LAND PRESERVATION COMMITTEE MEETING
Minutes & Discussion Notes from Meeting held
Tuesday, February 4, 2014 at 6:30 p.m.

Commencement:
• The meeting began at 6:40 p.m. with five LPC members present.
Adoption of Meeting Minutes:
• Acceptance of LPC meeting minutes from November 26, 2013 and January 7, 2014
MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 11/26/2013 LPC
meeting minutes.
Motion carried: 4/0/2 (Maureen Cullinane & Allan Connell abstained as not present for 11/26/2013

MOTION made by Maureen Cullinane, seconded by Lillian Ball, to accept the 1/712014 LPC meeting
minutes.

Land Preservation Applications and Inquiries:
• SCTM #1000-106.-9-2.3 (COOPER AgPDD)
Review draft Easement and AgPDD draft template Easement
LPC reviewed comparison of draft Cooper easement to template. LPC is in agreement with draft once
it is revised in accordance with changes to template easement (see AgPDD Easement agenda item).
Committee member Eric Keil did not participate in review due to family relationship to Cooper
landowner/applicant.
• SCTM #1000-100.4-4 (SIDOR)
Update re: Status
Original concept plan for Easement was designed with 50' of Oregon Road frontage within Easement
Area. Landowner's current design for 5± acre Reserve Area North side includes all of Oregon Road
frontage. The Reserve Area has the potential for subdivision of one 80,000 sq. ft. lot, with the
remaining area (with existing dwelling) remaining attached to and part of the lot subject to Easement.
The LPC is in favor of eliminating the 50' Oregon Road frontage from the Easement area as long as
this does not impact NRCS grant eligibility and as long as area with existing dwelling remains
attached to area subject to easement.
• SCTM #1000-96.-5-12.1 (ROMAN CATHOLIC CHURCH OF THE SACRED HEART)
New application
Melissa Spiro presented new application. Property has qualities making it worthy of preservation,
(adjacent to block of preserved land, good soils) however, property as offered does not have access.
Melissa met with applicant's attorney and is awaiting additional information regarding access.
• SCTM #1000-108.-2-5.1 (CARUCCI)
New application
Melissa Spiro presented new re-submitted application and landowner's expectation of purchase price.
Landowner's expected purchase price is above current range of appraised values, therefore, LPC
does not recommend pursuing at this time.
• SCTM #1000-97.-1-12.8 (CALABRESE)
New application
Melissa Spiro presented new application. Property has qualities making it worthy of preservation,
(adjacent to block of preserved land, good soils) however, location of existing residential home,
access, and second proposed Reserve Area present design issues which may impact the future
agricultural viability of the potential easement area. Melissa to review alternative design concept with
applicant.
• Review TNC recent inquiries re: NRCS Floodplain Easement Program
Brief discussion re: potential properties for Program. Melissa Spiro to review further.
Applications & Inquiries for Uses or Structures on Preserved Property:
• SCTM #1000-113.-13-1.4 (N&J MANAGEMENT CO)
Review letter re: installation of fuel tank within PDR Easement Area
Committee member Eric Keil did not participate in discussion due to family relationship to landowner.
MOTION made by Sam McCullough, seconded by Lillian Ball, to approve applicant's request for
installation of fuel tank within the Easement Area subject to installation of same being in compliance
with Suffolk County Health Department Regulations.
Motion carried: 4/0/1 (Eric Keil abstained due to family relationship to landowner, Anne Murray not
present at time of vote)
• SCTM #1000-63.-1-1.11 & 1.12; 59.4-8.1 & 9.1 (PECONIC LAND TRUST f/k/a Hubbard)
Review request for 4" irrigation well for agricultural purposes
Review request for deer fencing with two gates
MOTION made by Eric Keil, seconded by Sam McCullough, to approve applicant's request for 4"
irrigation well for agricultural purposes and installation of deer fencing with two gates.

• SCTM #1000-55.-1-8.4 (PECONIC LAND TRUST f/k/a Dickerson)
Deer fencing
It was noted that deer fencing had already been installed on this property.
MOTION made by Eric Keil, seconded by Lillian Ball, to approve existing deer fencing within the
boundaries of the subject property.

• EDUCATIONAL MEMORIAL SIGN AT DAM POND
North Fork Audubon Society inquiry
North Fork Audubon is proposing to install memorial sign at Dam Pond as outline in an e-mail to
Melissa Spiro on 1/27/2014. LPC generally in favor of sign as long as it is in accordance with LPC's
naming policy. Melissa to review. LPC to review draft sign language, format, size, placement, etc.
once Audubon prepares proposal. Melissa to coordinate with County of Suffolk.
• DOWNS FARM PRESERVE
Proposals from Group for the East End
o Rain Garden proposal
MOTION made by Lillian Ball, seconded by Sam McCullough, that LPC is in favor of concept
as long as plants used are not on County's "Do Not Plant" list. LPC recommends that the
Group for the East End ask Polly Weigand (Soil and Water Conservation District) to review
plan to make sure that it is sized properly.

o Mile-A-Minute proposal
LPC in favor of proposal to pull mile-a-minute in early spring in areas closest to trail head.
Stewardship and Management:
• MONITORING OF TOWN PDR'S
o SCTM #1000-101.-1-2.6 & 2.7 (Deerkoski)
Eric Keil monitor - shed added, not on easement survey
Melissa Spiro presented information pertaining to shed at time of easement acquisition.
MOTION made by Eric Keil, seconded by Sam McCullough, to accept monitoring report for Deerkoski
easement.

• PIPES COVE BRIDGE
Discuss CPF funding for project
Melissa Spiro presented information from meeting with Town Engineer and inquiry in regard to using
CPF funding for bridge with FEMA status uncertain.
MOTION made by Eric Keil, seconded by Lillian Ball, to make a recommendation to the Town Board
to use CPF funds for bridge.
Motion carried: 5/0 (Anne Murray not present at time of vote)
• SOUND VIEW DUNES PARK
Review proposal
Land Preservation Coordinator Melissa Spiro and LPC member Lillian Ball presented proposed
project description for the property involving potential inventories, trail review/improvement and
invasive species, ecological restoration and site restoration. Funding to come from existing DPS
grant.
MOTION made by Eric Keil, seconded by Maureen Cullinane, to recommend pursuing concept as
drafted and reviewing same with the Town Board.
Motion carried: 5/0 (Anne Murray not present at time of vote)
General Land Preservation Items:
• AgPDD EASEMENT
Review draft Easement
LPC reviewed draft Easement template drafted by LPC's attorney in accordance with LPC's
comments on original draft Easement. Melissa went over sections attorney is revising. LPC in favor of
Easement as drafted with revisions. LPC to review final draft once completed. Melissa will determine
next step for review/acceptance by Town Board.
LPC plans to establish policy for which items of template are eligible for changes for future
applications. Melissa to prepare draft policy for review.
• 2013 YEAR END REPORT
Melissa Spiro presented year end stats.
Next Regular Meeting:
• The next regular meeting will be on Tuesday, February 18, 2014.
