LAND PRESERVATION COMMITTEE MEETING
Minutes & Discussion Notes from Meeting held
Tuesday, October 29, 2013 at 7:00 p.m.

Commencement:
• The meeting began at 7:13 p.m. with five LPC members present.
Adoption of Meeting Minutes:
• Acceptance of LPC meeting minutes from October 15, 2013

Land Preservation Applications and Inquiries:
• SCTM #1000-53-4-44.1 and 44.3 (POSILLICO/CONKLING POINT ESTATES pending Subdivision
Open Space)
Update re: Town Board work session re: Application for Town ownership of pending
Subdivision Open Space
Melissa Spiro informed the LPC that the Town Board was not in favor of accepting the donation of the
larger Subdivision Open Space property, however, they were going to accept the donation of the
small open space area (not under open space program) for drainage purposes.

Continue review of AgPDD easement template
LPC discussed template for AgPDD Easement. Discussion will continue next meeting regarding one
additional item. Decisions were made regarding content of certain sections. Melissa will compile list of
decisions for vote when review of draft document is completed.

2003 Town PDR acquisition: Inquire regarding the 3.9 acre Reserve Area
Tim Caufield of Peconic Land Trust presented background information pertaining to 2003 PDR
acquisition which did not include the 3.9 acre Reserve Area. Discussed Russ McCall's involvement
during 2003 acquisition and how property is subject to PLT overlay easement and right of first refusal
in addition to Town Easement. Pending sale of property, potential purchaser would like to sell
development rights on Reserve Area to Town. LPC reviewed the pros and cons of eliminating the
development area. Potential purchaser is purchasing adjacent house lot also. Committee Member
Sam McCullough proposed a requirement to merge the house lot with the easement area
permanently if the development rights were to be sold off of the reserve area. Consensus for this
requirement was not reached. The Land Preservation reviewed this particular application in regard to
elimination of the development area and decided that in this case favorable to recommending that the
Town pursue purchase.
MOTION made by Sam McCullough, seconded by Allan Connell, to authorize Melissa Spiro, as Land
Preservation Coordinator, to order an appraisal of SCTM #1000-115.-8-3.6 subject to receiving
formal application and reviewing the proposal with Town Board.
