Present were: Peter Young, Chairman Jack McGreevy, Member John Stein, Member William McDermott, Member Doug Hardy, Member Lauren Standish, Secretary Guest: Keith McCamy CALL TO ORDER The meeting was called to order at 4:35 PM by Chairman Peter Young ANNOUNCEMENTS Chairman Peter Young stated that there are two vacancies on the committee and to date and we have received two resumes. Peter has contacted the Mattituck School regarding the student vacancies. He will report back to the CAC once he hears back from them. One of the applicants, Keith McCamy, attended the meeting. Peter provided him with the mission statement and Mr. McCamy expressed great interest in the CAC. The members unanimously agreed to recommend the appointment of Mr. McCamy and will forward a resolution to the Town Board. In the meantime, Peter will contact the other applicant and invite him to the next monthly meeting. 2 Moved by William McDermott, seconded by Doug Hardy, it was RESOLVED to recommend to the Town Board the appointment of Keith McCamy to the Conservation Advisory Committee. Vote of Council: Ayes: All Motion Carried REPORTS Member William McDermott attended the Trustee Meeting held on October 16, 2013. He remarked that the meeting went well and felt that the decisions made by the Trustees were consistent with recommendations of the CAC. APPROVAL OF MINUTES Moved by John Stein, seconded by Jack McGreevy, to Approve the Minutes of October 9, 2013. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Doug Hardy, seconded by Peter Young, it was RESOLVED to SUPPORT the applications of WEE HOUSE PARTNERS to restore existing wave break on existing dock. Located: 650 Bay Lane, Orient. SCTM#24-2-10 Inspected by: Doug Hardy, Peter Young Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Peter Young, it was RESOLVED to SUPPORT the applications of JOHN F. AND ANN M. KELLY to repair timber wave break on Smith dock to protect Kelly timber dock. Located: 600 Bay Lane, Orient. SCTM#24-2-11 Inspected by: Doug Hardy, Peter Young Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of STEVEN AND BEATE SWANSON to construct a screened porch addition with roof terraces and a wood deck extension. Located: 1120 Truman's Path, East Marion. SCTM#31-12-6 Inspected by: Peter Young, Doug Hardy 3 The CAC Supports the application with the Condition there is compliance with the drainage plan. MILTON HUTSON to construct a 4'X 70' fixed dock, low- profile and using flo-thru decking, seasonal ramp 2.5'X 14' and 6'X 20' floating dock with (2) stops to keep float 2' off the bottom. Located: 1395 Sleepy Hollow Road, Southold. SCTM#78-1-10.20 Inspected by: Peter Young, Doug Hardy, Jack McGreevy The CAC Tabled the application because the project was not staked as of November 6th and there was a concern with the 1/3 rule. The CAC also recommends a drainage plan. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of EILEEN AND VINCENT J. FLAHERTY to demolish the existing residence and construct new structure with addition of a subsurface drainage system for rain water run-off for the residence and existing driveway. Located: 470 Inlet Way, Southold. SCTM#92-1-8 Inspected by: Peter Young, Doug Hardy, Jack McGreevy The CAC Supports the application with the Condition the roof drains from all structures are directed into drywells and the new structure should be FEMA compliant. The CAC questions the legality of the floating dock. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Young, it was RESOLVED to SUPPORT the application of KEVIN BARR to construct a 13'X 23' sunroom. Located: 180 Basin Road, Southold. SCTM#81-1-20 Inspected by: Peter Young, John Stein The CAC Supports the application with the Condition of a drainage plan for the 300 sf. sunroom addition. 4 Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of JOHN AND ELVIRA ALOIA to construct approx. 99 If. of vinyl bulkhead in place of existing storm damaged timber bulkhead and backfill with approx. 15 cy. clean sand to be trucked in from an approved upland source; remove and replace existing 16'X 24' on-grade wood deck and 13'X 20' on-grade masonry patio both adjacent to bulkhead, and remove and replace steps at bottom of existing stairway down embankment, all as needed to allow for installation of new bulkhead; and remove and reattach 3'X 7' steps to beach to new bulkhead. Located: 8145 Nassau Point Rd., Cutchogue. SCTM#118-4-9 Inspected by: Peter Young, Jack McGreevy, Doug Hardy The CAC Supports the application, however, there was insufficient information. The plan lacked construction details for the deck and the patio and there should be an erosion control plan for the slope. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of WILLIAM GIACONE AND CINDY NANCE to demolish and remove existing one-story, single-family dwelling, shed and outdoor shower, and construct new two-story, single-family dwelling; install drainage system of leaders, gutters and drywells; remove existing sanitary system and install new sanitary system more than 100' from wetlands; remove existing asphalt driveway and install new gravel driveway located almost entirely outside Ch. 275 jurisdiction; and establish a 10' wide non-turf buffer adjacent to the tidal wetlands boundary. Located: 560 Fisherman's Beach Road, Cutchogue. SCTM#111-1-16 Inspected by: Doug Hardy, Peter Young 5 The CAC Supports the application using best management practices and a drainage plan for the house. The CAC questions the encroachment over the western property line. Vote of Council: Ayes: All Motion Carried 6 Moved by Peter Young, seconded by William McDermott, it was RESOLVED to SUPPORT the application of CHARLOTTE RAIBLE AND WAYNE WEISS to construct two-car garage and utility space, enlarge loft area, enlarge master bedroom suite, addition of a den and bedroom, new swimming pool, fire pit, pavers, and pool enclosure fence, install haybales and silt fence barrier prior to and during construction, and install drywells and French drains. Located: 625 East Side Ave., Mattituck. SCTM#99-3-15.1 Inspected by: John Stein, William McDermott The CAC Supports the application with the Condition the extremely sensitive area from the Zone X line seaward to the wetland line is managed appropriately using best management practices. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by William McDermott, it was RESOLVED to SUPPORT the application of LAWRENCE HOLFELDER to construct a partial second-floor addition and 300 sf. first-floor addition; and to construct stairs with associated retaining walls leading to a 16'X 16' on grade non-treated patio with associated cantilevered 4'X 4' platform with stairs to lower bulkhead. Located: 6340 Peconic Bay Blvd., Laurel. SCTM#1 26-11 -1 Inspected by: John Stein, William McDermott The CAC Supports the application using best management practices for the stairs and the installation of a 10' non-turf buffer along the east and west sides of the patio. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by William McDermott, it was RESOLVED to SUPPORT the application of JOAN SHANNON to reconstruct the existing 69' retaining wall that was damaged by Hurricane Sandy and to reconstruct the existing 12' return attached to the retaining wall. Located: 7080 Peconic Bay Blvd., Laurel. SCTM#126-11-7 Inspected by: John Stein, William McDermott Vote of Council: Ayes: All Motion Carried NICHOLAS NOYES to place 50 cy. of armor stone over 1,000 sf. of an unprotected slope, all landward of the flagged wetlands and apparent high water line. 7 Located: Off Private Road, Fishers Island. SCTM#3-2-1 The CAC did not make an inspection, therefore no recommendation was made. DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND & COASTAL EROSION PERMITS Moved by Doug Hardy, seconded by John Stein, it was RESOLVED to NOT SUPPORT the application of DROUZAS REAL ESTATE to Amend Wetland Permit #7891 to construct a smaller dwelling 25' from the wetland boundary. Located: 54120 County Rd. 48, Southold. SCTM#52-2-20.1 Inspected by: Doug Hardy The CAC does Not Support the application because there is a concern with the proximity of the sanitary system to the low wetland area and the risk of contamination. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by John Stein, it was RESOLVED to NOT SUPPORT the application of CHRIS SHOWALTER to Amend Wetland Permit #8036 to remove existing concrete blocks and replace with a new rock revetment. Located: 1015 Orchard Lane, Southold. SCTM#90-4-15 Inspected by: Peter Young, Doug Hardy The CAC does Not Support the application because this is the only revetment in the surrounding area and will set a bad precedent. This is a low energy area surrounded by short fetches and any aggressive hardening endangers the robust growth of the marshland. Vote of Council: Ayes: All Motion Carried Moved by William McDermott, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of MILDRED DAVID to Amend Wetland Permit #8171 to install a 97'X 4' wide fixed pier, 12'X 3' wide aluminum ramp and 6'X 20' floating dock in the same location as the original, using Thru-Flow grating above the limits of wetlands and the remainder will have untreated decking. Located: 3825 Stillwater Ave., Cutchogue. SCTM#137-1-3.1 Inspected by: William McDermott Vote of Council: Ayes: All 8 Motion Carried Moved by William McDermott, seconded by John Stein, it was RESOLVED to SUPPORT the application of WICKHAM BUNGALOW EAST, LLC to Amend Wetland Permit #6724 to add one attached large rock top row to existing revetment, construct new return to existing revetment and fill in eroded area with reno mattresses and fill. Located: 4787 New Suffolk Rd., New Suffolk. SCTM#1 10-8-32. 10 Inspected by: John Stein, William McDermott Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by William McDermott, it was RESOLVED to SUPPORT the application of PARNEL WICKHAM to Amend Wetland Permit #6650 to add one large rock top row to existing 125' revetment, install stone filled reno mattresses landward of revetment, and fill existing eroded area with clean fill. Located: 4299 New Suffolk Rd., New Suffolk. SCTM#110-8-33.1 Inspected by: John Stein, William McDermott Vote of Council: Ayes: All Motion Carried Jack McGreevy will attend the next regular meeting of the Board of Trustees scheduled for Wed., November 13, 2013 at 5:30 PM. The next meeting of the Conservation Advisory Council has been set for Wed., December 4, 2013 at 4:30 PM at Down's Farm Preserve.
