Enclosed are several application packages for you and your neighbors to use in applying for DEC permits. Each landowner must apply separately. Please carefully read the checklist to avoid processing delays. Proposed new hard structures, like new bulkheads, are generally not approvable unless all other reasonable alternatives have been explored and found to be unacceptable. To avoid DEC objections we strongly recommend that you and your neighbors consider sand covered toe armoring stone (3 to 5 tons), placement of fill on the slopes, re-grading of the slopes, planting stabilizing vegetation on the slopes; and a run off containment strategy at the top of the slopes. We find these measures to be effective in preventing erosion while avoiding negative coastal impacts. If you wish to pursue the construction of new bulkheads then you must submit a detailed discussion of all reasonable alternatives, including but not limited to; 1) stone armoring of the bluff as described above; 2) stone rip-rap; 3) re-grading and terracing with new fill accompanied by vegetative plantings. This discussion must. provide details about each alternative and it must demonstrate that the alternatives are not . feasible and acceptable. This discussion must also provide documentation, such as copies of estimates from contractors. When complete applications are submitted, DEC staff will inspect the site(s) to verify conditions and evaluate the proposals. • Please do not hesitate to contact me at 631-444-0374 if you have any questions or you wish to discuss this matter further. Mr. John Bredemeyer, a member of the Southold Town Trustees, has offered to represent Southold Town and be available for such a meeting. The Trustees have already visited a number of the properties in this area. He requests that the DEC offer a number of possible dates in the coming weeks in order to give him some flexibility. As I'm sure you're aware, the bluff erosion in Orient has been severe. I and 9 other property owners live above a cove on the Long Island Sound that was ravaged by storm, Sandy. It is urgent that the property owners who live here be able to take action to protect our property as soon as possible. Many of the people who live on the cove are retired and, quite frankly, have been appalled at the estimates we have received from marine construction firms. That, not withstanding, we must take action at least to protect the toe of the bluff. One of the residents of this cove, Joan Prager, last year secured a permit to protect part of her property on the cove and Costello Marine constructed a rock revetment. The residents of this cove are well aware that if we pursue protection and remediation as a group, we will benefit from economies of scale. Again, I must emphasize the urgency of the timing of this request. I have done much research and already have estimates in hand. Your input in what will obviously be a very costly process is crucial so that we can move forward to protect our remaining property from further damage prior to the coming storm season.
