Present: Dan Sarnowski, Rona Smith, LeRoy Heyliger, Beth Motschenbacher, Michael Herbert, Jeanne
Kelley, Eric Dantes, Frederick Andrews, William Dougherty and Phillip Beltz. Also Present: Leslie Weisman.
Excused: John Vahey. Meeting began at 5:30 p.m.
Approval of Minutes: The minutes of January 8th were approved.
Fostering Affordable Apts. In Hamlet Centers: Leslie Weisman, Chair, Zoning Board of
Appeals presented ideas that could increase the inventory of affordable apartments in
hamlet business districts. In addition she discussed the lack of inventory for apartments in
accessory structures (in particular affordable apartments.) There will be a discussion with
the Town Board at their work session on February 25th, HAC is invited to attend. Intent is
to discuss with Town Board and further discussion at Code Committee meetings.
Town Board Liaison: Phillip reported that the Housing Fund legislation excludes Town
Board membership within the Housing Advisory Commission however this does not
preclude serving as a liaison. Fred requested that one Town Board member and one
alternate volunteer for HAC liaison.
Status of CPF Exemption: Phillip re-submitted materials to chief counsel of Senator
LaValle's office and is awaiting a response.
Habitat for Humanity Update The closing has been rescheduled for the end of February.
Phillip reported that four households from the Oysterponds' school district applied and he
is vetting their applications before forwarding to Habitat. In addition there are other
families that applied outside of the Oysterponds' district.
Update for Proposed Apartments/Re-issue of RFP: The developer of the proposed
Southold site emailed that property was sold to another buyer and he will continue to look
for land. It will be necessary to re-issue Request for Proposals (RFP.) Due to the limited
responses to original RFP, several suggestions to make changes (e.g. it was too abstract
providing little guidance for developers and no incentives.) Possibly RFP should
acknowledge all of the impediments (lack of infrastructure/sewers, limited density, etc.)
Also, possibly RFP should be targeted towards seniors which would allow access to
greater subsidies and additional density. To be further discussed at next meeting. Also this
could be a topic of discussion in meeting with realtors, as Dan had previously suggested.
Alternatives for Sacred Heart Church: Suggestions for adaptive re-use of site for
affordable housing (i.e. convent and/rectory.) Dan will inquire if anyone is currently living
there. Phillip will speak with the Supervisor who has attended meetings regarding
restoration of the church. In addition, Catholic Charities had once considered developing
senior apartments in Town that never materialized.
