December 11, 2013
Present: William Dougherty, Rona Smith, LeRoy Heyliger, Beth Motschenbacher, Dan Sarnowski, Jeanne
Kelley, Eric Dantes, Frederick Andrews and Phillip Beltz. Excused/Absent: John Vahey, Michael Herbert
and Councilman Chris Talbot. Meeting began at 5:35 p.m.
Approval of Minutes: The minutes of October 24, 2013 were approved.
Welcome to new HAC Member William Dougherty:
Recognition of Councilman Talbot: Chris was recognized for his support and assistance.
Community Development Block Grant Allocations 2014: The Town Board awarded $10,000
each to Habitat for Humanity and Ms. Sanger of Fishers Island for affordable housing initiatives.
Habitat for Humanity: Dan reported that title clearance will happen in near future as Town has
allocated funding that will be applied towards $4500 in civil liens due to non-payment of
homeowner association fees. In early December, meeting held to discuss recruitment and
selection of homeowners: households will need to meet Town residency priority population
requirements and Habitat income requirements (60%AMI), abide by Habitat mission that includes
sweat equity towards building home. Demolition should occur beginning of the year. Meeting
scheduled with Town Board on December 17th to provide update and timeline. Phillip is placing an
ad in Suffolk Times December 19th that will refer applicants to website. Beth stated that an
additional ad should be placed in January 2014. Also market to NF Patch, provide flyers to major
employers such as Peconic Landing, Oysterponds School District, ELIH, Fire Depts. and place
flyer in Post Offices in Orient and East Marion.
Feedback/Assessment of Housing Options for Seniors Forum: Phillip reported that the
feedback was positive from attendees who thought that content was very good. Rona stated that
turnout was disappointing and that she will spearhead a "marketing" subcommittee for additional
forums. Agreed that marketing is needed for many initiatives, Beth volunteered to assist Rona in
developing marketing efforts of HAC programs. William will also help if needed.
In addition, there were several questionnaires/surveys completed by seniors at the forum of forums
that they would like to see highlighted in the future. Phillip requested that they be further
distributed to seniors who lunch at Human Resource Center to collect more data.
Fishers Island Affordable Apts: The architect of proposed Fishers Island rehabilitation of
blighted property to apartments will meet with the Town Board at Dec. 17th work session.
Proposal Town Code for Affordable Apartments: Eric distributed proposal that would increase
the number of affordable apartments that could be created within hamlet business districts. HAC
suggestions: apartments should be allowed on second floor to promote streetscape and not deter
from commercial activity as well as to consider waiver of parking requirement if municipal parking
is nearby or there is ample parking on street. Eric will further discuss with Zoning Board of
Appeals members and then meet with HAC with further discussion with Economic Development
Committee and Town Board and/or Planning Board.
Review of 2013 Goals and Obeictives: Many achieved during the year and several will carry
over until 2014.
Development of 2014 goals and Objectives: In addition to creation of Marketing Committee,
Dan suggested to re-issue RFP for apartments by mid-March if nothing materializes. He also
suggested a meeting with real estate brokers to discuss impediments and potential opportunities.
To be further discussed at the next meeting.
