FISHERS ISLAND SEWER DISTRICT
QUARTERLY STATUS REPORT (Oct-Dec, 2013)
SEWER DISTRICT DESCRIPTION AND PERMIT REQUIREMENTS
• The Fishers Island Sewer District (FISD) operates three septic systems under NYSDEC SPDES
Permit No. NY-0199214:
o Community System - Includes approximately 7,000 linear feet of gravity fed, vitrified
clay sewer pipe, a pumping station, a force main sewer pipe, three 10,000 gallon septic
tanks and a leaching field with fourteen leaching galleys
o Cinema System - Includes one 1,500 gallon septic tank and two leaching galleys serving
a seasonally operated movie theater
o Cluster System - Includes one 2,000 gallon septic tank and four leaching pools serving
three cottages
• NYSDEC SPDES Permit Requirements:
o Community System septic tanks must be inspected every six months and the sludge
levels must be reported to NYSDEC and SCDHS
o The Cinema and Cluster systems must be inspected each year and a report must be sent
to NYSDEC and SCDHS
o The septic tanks for all three systems must be pumped at least once every five years and
as required
o An annual Discharge Monitoring Report (DMR) must be submitted to NYSDEC
o An annual compliance certification must be submitted to NYSDEC
COMMUNITY SYSTEM STATUS
• Community System
o NYSDEC Compliance Status
In accordance with the Flow Management Plan approved by the NYSDEC, a
remotely monitored supervisory control and data acquisition (SCADA) system
was installed at the pump station on November 19, 2013. The NYSDEC was
informed of this milestone via a compliance update letter dated November 21,
2013.

o Gravity Sewer Lines
• A section of the abandoned Silver Eel Cove sewer outfall was reported as being
exposed on the beach east of the cove entrance. This pipe was inspected on
October 10, 2013 and determined to be unrelated to the sewer system. Jeff
Standish from the Department of Public Works oversaw removal of the pipe and
other metal protrusions on October 28, 2013.
• All visible sewer and stormwater infrastructure within the district is in the
process of being digitally mapped. The map will be used as the basis for
soliciting quotes to have the entire sewer system inspected by camera prior to
the end of 2014.
o Pumping Station
• The light located above the pump station controls was repaired and equipped
with a motion sensor on October 28, 2013 by Tim Abrams of the Department of
Public Works.
• The propane fired backup generator was serviced on November 1, 2013. The
generator has been in service for over 5 years and has reached an age at which
a number of additional maintenance items should be addressed. Accordingly,
the battery, terminals, block heater, thermostat (with gasket), radiator cap,
coolant and all belts, hoses and clamps will be replaced next year during the
first scheduled maintenance call in April.
Based on monitoring of the generator run time meter since May 14, 2013, (the
date of the repair of the generator float control), the generator now typically
runs only 15 minutes per week during its scheduled Tuesday morning exercise
period. This has drastically reduced propane usage at the station from more
than $3,000 per year to approximately $300 per year.
The pumps were serviced on November 26, 2013.
During the installation of the SCADA system, it was discovered that the wet well
transducer was malfunctioning and that the alarm telemetry board on the pump
station control system was non-functional. These items were replaced by the
pump service technicians on November 26, 2013.
The SCADA system has facilitated the accurate measurement of sewage flow on
dry days, confirming that the actual sewage flow to the system represents less
than 30% of the total monitored flow during the Winter season.
o Septic Tanks
The septic tanks were inspected on November 26, 2013. No issues were
identified during this inspection.
o Leaching Field
• A minor blockage in the eastern outlet pipe of the primary distribution box was
cleared on October 11, 2013. The debris cage was cleaned of foreign materials
and re-installed in the primary distribution box.
• Vegetation is encroaching along the borders of the leaching field and needs to
be cut back. This work will be completed in the Spring of 2014.

CINEMA SYSTEM STATUS
• The cinema is currently closed. The septic tank and leaching galleys were inspected on
November 26, 2013. No issues were identified during this inspection.
CLUSTER SYSTEM STATUS
• The cluster system septic tank and primary leaching pool were inspected on November 26,
2013. No issues were identified during this inspection. The three secondary leaching pools are
not equipped with covers at grade and cannot be inspected.

CONSTRUCTED WETLANDS DESIGN STATUS
• The preliminary engineering report for the proposed installation of a constructed wetland at the
existing Community System was finalized by Natural Systems Utilities on November 5, 2013. No
further action is anticipated until the camera investigation of the sewer system infrastructure is
completed.
