Metzger last dated May 25, 2012 and determined the proposed sing) -family dwelling to be out of the Wetland jurisdiction under Chapter 275 of the Town Wetland Code and Chapter 111 of the Town Code. Therefore, in accordance with the current Wetlands Code (Chapter 275) and the Coastal Erosion Hazard Area (Chapter 111) no permit is required. Please be advised, however, that no construction, sedimentation, or disturbance of any kind may take place seaward of the tidal and/or freshwater wetlands jurisdictional boundary or seaward of the coastal erosion hazard area as indicated above, or within 100' landward from the top of the bluff and/or wetlands jurisdictional boundary, without further authorization from the Southold Town Board of Trustees pursuant to Chapter 275 and/or Chapter 111 of the Town Code. In order to obtain a Building Pennil from the Town ol'Southold, compliance with § 236 ol'the Southold 't'own Code is required. This SWPPP complies with the performance standards set forth rm § 236-13 of the Southold Town Code. The "t'own's Stornrwater Code requires that site erosion, sedimentation and stonnwalcr ruuoll' control measures be appropriate for existing lopograplhy, vegetation and other salient natural leature of the site. This SWPPP is intended to minimize grading and cut and fill operations, ensure general comlrnmity with natural topography, and retain natural vegetation and trees to the maxinmm extent practicable in order to create the least erosion potential and handle adequately the volume and rate or velocity of surface water runoll. No slonnwater will be diverted to another property, or onto the Not-Ili Road (CR - 18), either during site preparation or alter development. §236 of the Town Code establishes perlornra nce controls that are satisfied in this SWPPP. They include 1. The appropriate control of erosion, sedimentation and stonnwalcr runofl'prior lo, during and a llcr site preparation and construction; 2. The implementation of appropriate measure for dust control during grading. Operations; 3. The protection of areas exposed by site preparation and during site construction with hay bales; 1. The substantial preservation of natural drainage patterns by site design; and 5. It is a stony soil, with many rocks and boulders from 10 inches to 36 inches in diameter. The surlacc layer is moderately to rapidly permcable, while the substrata are moderately to slowly permeable. Montauk line sandy loam is it member of Hydrologic Group C, which denotes that the soil has it moderately high runofl'potential when thoroughly wet and that water trill] smission through the soil is somewhat restricted. Furthermore, New York Stale has classified Montauk line sandy loans as a "most limited" Storm Water Management soil. Factor K is one of six factors used in [lie hi versal soil Loss Equation (I ISLE) and the Revised I lniversal soil Loss Equation (RI ISLE) to predict the average annual rage of soil loss by slice( and rill erosion in tons per acre per year. The estimates are based primarily on percentage of silt, sand, and organic matter in the soil, as well as on soil structure and saturated hydraulic conducliviq, (Ksa0. Values of K range from 0.02 to 0.69. Other Factors being equal, (lie higher the value, the more susceptible the soil is to sheet and rill erosion by water.
