A meeting of the Southold Town Conservation Advisory Council was held Wed., February 12,
2014 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:40 PM by Chairman Peter Young.
ANNOUNCEMENTS
Chairman Peter Young welcomed Hunter Hedges and Leah Santacroce to the council, as they
were officially appointed to serve as student interns by the Town Board.
REPORTS
Peter Young and Peter Meeker attended the meeting of the Board of Trustees held on January 22,
2014. Peter Meeker felt that a lot of time was spent listening to bickering neighbors and that it
could've been better managed. Peter Young briefly reviewed each application. He suggested the
applications be looked at more astutely as important details may be missing.

APPROVAL OF MINUTES
Moved by John Stein, seconded by Peter Young, to Approve the Minutes of January 15, 2014.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION
PERMIT APPLICATIONS
Moved by Doug Hardy, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the application of JOHN & SARAH HENRY to perform ordinary and
usual maintenance activities on an existing "J" shaped pier, which pre-dated 1955 and consists of
an 8'X 152' shore-perpendicular section and 10'X 36' and 10'X 17' shore-parallel sections,
including as-built repairs following Hurricane Irene, including installation of a new 2"X 10"
untreated decking and replacement of storm damaged inside pilings, caps and stringers; and
proposed repairs of additional storm damage caused by Hurricane Sandy, including installation of
additional 2"X 10" untreated decking and replacement of additional 10" inside pilings, 6"X 6" caps
and outside stringers, and 4"X 6" inside stringers.

The CAC Supports the application, however, provisions should be made for lateral access.

Moved by Peter Meeker, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the application of EDWARD FLANNIGAN to change window and door
configuration on waterside of house and build a raised 22'8"X 9' patio to match first-floor level with
open wood pergola. Install a trench drain along the patio and convey the water landward to an
existing drywell.

The CAC Supports the application with the Condition the 10' non-turf buffer is indicated on the
plan, there is a drainage plan for the roof run-off and the building complies with FEMA regulations.

Moved by Jack McGreevy, seconded by Peter Meeker, it was
RESOLVED to SUPPORT the application of ROBERT & HEIDI BAILEY to raise existing one and
two-story, single-family dwelling by 2' and construct additions to dwelling, including partial second
story addition over existing first story with new roof overhang in place of existing, a 3.9'X 9.7' one-
story roadside addition in place of existing porch and a new 5.9'X 19.9' roadside porch addition
with 6.5'X 9.7' steps; construct 9.2'X 9.8' stoop/steps in place of existing rear stoop/steps;
construct new 9.2'X 20.3' waterside patio using pervious pavers; relocate 8'X 12' shed from
property line to rear of house; erect fencing; remove existing asphalt driveway and install pervious
gravel driveway; abandon existing nonconforming sanitary system and install new upgraded septic
system; raise grade around proposed sanitary system with approx. 107 cy. of clean sand and
topsoil to be trucked in from an approved upland source; replace and relocate existing public water

service line; install drainage system of leaders, gutters and drywells; and establish a 10' buffer
adjacent to tidal wetlands boundary to be actively planted with native vegetation.

The CAC Supports the application with a 20' non-turf buffer because of the built-up lot coverage.
There is a concern with the location of the sanitary system and the high ground water conditions.

Moved by Jack McGreevy, seconded by Peter Meeker it was
RESOLVED to SUPPORT the application of VERNI FAMILY LLC to demolish the existing
dwelling and sanitary system, construct a new two-story dwelling on the existing footprint, three-
car garage and septic system, and establish a 20' non-turf buffer.

The CAC Supports the application with the following Conditions:
• The 20' non-turf is annotated on the site plan;
• There is a detailed drainage plan for the property;
• No groundwater level diagram is discernable and there is a concern with
groundwater seepage; and
• the driveway remains pervious

RESOLVED to SUPPORT the application of LUAN SADIK to install an in-ground swimming pool
18'X 40', 30' from top of bluff with auto-cover on pool and 5' walkway of pavers around pool.

The CAC Supports the application with the Condition of a detailed drainage plan for the pool
backwash and paved areas. The CAC recommends a geo-land survey because the proximity of
the pool to the top of the bluff is a concern and the project could negatively impact the condition
existing bluff.

RESOLVED to SUPPORT the application of KATHRYN A. CAMPBELL to legalize repairs to an
existing dock and catwalk made after Superstorm Sandy.

RESOLVED to SUPPORT the application of ALVIN SCHEIN to construct a 4'X 26' catwalk using
thru-flow decking, a TX 14' aluminum ramp and a 6'X 20' floating dock anchored by three 8" dia.
piles.

ELLEN F. EMERY (Trustee of the Ellen F. Emery 1999 Revocable Trust) for the as-built
restoration of the bluff, upland drainage plan, 200 sf. observation deck 10' landward from crest of
bluff; as-built 100' timber pile vinyl sheet bulkhead, 80' timber pile tongue and groove sheet
retaining wall with two 8' returns located 55' landward of bulkhead, 85' timber pile vinyl sheet
retaining wall with12' return and 25' return, 4' wide beach stairs from top of bluff to top of
bulkhead, 4' wide beach stairs parallel to bulkhead with fiberglass reinforced plastic treads, 1800
cy. clean fill spread evenly between retaining walls to replace lost bluff material, and placement of
erosion control jute matting on bluff. Proposed rear yard drainage system to direct roof drain and
surface water away from house foundation and upland retaining wall by providing drainage swale
with 4" PVC pipe to a drywell in the front-yard area. Proposed 200 sf. deck of timbertech
composite decking supported by 6"X 6" posts, located in rear yard 10' landward from the top of the
bluff.

RESOLVED to SUPPORT the application of NICHOLAS & BARBARA PALLENTE for partial
demolition of existing dwelling, deck and patio, renovated and expanded first-floor, new two (2) car
garage with storage above, new covered porches on north, south and west of expanded first-floor,
new septic system and stormwater systems and redefined driveway/parking areas.

RESOLVED to SUPPORT the application of STEVEN & SUSAN BLOOM to install an in-ground
16'X 35' swimming pool with brick patio on grade in side yard, 96'8" from bulkhead from the
retaining wall above the bulkhead.

MICHELE GOSS to armor 325' of existing concrete seawall by installing boulders at random
intervals on the seaward side of the wall to break wave energy; to temporarily remove existing
beach access stairs; at the eastern end and the western end of the site to excavate the beach
approx.1.5' of 3" crushed stone as a filter layer; install armor layer riprap revetment 4' minimum
dia. rock at toe; install armor layer revetment stones and provide loam and seed as required to
transition slope to proposed revetment; and reinstall beach access stairs.

The CAC did not make an inspection, therefore no recommendation was made.
DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND &
COASTAL EROSION PERMITS
Moved by Peter Meeker, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the application of JANE W. KAYTIS to Amend Wetland Permit #5847
for the in-place replacement of approx. 101 If. of existing, storm-damaged timber bulkhead with
vinyl bulkhead, approx. 6" higher than existing; the replacement of approx. 20 If. of existing timber
bulkhead with vinyl bulkhead approx. 6" higher than existing; the in-place replacement of existing
4'X 4' wood landing and 4'X 8.5' steps to beach; the construction of a 12' vinyl return along the
southerly property line (if needed); and the renourishment of the storm eroded, naturally vegetated
embankment with approx. 200 cy. of clean sand fill and loam to be trucked in from an approved
upland source and replanted with native vegetation.

RESOLVED to SUPPORT the application of CYNTHIA O'LEARY to Amend Wetland Permit
#8062 to legalize existing boardwalk/wood path, sitting platform and steps to beach and rebuild
platform and steps.
Located: 280 Park Ave., Mattituck. SCTM#123-7-7.3

The CAC Supports the application with removable or retractable steps to the beach and provisions
should be made for lateral beach access.

Motion Carried
Jack McGreevy will attend the next regular meeting of the Board of Trustees scheduled for Wed.,
February 19, 2014 at 5:30 PM.
The next meeting of the Conservation Advisory Council has been set for Wed., March 12, 2014 at
4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned at 6:00
PM.
