SUPERVISOR RUSSELL: Please rise and join in the Pledge of Allegiance to the Flag. Thank
you. Before we get to the regular business of the meeting, I would like to recognize two people
who will no longer be employed by the people of Southold Town in the new year. Peter Harris,
as everyone knows is retiring and Councilman Chris Talbot is also retiring. Chris, I am going to
ask Pete to come on up. Pete, you have sat with me so many times when I handed these things
out and it is almost ironic that you are getting one tonight. Come on up. I have to tell you, I am
going to read this to you, I never read them but for you I am going to read it. I have worked with
Pete probably more than (inaudible) we have had hurricanes, we have had snowstorms, we have
had nor'easters that have knocked the streets out. We spent a couple of hours a day in the
basement of the Police Station with this guy, hours on end, you really get to know them. I have
to tell you, it has been an honor serving with you, every aspect of it. You are a man of honor and
integrity. "Whereas the Town Board of the Town of Southold wishes to recognize Peter Harris a
most dedicated employee as he retires from his position of Highway Superintendent after 12
years of service to Southold Town on December 31, 2013 and Whereas after working for the
New York State Department of Transportation for 30 years, 24 of them as Highway Maintenance
Supervisor, Pete was elected the Southold Town Highway Superintendent in 2002 and has been
actively involved in the Suffolk County Highway Superintendents Association, having served

both as President and Treasurer and Whereas Pete has generously volunteered his time in all
parts of his community as a long-time volunteer with the Greenport Fire Department, a founding
father of Greenport's Youth Activities Organization and past president and coach of the
Greenport Little League and Whereas in addition to his many accomplishments, Pete is a
hardworking and loving father and is known to have a tender heart toward his many pets and
strays, spending time working with pyrotechnic displays, playing golf and working on the bay
and Whereas Pete is a fine example of leadership and has become part of the fabric of Southold
Town government and his dedication to the Town deserves the sincere gratitude of those with
whom and for whom he has served, now, therefore be it Resolved that the Town Board of the
Town of Southold hereby extends their sincere appreciation and wishes Peter Harris a healthy,
happy and prosperous retirement." That is signed by the entire Town Board and the Town Clerk,
Betty Neville.
PETER HARRIS, HIGHWAY SUPERINTENDENT: Thank you very much, Scott. This is, I
didn't know when this day was going to come and I thought it was going to be, but I guess after
this many years in the business, it is going to be hard to actually walk away. My choice, it is best
for me, best for my family. But I truly love Southold Town and I wish Mr. Orlando all the
success in the world because you are going to need it. 24/7/365, that's all I can say. It is a
thankless job. There are many people that I treasured, there are acquaintances that made during
the course of the job. There are some (inaudible) out there that no matter what you do, you are
never going to be able to do without but I have a great work ethic that was passed on to me
through my parents and I felt that I passed it on to both of my children. And again, like I said I
am going to miss the camaraderie. This gentleman right here, we both are from different
political party's but there was no political party when it came to doing business with Scott
Russell. Scott Russell and Pete Harris always tried to do what was best for the citizens of
Southold Town. Both of my girls, Joan Sinramm and Loretta Stromsky, you couldn't ask for
two better girls to have work for you, to man the office business. My staff, as we speak, our out.
Mother Nature, I don't know if they don't want me to go or if they are trying to get me to go but
the last week, it's not even winter yet and we are already in our third winter storm. So again,
thank you all. It has been a pleasure and quite honestly, I am still looking forward down the road
to the day when the new repair shop and storage area, new viewing station become a reality at
Highway and thank you all very, very much.
SUPERVISOR RUSSELL: With all sincerity Pete, it might be better for you and your family
but it is not better for Southold Town. I wish you the best of luck in your retirement. Now,
Chris, I have to tell you I have never worked with anybody in the Town Board who has such a
sense of beliefs that were unwavering. Chris did exactly what he said he was going to do, he was
going to run for office, he was going to step in, he was going to make a difference and then he
was going to leave. You rarely see that in politics when someone sticks to their words. I have to
tell you, his approach to everything, his uncompromising values, at sometimes painful but that is
besides the point. He is a real man of integrity, he is almost a paradox because you think about a
Republican coming into office and championing property rights, well, Chris was so well-versed
on alternative renewable and environmental issues that it was just an absolute honor to work
alongside of him on many combinations. Things like the challenge of Plum Island, he was right
there through and through. Chris, come on down here. "Christopher Talbot, a most dedicated

official of the Town of Southold is retiring public service on December 31, 2013 and Whereas
Christopher Talbot has given generously of his time and provided faithful service to the residents
of the Town of Southold as Councilman since January 1, 2010 and Whereas Councilman
Talbot's record of unwavering service and diligence to duty to the Town of Southold deserves
the sincere gratitude of those with whom and for whom he has served; now therefore be it
Resolved that the Town Board of the Town of Southold hereby expresses its sincere appreciation
to Councilman Christopher Talbot for his unselfish and untiring efforts on behalf of the Town
and extends their best wishes for the years ahead; and be it further Resolved that a copy of this
resolution be presented to Councilman Talbot and entered into the permanent records of this
Town Board meeting." That is signed by the entire Town Board and Betty Neville. Chris, I do
want to tell you, you are a better man than me.
COUNCILMAN TALBOT: I would just like to comment quickly. I want to thank the residents
of the Town who gave me the ability to serve them. Public service is not for everybody, I beg
those who do have the initiative to go out there and it because it is very, very rewarding. Being
able to serve your fellow residents in town. Things that you can do not just for yourself but for
everybody. I want to thank the Board and Supervisor Russell for working with me and putting
up with me. Thank you.

COUNCILMAN RULAND: I don't want to discuss it but as a point of information, there was a
lot verbiage that went into this and some people may be familiar and some may not be familiar
with the fact that the Town of Southold has an electric car, purchased an electric vehicle and

initially when the car, it is on a lease and it is for the Human Resource Center to deliver Meals
on Wheels and initially purchased the car, you can plug the car in after you use, 100 mile usage.
You can plug the car in, recharge and ready for the next day. The Director of Human Services
had a brilliant idea which was if we had the fast charging system when the car came back at noon
time, we could reuse the electric car at a cost of 1/10 the cost of a gasoline powered car in
activities in the afternoon and then still recharge it and be ready for the next morning and that is
the reason for the charging station which will also be compatible with another vehicle when we
are fortunate to get a second or third one. And that is the reason.

COUNCILMAN TALBOT: I am going to vote no on this and the reason is because I think it
cost our Town Clerk's office to spend more time and money to issue these permits and then to
refund the fee for $15, I think it is a little absurd.

RESOLVED that the Town Board of the Town of Southold will hold a public hearing on the
aforesaid Local Law at Southold Town Hall, 53095 Main Road, Southold, New York, on the 14th
day of January 2014, at 7:32 p.m. at which time all interested persons will be given an
opportunity to be heard.
The proposed Local Law entitled, "A Local Law in relation to Amendments to Chapter 280,
Zoning, in connection with Wireless Communication Facilities" reads as follows:

A Local Law entitled, "A Local Law in relation to Amendments to Chapter 280, Zonine, in
connection with Wireless Communication Facilities".
BE IT ENACTED by the Town Board of the Town of Southold as follows:
1. Purpose.
This amendment is intended to make the provisions of Section 280-75 consistent with the
siting priority rules in Section 280-70 and to clarify the restrictions on the siting of a
wireless communication facility on vacant land.
11. Chapter 280 of the Code of the Town of Southold is hereby amended as follows:

No wireless communication facility is allowed on any designated landmark property or
district listed by Federal, State or Town agencies, except as specified below: ;mod ubjeeE

A. Any wireless communication facility located on or within an historic structure
listed by Federal, State or Town agencies shall not alter the character-defining
features, distinctive construction methods or original materials of the building and
subject to the requirements of Chapter 170. Landmark Preservation.
B. Any alteration made to an historic structure to accommodate a wireless
communication facility shall be fully reversible and subject to the requirements of
Chapter 170, Landmark Preservation.
C. Wireless communication facilities within an historic district listed by Federal,
State or Town agencies shall be concealed within or behind existing architectural
features, so that they are not visible.
D. Wireless communication facilities on vacant commercially-zoned parcels with
Landmark status and/or in a designated historic district, at the discretion of the
Planning Board with a finding that potential impacts to any nearby historic
landmarks or districts are mitigated.
III SEVERABILITY
If any clause, sentence, paragraph, section, or part of this Local Law shall be adjudged by any
court of competent jurisdiction to be invalid, the judgment shall not affect the validity of this law
as a whole or any part thereof other than the part so decided to be unconstitutional or invalid.
IV. EFFECTIVE DATE
This Local Law shall take effect immediately upon filing with the Secretary of State as provided
by law.

SUPERVISOR RUSSELL: That completes the agenda. Before we take public comment, I just
want to say again for the record that it has been a real honor to serve with Chris. Chris, when he
believed in something and he truly believed that was the right way to go, he wouldn't bow to
political pressure, public pressure, public sentiment. He stuck to his guns and I think every
Town Board needs that. And he brought a lot to this Board. I suspect that Chris believes that
some of his work is unfinished, I know he would like to see photovoltaic arrays on all of the
buildings of town government etc. And I think it is our job to try to get that work done for him.

ROBERT DUNN: Robert Dunn, Peconic. As rule, I speak from the hip here. Tonight I will
read. It has been almost 50 years since taking public speaking in college so after 40 years in the
New York City building industry, where public speaking was mostly yelling and four letter
words, I want to get this right. Subsequent to the last Board meeting I got an email from
someone I respect and trust in part it read, I have received input that your comments at last
night's board meeting where taken as negative, inappropriate, threatening and argumentative.
Further that the collective view of the Board is rather than us being appreciative of their support,
we are continually and very importantly publicly critical of them and the town staff. After
reviewing the video, I agree. It would seem the comments made regarding the recent dredging
may have been a little strong and in fact, we ought to acknowledge the town and some of its
employees efforts. Since I was one of the commenters, I feel it necessary to respond. First and
foremost, speaking for myself directly and while I know there are many in the community, there
is much appreciation for both the efforts and the resources that have been spent to the benefit of
Goldsmiths Inlet and its community by the Board and the town staff. Sadly, this was not said.
Inaudible.... as there are stones on the beach but they should never seem negative of the Board or
the staff when they are working to our benefit. Additionally, I do not agree with being critical of
individuals, either in their absence or in this arena. In fact, I do not agree with the criticism made
in general. As I had said before regarding Mr. Richter, his previous efforts during the armament
project were critical to its success. In fact, had his efforts to contain the cost not happened
perhaps the project itself may not have happened. As I watched from the comfort of my living
room window during the colder winter, Mr. Richter was in and out of that water filled pit
directing stone placement and yanking geo cloth with the best of them. Hardly an activity that I
would imagine in the job description of town engineer. Upon review of that night's tape, it
would appear that there was a tag team effort to attack the dredging project and its supervision.
Let me assure you, there was not. I was aware that the ladies would be raising some concern and
then me but it was not orchestrated. None the less, I am ashamed of its appearance and
apologize for my part in it. I have always thought this comment period was the Board's wish to
gauge public concerns, I did not wish to abuse it. I stand by my comments as a review for future
efforts, not as a criticism of what has been done. I did not deliver them well. I truly appreciate
the Board's willingness to listen to community response and even some people's poetry at times.
But it is also important to say that it is my belief that the speakers only had good intentions
toward the inlet no matter how misguided they may have seemed. Finally, the reports, the recent
report speaks of a funnel effect, understand, that funnel aimed at my house, so while I am
concerned about the Goldsmiths communities future and well-being this topic hits home directly.
I truly believe that less is better in terms of dredging and it would be less costly too. My fears of
the outcome have proven to be real and one only need look at the carnage of the west bank
during the past week to understand that validity. I will supply some pictures. There are many in
our community that have an interest and understanding, perhaps it would be wise to have a
meeting of some sort to discuss what direction this could go, in the end, the town would decide.
Speaking for myself, I would be happy to meet with anybody at any time for that purpose.

PETER TERRANOVA: Peter Terranova, Peconic. Gee, I am sorry I missed that session, it
sounds like it was a lot of fun. Anyway, a couple of weeks ago....

MR. TERRANOVA: I think it was two weeks ago that the town received a final report on E
Design Dynamics and you posted it on the website which I think is terrific, gives everyone a
chance to look at it. I read it a couple of times and honestly, I have been a critic of E Design
Dynamics. It is no secret to the Board, based on some of their past work and reports. However,
in looking at this report, I have got to be supportive of what E Design Dynamics put in their
report. I thought it was very thoughtful, their recommendations were based on their actual field
work and not on any preconceived opinions or assumptions. Regardless of how the Town Board
decides to pursue on their report, I believe the contents of the final report should be carefully
studied and understood by everyone and everyone concerned with the condition and the future of
Goldsmiths Inlet. While I personally would have liked to have seen in their report some analysis
of the current depth of the pond, okay, because I believe that has a critical impact on the
ecological health of the pond, I realize that more than likely that was not part of their original
study. Nevertheless, the analysis of the inlet now and the channel dynamics that was contained
in their report I think was quite informative. And I think it will help us better, all of us better
understand what is a very complex issue. So my comment related to the final report by EDD is
supportive of their work, their final report and I wanted to make the Board aware of my position
on that. Thank you.

LORI CONNOLLY: My name is Lori Connolly, I am from Mattituck. In the interests of
brevity, I would like to read a prepared statement. I am here today because like thousands of
others, I oppose the inhumane proposed deer slaughter proposed by the town. Perhaps those who
(inaudible) this ill-advised plan are under the impression that we can see better than we can
think. After all, if we show people 3,000 deer carcasses on the 6:00 news and the front page of
the paper, it means the politicians are doing their jobs, right? Not so. There are far more
efficient, less costly alternatives to this barbaric slaughter. Immuno-contraception and use of the
birth control drug PVP are both based on scientific study and have been proven effective in
various parts of the country. I urge you to consider these non lethal alternatives. We humans
have caused the deer problem by over development and our failure to balance our needs with

those of the wildlife around us. Deer do not cause Lyme disease, nor do they cause traffic
accidents. And slaughtering the deer will not solve these problems. Furthermore, changing the
law to allow hunters to come within 150 feet of residences rather than the 500 feet regulation is a
deadly proposition. It is only a matter of time before an innocent bystander is injured or killed.
The deer slaughter plan which you have embraced is shameful and shortsighted. It makes me
wonder when we will start rounding up and slaughtering those humans who are unable to speak
for themselves and who have become inconvenient to our way of life. I urge you to go back to
the drawing board, do some research and speak with experts in the field, such as Dr. Tamara
Allerbrach of the Harvard School of Public Health, wildlife biologist Laura Smith of the Humane
Society United States, Allen (inaudible) of the Tufts School of Veterinary Medicine, Richard
(inaudible) and others. These people have been studying the clash between deer and humans for
years. Please do your homework on this subject instead of embracing the quick fix offered up by
self-serving lobbyists. Thank you for listening. Now I believe that my 10 year old son also has
a short comment on this subject.
MR. CONNOLLY: The proposal to kill 3,000 deer is disgusting. They live here because we
want to be part of nature and wildlife surrounding us. Why should we kill the deer, they didn't
do anything but live where they always lived. We learn in school that you should get along with
your neighbors, well, the deer are our neighbors, so shouldn't we try to get along with them? My
mom says there are other ways to decrease the deer, so why can't we do that? I don't think you
should kill them because that is not right.

Councilman, you certainly earned the title, Chris. But it has been a pleasure. It is amazing, one
of the things that I still can't do that you can do is read plans upside down. Working with Chris
on the proposed highway building, we have been over a number of sets of plans and I can't make
heads or tails of them whether they are right side up or upside down. But it was amazing that
you were sitting on the opposite side of the table and because of his line of work and dealing
with them all the time, he was reading them upside down and speaking like it was first hand and
you certainly brought something to the table that is greatly appreciated because I think it is one
of the things that makes small town USA so unique in that people from different walks of life
can come to the table, pick up a common cause, discuss the issues, come to a consensus and for
that again, I would say thank you and also I would say welcome to Councilman elect Bob
Ghosio who happens to be in the audience, I look forward to working with you as well.
