Hoard and Office Policies, Practices; and Activities; Review of Code Sections 280-45 and 280-13(Di At the February 25, 2014 work session of the Tote Board, the ZBA and the Housing Advisory' Commission, after several' months of collaboration, presented general proposals; and reviewed current issues related to the two sections of the Town code referenced above. Both sections address the creation of apartments, one in Hamlet Business zones and the otheri in accessory structures, The intent was to open dialogue on possible code changes that could increase opportunities for the creation of affordable rental runts in Southold "Town. The ZBA would like to thank the Town Board for referring both code sections to the Code Committee for further study. Review by Building Department of ZBA General Special Exception Applications On February 27, 2014 1 'met with Chief Building Inspector's Mike Verity and Councilman Dinizio to propose ail interdepartmental administrative procedure whereby the Office of the Board of Appeals would 'send over to the Building Department, for their review, all applications to our office for General Special Exception Permits (uses permitted by code in a specific zone district upon review and approval of the ZBA). Applicants would continue to apply directly to the ZBA, which retains original jurisdiction, per current code. Using a one page form that I prepared, which was discussed and modified on the 27`t" the Chief Building Inspector would determine if the application requires site plan approval from the Planning Board,' variance relief from the ZBA, review by the Board of Town Trustees, andror permits or actions from any, other Town agency; per Town code. This process is what the ZBA office currently does with applications for Special Exception Permits for Accessory Apartments in Accessory Structures, which, by Town Board resolution, requires the Chief Building Inspector to calculate the liveable floor area for conformance to the code, before a public hearing. The intent of this review is to better guide and inform applicants and the members of the Board of Appeals, prior to public hearings, about any requirements needed to successfully complete their ill proposed project, and to improve the coordination of reviews where approvals are required from more than one Town agency, An explanation of this procedure has been added to the instruction' sheet that accompanies General SE permit applications.
