THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION NO. 2014-201 WAS
ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON
FEBRUARY 25, 2014:
RESOLVED the Town Board of the Town of Southold does hereby grant permission to the
Mattituck Lions Club to use Strawberry Fields in Mattituck from Sunday, June 8 through
Thursday, June 19, 2014 for the annual strawberry festival and be it further
RESOLVED the Town Board of the Town of Southold authorizes the Town Clerk to issue a
Special Events Permit to the Mattituck Lions to hold its Annual Strawberry Festival at
Strawberry Fields on Thursday, June 12 through Sunday, June 15, 2014 provided
1. They file with the Town Clerk a Two Million Dollar Certificate of Insurance
naming the Town of Southold and the County of Suffolk as an additional insured;
2. Coordinate traffic control upon notification of the adoption of this resolution with
Captain Kruszeski
3. No permanent markings be placed on town, county or state roads or property for
the event;
4. Any road markings or signs for the event be removed within twenty-four (24)
hours of the completion of the event.
Some of the requirements for issuing a Special Permit may be waived.

Enclosed herewith is a certified copy of the Southold Town Board resolution No.
2014-201 adopted on Tuesday, February 25, 2014. All fees are waived however I
still need to receive a Certificate of Insurance for a minimum of$2,000,000 for
the event. Also included is a copy of the town's Policy for Special Events on
Town Property. Please be sure to contact this Captain Kruszeski at the Southold
Town Police Department to coordinate traffic control. Good luck with your

TOWN OF SOUTHOLD
Policy for Special Events on Town Properties and Roads
In addition to the criteria set forth in Chapter 204 of the Southold Town Code with respect to the
review of events are proposed to utilize or be held on any land owned, leased or controlled by the
Town of Southold and, in particular, special events on Town roads, and with the exception of
community organized parades, the issuance of a Special Event Permit by the Town Board will be
subject to the following guidelines:
1. All events must be sponsored by a not-for-profit organization or recognized charity and
the applicant must verify that all proceeds generated by the event are wholly for the
benefit of said organization or recognized charity.
2. Events that require the closing of a road shall not be held on a holiday or at the same time
or location of previously approved community or special events absent the authorization
from the Chief or Captain of the Police Department.
3. All bicycle or motorcycle events shall be limited to 600 participants.
4. Applicants may only receive approval for one event in each calendar year.
5. The prior issuance of an approval does not bind the Town Board to approve the same or a
similar event in the future.
All special event approvals shall be subject to the compliance with the following conditions:
1. They file with the Town Clerk a Two Million dollar Certificate of Insurance naming the
Town of Southold as an additional insured; a$100 filing fee; a remuneration of
determined by the Chief or Captain of the Police for traffic control; $500 deposit for
clean-up (deposit to be returned after event upon recommendation of Southold Town
Police Chief);
2. Make every effort to control noise;
3. Comply with Chapter 205 of the Southold Town Code to notify neighbors in advance of
the event;
4. Coordinate traffic control upon notification of the adoption of this resolution with Police
Captain;
5. No permanent markings be placed on Town, County or State roads or property for the
event; and
6. Any road markings or signs for the event be removed within twenty-four(24) hours of
the completion of the event.
The Town Board reserves the right to waive or modify any or all of the above guidelines and
conditions as it may deem appropriate under the circumstances presented and to deny any
application for a special event that is determined to not be in the best interest of the residents of
the Town of Southold.

Please submit application at least 30 business days prior to the event.
The Town reserves the right to request additional information from an applicant to address issues related
to the health, safety, and welfare of the community..
When is a Town Board Permit Required?
Events held on Town lands or events exceeding 1000 attendees.
a. Any event held on property owned, leased or controlled by the Town or any event where the
expected attendance exceeds 1000 people shall be subject to approval by resolution of a majority
of the Town Board following the submission of an application to the
Special Events Defined: Any temporary gathering, demonstration, performance, exhibition, amusement
or activity that is not currently a permitted use of the property in the applicable zoning district or which
requires a parking area to accommodate all vehicles transporting attendees to the event that is larger than
the existing parking capacity of the site that is sponsored by a person, organization entity or association,
including but not limited to, carnivals, circuses, fairs, bazaars, outdoor shows and concerts, parades,
walks, runs, marathons, bicycle races or motorcycle rallies, which may involve one or more of the
following:
A. The closure of a public street
B. The use, blocking or restriction of Town property, roads or rights-of way;
C. The use of amplified sound exceeding the standards set forth in Chapter 180 (Noise) of the
Town Code;
D. The sale of merchandise that is not ordinarily sold in the normal course of the applicant's
business;
E. The sale or service of food to the public with exceptions. (See Town Code 205-2 E for
exceptions)
F. The,substantial increase or disruption of the normal flow of traffic on any street or highway
G. The placement of portable toilets.
H. The placement of temporary no-parking or directional signs or banners
I. The use of any Town services that would not be necessary in the absence of such an event.
Occasional events on private residential properties hosted by the owner thereof to celebrate family events,
holidays, charitable or other not-for-profit fundraisers do not require permits.
Any use of residential property for profit, such as a venue for weddings or other events is
prohibited.

TOWN OF SOUTHOLD
Policy for Special Events on Town Properties and Roads
In addition to the criteria set forth in Chapter 204 of the Southold Town Code with respect to the
review of events are proposed to utilize or be held on any land owned, leased or controlled by the
Town of Southold and, in particular, special events on Town roads, and with the exception of
community organized parades, the issuance of a Special Event Permit by the Town Board will be
subject to the following guidelines:
1. All events must be sponsored by a not-for-profit organization or recognized charity and
the applicant must verify that all proceeds generated by the event are wholly for the
benefit of said organization or recognized charity.
2. Events that require the closing of a road shall not be held on a holiday or at the same time
or location of previously approved community or special events absent the authorization
from the Chief or Captain of the Police Department.
3. All bicycle or motorcycle events shall be limited to 600 participants.
4. Applicants may only receive approval for one event in each calendar year.
5. The prior issuance of an approval does not bind the Town Board to approve the same or a
similar event in the future.
6. Failure to comply with any condition of approval may result in revocation of
approval and/or denial of future applications.
All special event approvals shall be subject to the compliance with the following conditions:
1. They file with the Town Clerk a Two Million dollar Certificate of Insurance naming the
Town of Southold as an additional insured; a$250 or $500 filing fee (depending on size
of event); a remuneration of determined by the Chief or Captain of the Police for traffic
control; $250 or more deposit for clean-up (deposit to be returned after event upon
recommendation of Southold Town Police Chief);
2. Make every effort to control noise;
3. Comply with Chapter 205 of the Southold Town Code to notify neighbors in advance of
the event;
4. Coordinate traffic control upon notification of the adoption of this resolution with Police
Captain;
5. No permanent markings be placed on Town, County or State roads or property for the
event; and
6. Any road markings or signs for the event be removed within twenty-four(24) hours of
the completion of the event.
7. Any Parade Participants shall not throw candy or other objects at or in the
direction of spectators along the parade route but such items may be handed
directly to spectators.
The Town Board reserves the right to waive or modify any or all of the above guidelines and
conditions as it may deem appropriate under the circumstances presented and to deny any
application for a special event that is determined to not be in the best interest of the residents of
the Town of Southold.

We are a non profit organization and we are asking the town to please waive the event
fee. We as a group dedicate our time to help out the community, and the annual
Halloween Parade is just another way we would like to give back to the community. We
