SUPERVISOR RUSSELL: Please rise and join in the Pledge of Allegiance to the Flag. Thank
you. This is a public hearing on the preliminary budget proposed by the Town Board, I would
ask anybody that would like to comment on this budget to please feel free to come up at this
time?
WALTER STROHMEYER: I am Walter Strohmeyer. What is, I have a couple of questions.
What is and who is the east west protection fire district?
SUPERVISOR RUSSELL: Sure. The Greenport fire department is largely run by the Village
Board, the Greenport Village Board who serve as the commissioners. There is a portion of that
fire district that falls outside the Village boundaries. What Southold does is we contract with the
Village each year for fire protection. Basically for the services that support the fire department
or the Greenport fire department, in a nutshell, the fire department is bigger than the Village
itself, so that is just the agreement that we have to make sure the operational budget of the
department is made whole.
MR. STROHMEYER: And how far east does that go to, the East Marion border?
SUPERVISOR RUSSELL: That would go right to where the East Marion fire district border
starts.
MR. STROHMEYER: Right around Maple Lane?
SUPERVISOR RUSSELL: Right around that area. The lines are very historic and I don't
remember exactly where they are from my Assessor's days.

MR. STROHMEYER: How far west does it go?
SUPERVISOR RUSSELL: It goes west until you get to the Southold fire department lines.
MR. STROHMEYER: Oh, okay.
SUPERVISOR RUSSELL: Usually I think it is around Arshamomaque Pond line, literally right
down there.
MR. STROHYMEYER: Okay. When you have, who is responsible for special district budgets?
I notice that there is a number of them, you have them in these funds where you have them in the
sheets after the main budget of the town and why, are you handling their money? Do they, do
you do the budget for them or do they do the budget? Like the Fishers Island ferry?
SUPERVISOR RUSSELL: Each special district has its own board of commissioners that
operate the fund of that district. They develop the budget each year, they present it to the
Southold Town Board, we include that in our budget, the special districts such as parks etc. are
imbedded in our budget; however, the budget themselves are done by those commissioners. We
are a collection agent, each December we are going to levy your tax bill for the amount that they
need to raise from taxes. We collect that money and then we distribute it back to those districts.
JUSTICE EVANS: And there are a couple of districts where the Town Board is the
commissioners.
MR. STROHMEYER: Yes. You do the accounting for them, you handle the money for them?
SUPERVISOR RUSSELL: No, we don't do the accounting, they do their own accounting and
what we do is basically although it is part of our budget, it is embedded in our budget, they are
wholly run by their own commissioners. Their own auditors etc.
MR. STROHMEYER: I was wondering just why they are handled separately than the fire
districts and the park districts.
SUPERVISOR RUSSELL: That is a good question. I will defer to the comptroller as to why
park districts, I think park districts are embedded in our budget as well.
TOWN COMPTROLLER CUSHMAN: They are (inaudible).
MR. STROHMEYER: Okay. I was just trying to figure out why they are handled separately.
The, what are your, how much of your total bond is payable at this time, do you know?
SUPERVISOR RUSSELL: For fiscal 2014, our outstanding bonds?
MR. STROHMEYER: The liability of the town.

SUPERVISOR RUSSELL: Well, there are two ways of looking at it, there are actual bonds that
are issued for the capping of the landfill etc. and then there is our post retirement obligations, for
when people retire. So, bonds themselves, I think our total debt service, I had that figure for my,
I had a public informational meeting on the budget just a week ago and I discussed all those
details with the public that were there. Our debt service, I have a schedule back in my office, I
can certainly get you that information.
MR. STROHMEYER: Okay. Thank you. Next, on the budget you have got the appropriations
by about $4,000,000 between 2013 and 2014, something to do with the employee health plan, on
you budget. It's $4,000,000 less.
TOWN COMPTROLLER CUSHMAN: Inaudible.
MR. STROHMEYER: Does that mean, so the taxpayers are not going to have to...
TOWN COMPTROLLER CUSHMAN: Inaudible.
MR. STROHMEYER: Okay. Inaudible. Okay.
TOWN COMPTROLLER CUSHMAN: Inaudible.
MR. STROHMEYER: Alright. Where you show salaries paid, I will be finished pretty quickly,
where you show salaries paid to all elected officials and back in 2010, you showed all high
salaries whether elected or not. I think it would be helpful if you reported full time equivalent
employees plus total employee's salaries for the coming year. This current year and the prior
year as information for the taxpayers. I think the same thing would be helpful if you reported,
you have the budget for the coming year, you have the budget for the current year, but if you had
the prior actual at the town level. I know you have it for each one of the cross sectors, tax
sectors and also the same thing for bonds payable. And this is the last thing, town taxes have
increased an average of 7.5% over the last 13 years, the only reason I did that is because I had
tax sheets going back that far, with some increases, some are very high in the prior years, 2001,
2002 and then 2002-3 and 2007-8 and 2008-9, however, I would like to commend you guys and
ladies for doing an excellent job for 2010, 2011. Your increase was 2.49% according to my
calculation. From 2011 to 2012 it was 2.02%. 2012 to 2013 it was .9% and 2013 to 2014 I am
estimating it would be about 1.3%. so I think you are doing a wonderful job and I do know
clearly from reading what the Suffolk Times had to say about who to vote for that they are very
appreciative that you guys are on the Town Board.
SUPERVISOR RUSSELL: Thank you, Walter.
MR. STROHMEYER: Thank you very much.
SUPERVISOR RUSSELL: Before you sit down, I just want to address the issue of salaries.
Actually what happens is we are required by state law to set the elected official salaries on
adoption of the preliminary budget by November 1.

MR. STROHMEYER: Right.
SUPERVISOR RUSSELL: When you mentioned before that we posted the salary of the higher
earners, actually during the organizational meeting in January is when we set the salaries. They
would be considered exempt, confidential employees. Those are employees that are not part of
any collective bargaining unions, the two unions we have in Southold Town. They are typically
managerial staff. The Town Comptroller, the Town Attorney, the Assistant Town Attorney and

MR. STROHMEYER: The total salaries.
SUPERVISOR RUSSELL: The total salary for each employee?
MR. STROHMEYER: No.
SUPERVISOR RUSSELL: Oh, for the total payroll.
MR. STROHMEYER: The total compensation, yes, salary compensation.
SUPERVISOR RUSSELL: Well, compensation would also include medical and retirement
contributions.
MR. STROHMEYER: Just the salaries.
SUPERVISOR RUSSELL: We actually just did that. Again, at the informational meeting I
hosted at the Peconic Community Center. We did that going back 7 years.
MR. STROHMEYER: Okay. When are these information meetings? A couple of weeks before
the budget hearings?
SUPERVISOR RUSSELL: Actually I just had the meeting which was a couple of weeks before
this hearing but we could certainly make sure we get that information out there in the very near
future. We did a power point presentation. I will talk to IT about putting it on the website.
MR. STROHMEYER: Okay. Fine. Thank you.
SUPERVISOR RUSSELL: Sure. I would ask anybody that would like to comment on the
proposed budget to please feel free to come forward. Anybody?
COUNCILMAN RULAND: I would like to say something.
SUPERVISOR RUSSELL: Sure.
COUNCILMAN RULAND: I don't often say a lot. When we talk about the budget and we talk
about, sometimes the word which is only six letters has a lot of meaning but in order to get a
budget and then to get a preliminary budget and then a workable budget, it starts early. As the

Supervisor knows well but I guess my point is that it has taken a tremendous amount of time by a
lot of people and certainly the Supervisor, as the chief financial officer of the town, has devoted
a tremendous amount of time to developing his preliminary budget and I would be remiss if I
didn't thank him and I would also be remiss if I didn't thank John Cushman and his staff in the
comptroller's office of which the amount of information that has to come forth to sustain every
budget line in a document that is that thick is something that also takes time and then to be able
to put your finger on a particular item and to be able to discuss it at a moments notice, the
information is concise, it is collated in a way that we can find it and if there needs to be an
answer, his office, the comptroller's office can provide it and it certainly makes our job as
coming to the point where we are getting close to delivering the final budget for adoption, it
completes a process that is well thought out, the ability to give thought to some items that may or
may not be controversial but the information is always there. so to you Mr. Supervisor, I would
say thank you and to you Mr. Cushman and your staff I would say thank you and also then there
are some of the things that maybe we take for granted but the clerk's office does a tremendously
good job of making sure there is all this information is available and there are reams of it if
people want it to be available and whether it is in print or whether it is electronically available.
Betty's office, your office needs to be commended as well because a very wise man when I first
got here, Councilman Krupski said to me, Bill, if you don't let them send you most of this stuff
by email they will fill your barn with paper. And I would commend you Betty, that many of the
reports you send are electronic and if we need the ability to print it out, we do but if we just need
to read it and have the information, that's most helpful. And when you take all these things and
meld it together, you come up with what we have here. So thank you to all.

Re: 2014 Town of Southold Budget Discussion with Residents
The public is encouraged to attend an informational meeting with Supervisor Scott Russell and Town Comptroller
John Cushman to learn about the 2014 budget as well as the budgeting process. The meeting will focus on the content of
the proposed budget, anticipated revenues and expenditures as well as the reason for the proposed 1.32% budget increase.
In addition there will be discussion of the New York State mandated tax cap and its relevance to municipal budgets.
While there will be a public hearing on the final budget on Wednesday, November 6'" at 7:00 p.m., this is an
educational meeting to inform the public how the budget is developed along with historical policies relating to the fund
balance. Comments and questions are welcome at the meeting.
Monday, October 28th at 6:00 p.m. at the Peconic Lane Community Center.

THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION NO. 2013-774 WAS
ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON
OCTOBER 22,2013:
RESOLVED that this Town board shall meet at 4:00 PM, Wednesday, on the 6th of
November, 2013, at the Southold Town Hall for the purpose of holding a public hearing on the
Preliminary Budget, and after all persons attending said hearing shall have had an opportunity to
be heard in favor or against the Preliminary Budget as compiled, or for or against any item and
items therein contained, that said hearing be then recessed and thereafter convened at 7:00 PM
on said day for the same purpose; and be it
FURTHER RESOLVED that the Preliminary Budget will be available for viewing on the
Southold Town official website: www.southoldtownny.gov, and be it
FURTHER RESOLVED that the Town Clerk shall give notice of such hearings in the manner
provided for in Section 108 of the Town Law and that such notice be published in substantially
the following form:

NOTICE IS HEREBY GIVEN that the Preliminary Budget and Preliminary Capital Budget of
the Town of Southold, Suffolk County, New York for the fiscal year beginning on January 1,
2014 has been prepared and approved by the Southold Town Board and filed in the Office of the
Town Clerk at the Southold Town Hall, 53095 Main Road, Southold, New York, where they are
available for inspection and where copies may be obtained by any interested person during
business hours.
FURTHER NOTICE IS HEREBY GIVEN, that the Town Board of the Town of Southold will
meet and review said Preliminary Budget and Preliminary Capital Budget and hold a public
hearing thereon at the Southold Town Hall, 53095 Main Road, Southold, New York, in said
Town at 4:00 p.m. and at 7:00 p.m., on Wednesday, November 6, 2013, and at such hearing
any persons may be heard in favor of or against the 2013 Preliminary Budget and 2013
Preliminary Capital Budget as compiled, or for or against any item or items therein contained.
FURTHER NOTICE IS HEREBY GIVEN that pursuant to Section 108 of the Town Law, the
