Members Present: Frank Field, Highway Superintendent Pete Harris, Town Engineer Jamie Richter, Margaret Brown, Planning Director Heather Lanza, Chief Martin Flatley, Jim Baker, Rona Smith and Tom Fox. Guests: Mr. Robert Glover, Cutchogue resident and Mr. Stephen Feeney, Southold resident. Minutes of September 23, 2013 A motion to approve the minutes was made by Pete Harris, seconded by Margaret Brown, and was carried. Public Requests Mr. Robert Glover—Speed Humps on Cox Lane Cutchogue After his presentation, Mr. Glover was advised that speed bumps are not a workable solution to traffic problems due to liability issues. Moreover, as the Town of Southold has less than 50,000 residents, NYSDOT regulations govern the situation. Mr. Stephen Feeney—Reduced Speed Limits on Wells Avenue Southold The placement of signage warning of curves might alleviate that problem. However, Mr. Feeney was advised that a larger expression of local community interest on that issue would be more effective in encouraging a solution. Both guests departed the meeting at 10:30 AM. I Douglas Elliman Real Estate - Placement of Bench at Bus Stop Mattituck The Commission was requested to place a bench at the bus stop on NYS property in front of its property on the south side of Route 25. The Commission suggests that if the firm would agree to donate a suitable bench, the Town would assist with receiving the required permits. East End Transportation Council Neb Brashich and Margaret Brown attended the October 9'" meeting of the EETC, which was largely concerned with discussion of South Fork local issues. The next meeting is scheduled for December 11'". Pete Harris Due a conflict, Pete Harris departed the meeting at 10:55 AM and indicated that this would be his last meeting. The Commission thanked him for his service and wished him well. Supervisor's Requests No Parking Siqn on Route 25 at Mattituck Florist & Larger One-Way Street Sign on Old Sound Avenue Request-Mattituck These issues were discussed at the September 23`d meeting and Neb's memo of September 30th to the Supervisor reflects the Commission's recommendations on those matters. Moreover, i the Commission recommends No Parking signage be placed on the westbound side of Old Sound Avenue. Planning Board Requests Town Comprehensive Plan As previously reported, issuance of the Transportation & Infrastructure Chapter has now been delayed to February 2014. Site Plan - Flea Market— Love Lane, Mattituck There has been no comment yet concerning the Commission's recommendations of September 30th. Current Transportation Issues Southold/Cutchogue Bus Shelters - Status Subsequent to his October 22nd email exchange with the Director of the Southold Library, Neb's letter of October 28th to SCDPW forwarded two diagrams each covering the proposed shelter locations in Cutchogue and Southold. The Southold drawings indicated placement of a shelter in front of the library on Route 25. However, it was reported that the library trustees had in fact refused to approve the siting of the shelter in front of the Southold Library. After an extensive discussion, it was the Commission's consensus that a memo should be sent to the Economic Development Committee concerning the apparent lack of interest by the business community in the siting the Southold shelter. Orientation/ Interpretive Signage Project—RBA Phase II NYSDOT has submitted three requests to RBA seeking additional information the low bid contractor concerning material purchases and other issues. Handicapped Parking Request—Southold Pharmacy Route 25 Southold In accordance with a request from NYSDOT, the Town Clerk's letter of September 27, 2013 forwarded a certified copy of the Town Board's Resolution 2013-705 concerning the above request. Rental Bicycle Usage in New York Citv Neb shared a photo of bicycles available for hourly rental parked in racks on the street in way of an outdoor cafe. No Parking Signage-Second Street, New Suffolk The Town Board held a public hearing on October 8th concerning that issue. Harbes—Sound Avenue, Mattituck The issue of pedestrian safety in accessing the farm stand by crossing from the parking area on the south side of Sound Avenue appears to have improved. Old Business Traffic Safety—Approaching CR 48 Northbound from Bridge Lane &Cox Lane Jim Baker suggested that appropriate signage warning of traffic lights ahead be placed Bridge Lane & Cox Lane well south of their intersections with CR 48. Following are our conclusions: • The New York State Department of Transportation (NYSDOT) would consider such a request only within the purview of a funded project such as resurfacing of NY Route 25. None is now contemplated. • There are no funds available within the Town's budget for such a request. • Should DouglasEllliman Real Estate decide to donate such a bench, the Commission would be willing to undertake getting all the required permits from the NYSDOT. Currently, shopping carts are being tipped over and used to sit on and are left at this bus stop, thereby taking away from community aesthetics. Chief Engineer Department of Public Works County of Suffolk 335 Yaphank Avenue Yaphank, New York 11980 RE: CR 48, Middle Road —Cox Lane, Cutchogue Intersection Signage Request Dear Mr. Hillman: During a recent review of roadway situations within the town, the Commission identified an additional problem at the Cox Lane intersection. As we all know, this intersection has had a higher incidence of accidents than any others nearby. The problem exists westbound, between Bridge and Cox Lanes, where there is no sign indicating that a traffic-signal-controlled intersection is ahead. Given that there is a long straight section (1.75 miles) before it curves to the left immediately before the crossing and that the highway carries a significant numbers of ferry drivers unfamiliar with the roadway, noticing the intersection in time for proper reaction can be a problem, especially during daylight hours. During low-sun angle afternoons particularly, these signals are not easily seen. At night, however, the auxiliary traffic signal device with flasher to the right of the two regular signals provides very good indication. The Commission feels that any improvements to the safety features surrounding this intersection will be well worth it. Thanks, Jim Baker -------------------------------- The Southold Transportation Commission has found a problem with the lack of proper signage on County Road 58 in the hamlet of Cutchogue, NY. In this location, CR58 is a high-speed, four-lane highway with grade-level intersections. Specifically, the Cox Lane intersection has a higher incidence of accidents than others nearby. The problem we would like to point out exists for the westbound lanes, between Bridge Lane and Cox Lane, where there is no sign indicating that a traffic-signal-controlled intersection (or any intersection for that matter) is ahead. Chief Flatley and I visited this site and we both concur in his observations as follows: • The "One-Way" are more than ample and visible to drivers. • There are also signs in the municipal parking lot warning drivers not to make a left turn and drive against the traffic. • The issue of visibility of drivers exiting the parking lot on Old Sound Avenue may have some merit and should be looked by the Highway Department. • There are no parking restrictions in front of the Mattituck Florist business and there is room for 3-4 vehicles to park along the curb there. However, the Town can not restrict parking in front of a commercial.enterprise per se. Nevertheless, if someone parks right up against the entrance/exit to the lot, one can not see w/b Old Sound Avenue traffic clearly. It could probably use a "No Parking" area at least one parking spot back to the east of this access point to the lot. We will review all these facts at our next monthly meeting scheduled for October 28th and inform you of the final determination by the Commission. We understand that you have received already copies of these from Jamie Essentially, only Town Boards having a population exceeding fifty thousand have the right to establish higher or lower speed limits than the statutory fifty-miles per hour on local roads open to public motor vehicle traffic other than state highways under the State law. Brashich, Chairman Date: July 23, 2013 RE: Your Memorandum dated July 3, 2013 Speeding on Cox Lane and Speed Humps, Cutchogue During our monthly meeting on July 22"d, we discussed again speeding on Cox Lane and the request for placement of speed humps on Cox Lane in Cutchogue. As was stated in a previous memorandum, we have established that this is within the jurisdiction of the NYS Department of Transportation. We understand that speed humps are not allowed on public roads statewide. We are, however, in the process of researching the pertinent sections of the New York State Transportation Code and will inform you as soon as possible to that effect. In the meantime, please be aware that even if these humps were to be allowed eventually, there are tremendous 'public safety concerns and the Town would be liable should there ever be an accident on a given road. Glover concerning speeding on Cox Lane and subsequently forwarded to the Transportation Commission for recommendations. I understand that it's the position of the Transportation Commission that this is the jurisdiction of the NYS Dept. of Transportation. Please explain this determination to me in further detail as to why we have no jurisdiction in pursuing alternative ways to control speeding on Town roads. The speed limit on Cox La. is 30 mph and is heavily traveled because of the Town Dump and traffic lights at both ends. Speeding is a huge problem now and will become larger in the future. The speed issue is a safety and quality of life issue we must address. I recently had to file a complaint(cc#13-1417)with the Police Dept. because of two (2) more very close calls on Cox La. due to speeding. We must take steps to reduce speed on Cox La. and the other roads in our town. I have read (see enclosed)that"speed humps"not speed bumps are legal and an effective way to help reduce speeding. I hope that we may reenergize the discussion in our town to reduce k speeding and reinforce our Small Town Feeling. Federal Standards for Speed Humps By Kyle McBride,eHow Contributor Speed humps, which are different than speed bumps, are considered a traffic calming device, not a traffic control device, and there are no federal regulations governing the humps themselves. The United States Department of Transportation's(DOT)Federal Highway Administration(FHA)has standards regarding signage and roadway markings and makes recommendations about what signs and markings should be used for speed humps. Difference Between Humps and Bumps Speed humps are gently raised strips on the roadway that encourage you to reduce your speed. Humps are used on the road where vehicles are traveling above 20 miles per hour(mph) and encourage you to reduce your speed to 15 to 20 mph. Speed bumps are more severely raised strips. A 12-foot-wide speed hump that slopes gradually enough to make a four-inch change in vertical elevation is enough to reduce potential vehicle damage and reduce the amount of jarring experienced by the driver and passengers while still encouraging you to slow down. Speed humps should not be installed in the path of pedestrian crossings or curb ramps. Signage and Markings A speed hump warning sign should be 30-by-30 inches for a single-lane roadway or 36-by-36 inches for a multi-lane roadway. The minimum size sign is 24-by-24 inches and the maximum size is 48-by-48 inches.
