HomeMy WebLinkAbout01/27/2014 Southold Transportation Commission Southold Town Hall January 27, 2014 Meeting Called to Order: 10:03 AM by Chairman Neb Brashich. Members Present: Councilman Bill Ruland, Frank Field, Highway Superintendent Vincent Orlando, Town Engineer Jamie Richter, Margaret Brown, Planning Dep't Rep Brian Cummings, Chief Martin Flatley, Rona Smith and Tom Fox. Minutes of November 18, 2013 After a correction noting the proper name of guest Robert Glover, a motion to approve the minutes was made by Margaret Brown, seconded by Tom Fox, and was carried. Public Requests (see below) The December 10, 2013 letter from Robert I. Scott Jr., Chairman of the Board of Assessors, suggested that the placement of a railing at the curb from the Main Road to the sidewalk in way of the entrance into Town Hall be considered as a safety measure. Mr. Scott reported having seen the fall from the curb of an elderly man who had just exited Town Hall and was enroute to his vehicle. He also wrote that other falls had occurred at that location and that previous requests for a railing had been made. Although Jamie Richter provided a drawing of such a railing, its placement would be subject to NYSDOT approval as Route 25 is a NYS road. That approval would likely require a provision for handicapped access. Moreover, since there is already signage at that location indicating that parking for handicapped persons is available in the parking lot at the rear of Town Hall, the Commission recommended that appropriate yellow striping be placed at the curb in front of Town Hall. East End Transportation Council Neb reported on the December 11, 2013 meeting. LIRR: - Planning for the proposed "scoot train" shuttle service for the North and South Forks continues and while funding for this project has been reserved by the MTA, there is only one manufacturer of suitable equipment. In the meantime, the EETC recommends that a cursory review of local station parking availabilities in anticipation of the expected increase in ridership resulting from the "scoot" service. Maps of existing NF station parking areas originally provided by the LIRR as part of the Volpe study were attached for review. It is understood that the LIRR maintains the station parking areas. Public Requests (continued Project Bus Stop - A January 23. 2014 article in the Suffolk Times highlighted the interest of local high school students in the placement of possibly six shelters on Route 25 at designated S-92 bus stop locations. While any available federal funding would be made available to SCDPW, no funding has yet been designated and eventual placement of the shelters would be subject to NYSDOT inspection and approval. Nonetheless, in the interest of encouraging the interest of these students in public affairs, it was suggested that they be invited to a future meeting of the Commission. Signage Request - Intersection of North Bavview Road, Dayton Road & Anchor Lane - Southold In a letter dated December 23, 2013, a local resident requested the placement of two Stop signs on North Bayview Road in addition to those already in place on Dayton Road and Anchor Lane. The request is related to the apparent lack of visibility to oncoming traffic at the curve on North Bayview Road at that intersection. Chief Flatley will recheck the existing signage, although he observed that there may be insufficient traffic to warrant the additional signage. Supervisor & Town Board Requests Littering - New Suffolk Avenue - Mattituck Councilman Ruland observed that two residences near the northern end of that thoroughfare appeared to be the sources of continuing disposal of empty plastic vodka flasks in the roadway. Chief Flatley advised that he would increase patrols in that area. Planning Board Requests Town Comprehensive Plan As previously reported, issuance of the Transportation & Infrastructure Chapter has now been delayed to February 2014. All work on that chapter will be done in-house by the Planning Department. Current Transportation Issues Southold / Cutchogue Bus Shelters - Status Siting issues continue with respect to the placement of both shelters. Orientation / Interpretive Signaqe Project - RBA Phase II In its letter of December 2, 2013 to the Supervisor, the NYSDOT noted that the Town had selected Royal Guard Fence as the lowest responsible bidder for the contract award. The Department also advised that it had reviewed the Contract Award Package and found it complete. Accordingly, the Town was empowered to award the contract to Royal Guard Fence and to start construction. However, the amount of federal-aid funding will be limited to the award amount of $120,005.00. The NYSDOT requested that it be made aware of the time and date of the pre-construction meeting so that one of its representatives may attend. It is understood that the meeting would take place during February or March 2014. Handicapped Parking Request - Southold Pharmacy. Route 25, Southold Jamie Richter will handle the necessary paperwork required to effect the necessary signage. Speeding on Eugene's Road - Cutchoque In his memo of November 20, 2103 to the Special Project Coordinator of the Town Economic Development Committee, Neb advised that Chief Flatley and he had inspected that roadway and confirmed that there were indeed no speed limit signs on either side over its entire length. When the appropriate speed limit has been determined, the Highway Department will install the signage and the Police Department will enforce the limit. Old Business Traffic Safety - Turn Signal - CR48 & Wickham Avenue - Mattituck Chief Flatley reported that SCDPW had refused a request to adjust the turn signal from CR48. SCDPW will be requested to revisit that issue. Traffic Safety - Intersection of Cox Neck Lane & CR48 - Mattituck Drivers have often been disregarding the Stop sign at that location, with increased potential for collisions. A'No Turn on Red" sign was suggested as a potential solution. SCDPW will be requested to review the situation. New Business It is understood that Route 25 may be repaved from CR105 in Aquebogue to Albertson Lane in Southold during 2014. It was suggested that signage issues on Route 25 be addressed at that time. Next Meeting The next meeting will take place on April 1, 2014 at 10:00 AM in the conference room at Town Hall.
