Mr. Giacone,
As per John Bredemeyer, President of the Board, you may install a temporary(6 months or less) patio at 1130 Little
Peconic Bay Road, Cutchogue as inquired yesterday. However, it must be completely on-grade in order to avoid needing
a building permit and a Trustees permit. The temporary patio area must also be pervious(such as gravel or rocks) and is
to be located landward (away from water)of the proposed hay bale line and silt fencing as shown on the plan in
accordance with Wetlands Permit#8331 which was prepared by Nathan Taft Corwin III, last dated 10/15/13 and stamp
approved by the Trustees on 11/13/13.
If you have any questions, please feel free to contact me.

STATEMENT OF EFFECT
The proposed dwelling, which will be located entirely in a FEMA designated Zone X, will be
situated in roughly the same location as the existing dwelling and no closer to the tidal wetlands
associated with Wunneweta Pond. Lot coverage as a result of the redevelopment will only
increase by approximately 302 square feet, or by 2.7 percent, and the wetlands setback of the
new dwelling will remain aligned with the neighboring dwellings, consistent with§275-11(3).
Mitigation measures are also included in the project design to offset any potential impacts of the
proposed construction activities and to improve upon existing site conditions to create a net
environmental benefit upon project completion. Specifically, a drainage system of leaders,
gutters, and drywells will be installed to collect roof runoff, and a 10' wide, approximately 950
square-foot nonturf buffer will be established adjacent to the tidal wetlands boundary, which can
serve both as a sink and filter for stormwater runoff and contaminants. By thus reducing lawn
areas and increasing the setback of lawn areas from wetlands, the quantity of runoff reaching the
adjacent tidal waters will be decreased, and the quality of runoff will be improved through a
reduced concentration of potential fertilizers, pesticides, and insecticides, thereby providing a net
benefit to surface water quality. Site runoff will also be mitigated through the replacement of the
existing asphalt driveway with a gravel driveway. Additionally, groundwater and ultimately
surface water quality will benefit from the replacement of the existing, nonconforming sanitary
system with a new, Suffolk County Department of Health Services-conforming sanitary system
located outside Chapter 275 jurisdiction and as far from Wunneweta Pond as possible.
Therefore, the project will not have any adverse impacts on the adjacent tidal wetlands or tidal
waters of Wunneweta Pond.

DEVELOPED COAST POLICY
Policy 1. Foster a pattern of development in the Town of Southold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and
minimizes adverse effects of development. See LWRP Section III - Policies; Page 2 for evaluation
criteria.
❑Yes ❑ No ® Not Applicable

Policy 3. Enhance visual quality and protect scenic resources throughout the Town of Southold. See
LWRP Section III - Policies Pages 6 through 7 for evaluation criteria
®Yes ❑ No ❑ Not Applicable
To the extent it is applicable, the project will be consistent with Policy 3 because the addition of a non-turf buffer to the property
landward and upslope of the tidal wetlands boundary will help to preserve existing wetland vegetation and allow the establishment of
new indigenous vegetation, which will enhance scenic quality along this developed shoreline.

In association with the removal of the existing dwelling and construction of the proposed dwelling,a drainage system of leaders, gutters,
and drywells will be installed to collect roof runoff. By also reducing lawn areas and increasing the setback of lawn areas from
wetlands by establishing a 10'wide,approximately 950 square-foot nonturf buffer adjacent to the tidal wetlands boundary, which can
serve both as a sink and filter for stormwater runoff and contaminants, the quantity of runoff reaching the adjacent tidal waters will be
decreased and the quality of runoff will be improved through a reduced concentration of potential fertilizers, pesticides, and insecticides.
Site runoff will also be mitigated through the replacement of the existing asphalt driveway with a gravel driveway. Therefore, water
quality and supply will be both protected and improved as a result of the mitigation measures associated with the project.
Attach additional sheets if necessary

Significant Coastal Fish and Wildlife Habitats and wetlands. See LWRP Section III - Policies; Pages 22

Policy 6
Specifically, as described in Policy 5 above, a
drainage system of leaders, gutters, and drywells will be installed to collect roof runoff, and a 10'
wide, approximately 950 square-foot nonturf buffer will be established adjacent to the tidal
wetlands boundary, which can serve both as a sink and filter for stormwater runoff and
contaminants. By thus reducing lawn areas and increasing the setback of lawn areas from
wetlands, the quantity of runoff reaching the adjacent tidal waters will be decreased, and the
quality of runoff will be improved through a reduced concentration of potential fertilizers,
pesticides, and insecticides, thereby providing a net benefit to surface water quality. Site runoff
will also be mitigated through the replacement of the existing asphalt driveway with a gravel
driveway. Additionally, groundwater and ultimately surface water quality will benefit from the
replacement of the existing, nonconforming sanitary system with a new, Suffolk County
Department of Health Services-conforming sanitary system located outside Chapter 275
jurisdiction and as far from Wunneweta Pond as possible. Therefore, the project will be
consistent with Policy 6.
Policy 10. Protect Southold's Ar-de endent uses and promote si of new water-dependent uses in
suitable locations. See LWRP Section III - Policies; Pages 47 through 5 for evaluation criteria.
❑ Yes ❑ No ® Not Applicable
Attach additional sheets if necessary
Policy 11. Promote sustainable use of living marine resources in Long Island Sound, the Peconic Estuary
and Town waters. See LWRP Section III - Policies; Pages 57 through 62 for evaluation criteria.
❑ Yes ❑ No® Not Applicable
Attach additional sheets if necessary
Policy 12. Protect agricultural lands in the Town of Southold. See LWRP Section III — Policies; Pages 62
through 65 for evaluation criteria.

Policy 13. Promote appropriate use and development of energy and mineral resources. See LWRP
