affordable Apartments: Mr. Monticciolo discussed proposed development of apartments in Southold hamlet with 25% of units targeted for veterans. He stated that he would also seek tax credits but funding for veterans from the Office for Mental Health (OMH) would offset need for greater number of tax credits and he could proceed without commitment of tax credits. Several questions posed regarding what are the requirements from OMH (i.e. is there a specific diagnosis required, what local supportive services exist in the community to assist vets, etc.) Another question regarding what is considered "affordable" and what would happen if ten local veterans do not apply for rental housing. Additional question whether the local demographics will support the size of proposed rentals (efficiencies, one or two bedrooms, etc.) Mr. Monticciolo also reported that his organization would also seek financial support of Suffolk County for infrastructure improvements such as the installation of the sewage treatment system. Follow-up Discussion: Fostering Affordable Apartments in Business Zones and Review of Code for Apartments in Accessory Structures: Both topics will be discussed at length at forthcoming meetings of the Code Committee. CPF Tax Exemption: Phillip reported that he spoke with Senator LaValle's counsel who indicated that Assemblymen Thiele and Palumbo will introduce a bill to amend the tax law that will include the Town of Southold. Habitat for Humanity: Two applicants of four households have been excluded from consideration due to very poor credit scores. The demolition will be slightly delayed as Community Development Block Grant funding requires a public notice informing residents that the Town is transferring allocations to support Habitat from previously allocated funding towards the Peconic Lane Community Center for furnishings. Continuation of RFP-Meeting with Developers, Real Estate and Non-Profits: Consensus from HAC that this meeting can be postponed in light of the presentation by Philip Monticciolo. Alternatives for Convent of Sacred Heart Church: Phillip contacted the Director of Housing and Legal Affairs of Catholic Charities who will contact him at a later date.
