A meeting of the Southold Town Conservation Advisory Council was held Wed., January 15, 2014
at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:40 PM by Chairman Peter Young.
Chairman Peter Young introduced two students, Hunter Hedges and Leah Santacroce from
Mattituck High School. These students have expressed an interest in serving as student interns on
the CAC and submitted proposals for research projects. The projects were carefully reviewed by
the CAC members and unanimously agreed the projects were worth pursuing. Therefore, the
following action was taken by the CAC:
Moved by John Stein, seconded by Doug Hardy it was
RESOLVED to recommend to the Town Board the appointments of Hunter Hedges and Leah
Santacroce as Student Interns to the Conservation Advisory Council.

REPORTS
Member John Stein attended the regular meeting of the Board of Trustees held on December 11,
2013. The three (3) separate applications for bulkheads on Bayview Rd., Southold on
Arshamomaque Pond were approved in three different fashions despite the CAC recommends to
replace them all in a uniform fashion. The Board also approved the application to reconstruct a
dwelling on Inlet Way, Southold, as applied for, because the property owner was previously
granted a permit that has since expired.
NEW BUSINESS
Chairman Peter Young recently read an article in the New York Times concerning the dwindling
Monarch butterfly habitat. He distributed copies of his recent research and asked the members to
consider a natural resource management project, such as re-vegetating areas within the Town
with milkweed. The members agreed it was a project worth pursuing and would research the idea
for further input at the next meeting.

DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION
PERMIT APPLICATIONS
Moved by Jack McGreevy, seconded by John Stein, it was
RESOLVED to SUPPORT the application of ERIC BREDEMEYER, TRUSTEE OF THE JOHN M.
BREDEMEYER, JR. AND JEANNE R. BREDEMEYER FAMILY TRUST to place a 12 pile off
bottom shellfish culture under existing timber dock in Orient Harbor and four (4) 12"X 12" signs on
piles for notification.

The CAC Supports the application, however, there could be potential legal issues over the
ownership of the dock.

RESOLVED to SUPPORT the application of THOMAS J. APREA, JR. to place 250 cy. of dredge
spoil on beach area as beach nourishment spread over 2700 sf. between jetties above spring high
water.

RESOLVED to SUPPORT the application of BREWER YACHT YARD @ GREENPORT to
replace 205 If. of existing timber bulkhead and dock with proposed vinyl bulkhead and dock. No
change to bulkhead or dock location, top of bulkhead elevation to be raised 18" to meet adjacent
bulkhead elevation. Renovations to existing 1,300 sf. restroom building landward of bulkhead.

The CAC Supports the application with the clarification of how the leaching and septic system will
correspond with the renovation of the restroom, will the structures be demolished or renovated and
is the size of the floating dock permitted.

LUAN SADIK to install an in-ground swimming pool 18'X 40' located 30' from the top of bluff and
to install a 5' walkway of pavers around the pool.

Moved by Jack McGreevy, seconded by John Stein, it was
RESOLVED to SUPPORT the application of JACQUELINE BITTNER to enlarge the existing
dwelling at the southwest corner and a small bump-out at the entry; convert a portion of the
garage into living area; expand the garage towards the driveway; expand the front and rear
porches; add two (2) dormers on north side of house and widen existing dormers on south side;
and expand master bedroom.

The CAC Supports the application with the Condition gutters, leaders and drywells are installed to
contain the roof run-off.

Moved by William McDermott, seconded by Doug Hardy, it was
RESOLVED to NOT SUPPORT the application of MICHAEL & MARIA MARONI to install a 32"X
16' seasonal aluminum ramp onto a 6'X 20' floating dock secured in place by four 8" dia. anchor
pilings at offshore end on existing fixed dock.

The CAC does Not Support the application because the seaward end of the floating dock was not
staked and there is an excessive amount of run-off from the driveway and into the creek.

RESOLVED to SUPPORT the application of DAVID PAGE & BARBARA SHINN to construct a
single-family dwelling and garage, attendant sanitary system, French drain, gravel driveway,
proposed shed, and a 50' non-disturbance buffer landward of the edge of wetlands.

RESOLVED to SUPPORT the application of PATRICIA & DONALD BRENNAN for a Ten-Year
Maintenance dredge permit to dredge entrance channel from northerly bulkhead to center to the
depth of 5' MLW. Place 600 cy. dredge material on beach (n/w 375' of entry).

RESOLVED to SUPPORT the application of ROY & DAWN WARD to obtain a permit for the
existing dock and stone patio. As-built stone patio, 1018 sf. including steps and landing 118'
additional sf. Existing timber dock 4'X 55', ramp 4'X 10' and wood T-dock floats 6'X 38' and 6'X
14'.

RESOLVED to SUPPORT the application of OREGON CLIFFS, LLC Attn: Martin Soja to
construct a 33' extension to an existing bulkhead, rock revetment, 114' of stairway, placement of
approx. 325 yds. of clean fill, and construct approx. 2,030 sf. of slope restoration.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND &
COASTAL EROSION PERMITS

Moved by John Stein, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the application of MARK BUSHELL to Transfer and Amend Wetland
Permit #3746 to excavate existing bulkhead on the landward side, new vinyl sheet pile and
deadmen, new tie-rods connected to new 10'X 20' pilings installed adjacent to existing face piles
and a Coastal Erosion Permit for the existing bulkhead and returns.

Moved by Doug Hardy, seconded by William McDermott, it was
RESOLVED to SUPPORT the application of WICKHAM FAMILY, LLC to Amend Wetland Permit
#6649 to add one large rock top row to existing 104' revetment and install stone filled reno
mattresses landward of revetment and fill existing erosion area with clean fill.

The CAC Supports the application and recommends a splash pad landward of the crest of the
revetment.

Motion Carried
Peter Young and Peter Meeker will attend the next regular meeting of the Board of Trustees
scheduled for Wed., January 22, 2014 at 5:30 PM.
The next meeting of the Conservation Advisory Council has been set for Wed., February 12, 2014
at 4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned at 7:00
PM.
