HomeMy WebLinkAbout11/26/2013 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, November 26, 2013 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: John Sepenoski, Chairman Anne Murray Lillian Ball Sam McCullough Eric Keil Members Absent: Maureen Cullinane Allan Connell Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Tim Caufield, Peconic Land Trust Luke McKay, Peconic Land Trust Chris Showalter (7:00 p.m. appointment) Joanne Showalter (7:00 p.m. appointment) Commencement: • The meeting began at 7:08 p.m. with five LPC members present. Adoption of Meeting Minutes: • Acceptance of LPC meeting minutes from October 29, 2013 & November 12, 2013 MOTION made by Sam McCullough, seconded by Eric Keil, to accept the 10/29/2013 LPC meeting minutes as amended. Motion carried: 4/0/1 (Anne Murray abstained as she was not present during the 10/29/13 LPC meeting) MOTION made by Eric Keil, seconded by Anne Murray, to accept the 11/12/2013 LPC meeting minutes. Motion carried: 5/0 Land Preservation Applications and Inquiries: • SCTM #1000-73.-1-1; 73.-2-4 (THE VINES) Preliminary review of conservation subdivision application to Planning Board LPC application received by Melissa Spiro via e-mail on 11/26/2013 just prior to LPC meeting. Application for 7 lot conservation subdivision (80/60) that was submitted to Planning Department was reviewed by committee and committee raised concerns about the impacts proposed design may have for farming viability and the location of the subdivision open space, which was shown within individual lots. Melissa Spiro will proceed with more formal review now that application received. • SCTM #1000-115.-83.6 (ELAK) Update re: Town Board executive session [executive session] Tim Caufield of Peconic Land Trust and Melissa Spiro, Land Preservation Coordinator, met with the Town Board at their work session on 11/19/13 to recommend that the Town proceed with purchase of a 4± acre development rights easement on the Reserve Area portion of the Elak property. The LPC entered into EXECUTIVE SESSION Town Board's comments discussed. END OF EXECUTIVE SESSION Melissa Spiro will order an appraisal of the subject Elak property (SCTM #1000-115.-8-3.6) once LPC application is received, however, no offer for a development rights easement will be made until the committee meets again with the Town Board. Applications & Inquiries for Uses or Structures on Preserved Property: • SCTM #1000-108.4-1.4 (SHOWALTER PROPOSAL/PINDAR VINEYARDS, LLC) Review proposal for area subject to Town Easement (7:10 - 7:45 p.m.) Chris & Joanne Showalter presented, commented, and answered questions put forth by LPC about their proposed plan of operation and pasture management plan for property on which the Town holds a development rights easement. Showalter's plan on closing on this property next week. The Showalter's are still waiting for a Management Plan from USDA-NRCS. Once completed, they will forward a copy of the plan via e-mail to the Land Preservation Department for review. Stewardship and Management: • SOUND VIEW DUNES PARK Site Visit & Grant Melissa Spiro has completed and submitted paperwork requesting an extension of the grant deadline due to expire on 12/31/13. A formal confirmation of the grant extension time line has not yet been received. Melissa Spiro, John Sepenoski, and Lillian Ball made comments to follow up their visit to Sound View Dunes Park in October. Lillian Ball would like LPC to consider hiring a conservation biologist to work and consult with committee on phragmite removal before the phragmite grows out of control. She also feels that this person would be able to provide input regarding the walking trails, interpretive signage, and whether or not some sections of the existing trails should be re-routed to prevent any further harm to the inter- dunal swales and endangered plant life existing in this park. John Sepenoski is concerned with trail networking changes and signage, and the addition of interpretive signs. Consensus of the committee is that Melissa Spiro and Lillian Ball will meet to prepare an outline of plan and next steps needed to proceed with having an environmental analysis done for the property. This will then be presented and reviewed by LPC before proceeding. General Land Preservation Items: • COUNTY AGRICULTURAL AND FARMLAND PROTECTION PLAN UPDATE MEETING: December 18, 2013, 4:00-6:00pm, Southold Town Meeting Hall RSVP to RHarris@_PeconicLandTrust.org Melissa Spiro plans on attending. Anne Murray will try to attend. Reminder to be send to committee members prior to event. Next Regular Meeting: • The next regular meeting will be on Tuesday, January 7, 2014 Adjournment: • The meeting was adjourned at 9:05 p.m. by the five attending LPC members.
